Be more proactive, Chief Minister urges district council members

Tuaran: Chief Minister Datuk Seri Hajiji Noor said it is important for district council members to play an active and integrity-driven role in supporting the implementation of the State's development policies. He said district council members should not only function as conduits for public feedback but also act as effective implementation agents for government initiatives, particularly the Sabah Maju Jaya (SMJ) Development Plan. 'District council members must be more proactive in delivering services to the people, equipped with knowledge and fully aware of their functions, roles and responsibilities. 'This will facilitate the smooth implementation of government policies, ensuring that aid and development programmes reach the people efficiently and transparently,' he said at the presentation of appointment letters and swearing-in of 2025–2027 Tuaran District Council Members, here, Thursday. Hajiji said the success of the SMJ Development Plan hinges on the collective commitment of all stakeholders, including local government authorities and district council members who must work closely with the State Government to disseminate information on policies, initiatives and government assistance to the grassroots communities. He listed several development initiatives currently underway or planned for Tuaran, including upgrades to basic infrastructure such as roads, water and electricity supply, tourism development and the strengthening of local entrepreneurship. 'No matter how large the development allocation is, it will be meaningless without efficient delivery. District council members must go to the ground, see the people's issues first-hand and act with full integrity, sincerity and transparency,' he said. He also called on district council members to serve as a bridge between the people and the Government, bringing public concerns to the administrative level and ensuring that every government policy and programme is understood and accepted by the community. He noted that the new Tuaran District Council members come from diverse backgrounds, including former civil servants, business people, youth leaders and representatives of non-governmental organisations, representing the voices of four State Legislative Assembly areas, namely, Sulaman, Pantai Dalit, Tamparuli and Kiulu. He expressed confidence that this diversity would be a strength in formulating policies and comprehensively addressing the needs of the people. Masidi KOTA KINABALU (Aug 13): Sabah's Finance Minister Datuk Seri Panglima Masidi Manjun has refuted claims by Datuk Seri Shafie Apdal that the RM1 billion State Government bond repayment in 2019 was an extraordinary achievement of the Warisan administration. 'The repayment was never a sudden burden. It was planned since 2014 under a Bank Negara Malaysia requirement to set up a Sinking Fund, with RM200 million allocated annually over five years. By the time Warisan came into office, the funds were already budgeted, and only the final RM380 million instalment was tabled during their tenure,' he said in a statement on Wednesday. Masidi was replying to the statement of the Warisan president regarding the repayment of the RM1 billion State Government bond in 2019. He stressed that allegations of RM500 million from the bond proceeds being spent in another state were 'unfounded and irresponsible.' 'Official records are crystal clear, RM544 million repaid the first State Government bond from 2009, and RM456 million financed development projects under Sabah's 2014 Budget. Not a single sen went to another state,' he said. Masidi reiterated that repaying the bond was a legal and contractual obligation, not an optional gesture. 'The financial discipline enabling this repayment was put in place in 2014, not 2018. Public discussion on State finances must be based on documented facts, not politically convenient narratives. The people of Sabah deserve nothing less,' he said.

In a statement on Wednesday, he said that Datuk Seri Shafie Apdal's claim that the repayment was a major achievement of the Warisan administration in just one year was misleading. He explained that Bank Negara Malaysia had required the State Government to set up a dedicated Sinking Fund to ensure full repayment when the bond matured in 2019. The fund, he said, was created to avoid a heavy financial burden on the State Government at the time of repayment, regardless of which party was in power. Masidi detailed that contributions to the Sinking Fund were made progressively: RM2 million in 2016, RM200 million in 2017, RM400 million in 2018, and RM380 million in 2019, with RM18 million coming from investment returns. He said the suggestion that Warisan had to find RM600 million within months ignored the fact that the payment schedule had been set since 2014, with funds already allocated. During Warisan's administration, Masidi noted, the only payment presented was RM380 million, which would have been the responsibility of any government in office at the time. He also dismissed Shafie's claim that RM500 million from the bond was spent outside Sabah, calling it baseless and unsupported by evidence. Masidi said official records confirmed that RM544 million was used to repay the first state bond issued in 2009, with the remaining RM456 million funding state development programmes approved in the 2014 State Budget. Kota Kinabalu: Kunak Assemblywoman Norazlinah Arif is grateful the attempted coup in Sabah on January 2023 failed due to a lack of support for Warisan President Datuk Seri Shafie Apdal as the next chief minister. 'Many assemblymen, mainly from BN and PH, were also in favour of retaining the current administration (under Hajiji). 'For me, that was a sign that we were betrayed by a party that was supposedly championing the people's rights,' she said, recalling the incident that came to be known as 'the Kinabalu Move.' It was aimed at ousting Datuk Seri Hajiji Noor as Chief Minister and was the ultimate betrayal of Sabahans. She said she and several others were informed that four or five Warisan leaders would be named to the State Cabinet if they backed the Bung-led coup. Following its failure, Norazlinah and several other Warisan assemblymen threw their support behind Hajiji. Norazlinah was with Warisan in 2023 when the party, led by President Datuk Seri Shafie Apdal, plotted with Sabah Umno to replace the Gabungan Rakyat Sabah government. The two-term assemblywoman said Warisan members were hoping that the memorandum of understanding at the federal level that was struck earlier between the party, GRS, Gabungan Parti Sarawak, Barisan Nasional and Pakatan Harapan on Dec 16, 2022 would benefit the people. The intention was to back the newly established unity government led by Prime Minister Anwar Ibrahim, she added. 'Our hope at the time was that the leaders of the respective parties and coalitions would unite to prioritise the rakyat above their personal interests or that of the party. 'Unfortunately, the opposite happened,' she said, referring to the failed 'coup' led by Sabah Umno. In January that year, Datuk Bung Moktar Radin, the Sabah Umno chief, announced that the party was withdrawing its support for Hajiji. However, six Umno assemblymen pledged continued support for Hajiji, foiling Bung's plans which had the backing of Warisan and Parti Kesejahteraan Demokratik Masyarakat. The GRS assemblymen pledged their undivided support for Hajiji, who assumed the top post in September 2020 following a state election. Bung was subsequently dropped as the state's deputy chief minister. Norazlinah said there was nothing altruistic about the Kinabalu Move. Hajiji has treated us well The Kinabalu Move was the straw that broke the camel's back for Norazlinah. On Feb 6, 2023, she left Warisan, a party she had been with since its founding in 2016. She expressed no regrets for her decision, especially after aligning with Hajiji, whom she praised for addressing the people's issues through action rather than rhetoric. 'Hajiji treats all assemblymen fairly, myself included, despite the fact that I only recently joined GRS,' she said, adding that the chief minister was also more accessible. According to Norazalinah, there is talk of Warisan joining forces with BN for the coming state election, despite Shafie previously stating that the party intends to contest all 73 seats on its own. She said such talk contradicted Warisan's previous stance on an alliance with BN. 'When we first joined the party, we were indoctrinated to think that our mission was to topple BN.
