'OCI card valid ID for legal heirship': Madras HC

CHENNAI: The Madras HC has ruled that the Overseas Citizen of India (OCI) card/ booklet is a valid identity document that could be used for obtaining legal heir certificate in India.
Justice D Bharatha Chakravarthy, in a recent order, said as per the Union government's notification, state governments should ensure the OCI registration booklets of Overseas Indians are treated as valid identification for any services.
The ruling was given on the petition filed by Manel Amrithkala, an OCI, seeking a direction to the Egmore tahsildar to process her application for legal heir certificate by accepting the OCI card/booklet as identification document as her husband, Dr S Subramaniam, died on March 5.
The petitioner said she has been living abroad and do not possess an Aadhar card or any other locally issued ID. The online portal for legal heir certificate is not accepting their application.
The judge directed the tahsildar to process her application in accordance with the law and pass appropriate orders within four weeks by treating the OCI card/ booklet as an identity document.

J&K High Court releases OMR exam results, interview schedule for Junior Assistant posts J&K High Court result 2025: In a significant development, the High Court of Jammu & Kashmir and Ladakh has officially declared the results of the OMR-based written examination for the posts of Junior Assistant in the District Judiciary of the Union Territory of Jammu and Kashmir. The written exams were held on March 16, 2025 for candidates from the Kashmir Division and on March 23, 2025 for those from the Jammu Division. As per the official notification issued by the Chief Justice's Secretariat, hundreds of aspirants appeared in the competitive recruitment examination held pursuant to Advertisement Notification No. 06 of 2024/Psy dated August 28, 2024. The candidates who have secured top positions in the merit list have been shortlisted for interviews scheduled to commence on June 23, 2025. These interviews will be conducted at the High Court Complex, Janipur, Jammu for the Jammu Division, and at the High Court Complex, Srinagar for the Kashmir Division. Top scorers emerge in competitive field Among the hundreds who appeared, a few outstanding candidates from both divisions have emerged as toppers. These candidates demonstrated exceptional merit and consistency in their preparation for the highly competitive OMR-based written test. From the Kashmir Division, Aaliya Bhat secured the highest score, earning top place in the merit list. A resident of Srinagar, Aaliya attributed her success to daily preparation and guidance from mentors. In the Jammu Division, Amanpreet Singh, hailing from Udhampur, topped the list. His strategic focus on time-bound practice papers and conceptual clarity made a remarkable difference. Many other top-performing candidates across the regions hailed from diverse academic backgrounds, demonstrating that success in such competitive exams is attainable through dedication and disciplined study. Interview dates and document requirements The interviews will begin on June 23, 2025. All shortlisted candidates are required to report by 9:00 AM on their respective interview dates, as mentioned in Annexure-A (Jammu Division) and Annexure-B (Kashmir Division) of the official notification. Candidates must carry a valid proof of identity such as Aadhar card, PAN card, driving licence, or passport. Additionally, they are required to present all original documents and certificates (submitted during the online form filling) along with self-attested photocopies. Failure to produce original documents may lead to disqualification from the selection process. New Delhi: The Centre has defended in the Delhi High Court its decision to cancel the OCI card of US-based journalist Raphael Satter saying he maligned Indian institutions in the international arena through journalistic activities. The Centre said it was satisfied that Satter conducted journalistic activities without waiting for necessary permission and violated the government's notification and that a 'discreet' lookout circular (LOC) was opened against him. 'It has been reported by security agencies that Raphael has been noted for acts of maliciously creating adverse and biased opinions against Indian institutions in the international arena through his journalistic activities and a discreet LOC was opened against him,' the Ministry of Home Affairs said in an affidavit. The Centre said that his revision petition was as a result disposed of and a speaking order dated May 24, 2024 held that there were no grounds to revise the overseas citizen of India (OCI) cancellation order. The Union ministry's affidavit came in response to Satter's plea against the cancellation of his OCI card. Justice Sachin Datta, who is hearing the matter, granted liberty to Satter to file a rejoinder to the government's reply and posted the hearing on August 25. Satter obtained the OCI status through his marriage and claimed he visited India for family purposes. The Ministry said it was brought to its notice through security agencies that Satter had attended Nullcon conference in Goa in September 2022 and the focus of the conference was to showcase the next generation of offensive and defensive security technology. Without necessary permission, he attended the conference and conducted journalistic activities, therefore, violating the provision of the ministry's notification, it said. OCI card holders or other foreigners visiting India, it said, were supposed to adhere to the laws of the country, meaning, the activities they are prohibited from under the category of visa or OCI guidelines. 'An OCI cardholder is a foreigner and OCI card is a life-long visa issued to such a foreigner. Every country has a sovereign right to refuse entry into its territory to any individual whom it may consider undesirable and informing about the same inasmuch as entry into any country's territory is not a matter of right, even if the person holds a valid visa,' the affidavit said. Citizens of India, the government said, were guaranteed fundamental right of speech and free movement, but foreigners or citizens of other countries were not entitled to such rights. Since OCI card holders are foreigners and citizens of another country, they cannot claim the right to free speech, movement and protest under the Article 19 of the Indian Constitution, the ministry added. It came on record that before initiating cancellation of the OCI proceedings, the ministry consulted security agencies and also the Ministry of External Affairs. After examining the petitioner's activities, his OCI card was found liable to be cancelled. 'Therefore, on June 12, 2023, this ministry (MHA) served a 'notice' to the petitioner through the High Commission of India in Washington DC to showcause as to why his OCI card may not be reports received from security agencies are 'secret' in nature, therefore, it cannot be disclosed to the petitioner,' the affidavit said. Though Satter submitted his reply to the ministry notice, the government claimed, he did not submit documents to establish he did not carry out any journalistic activity aside from showing his whereabouts and activities during his India visit. The MHA, however, said the reports received from the security agencies and the MEA provided 'enough inputs' indicating he had 'willfully violated' the provision of the 2021 notification. Satter, in his revision petition filed in January, 2024 before the MHA under the Citizenship Act, challenged his OCI cancellation order of December 4, 2023. On April 23, 2024 he claimed of not having carried out any journalistic activity, but the ministry claimed otherwise.

Although there is no power problem at present, supply is becoming a problem due to lack of infrastructure. The number of power transmission substations is being increased to overcome this problem," he said. "All kinds of measures are being taken to provide adequate power to farmers' pumpsets. Out of the 4 lakh illegal pumpsets in the state, 2.5 lakh pumpsets were regularised. The department will provide transformers to pumpsets within 500 meters of the feeders. Solar pumpsets will be provided to pumpsets beyond 500 meters under the Kusum-B scheme. Similarly, feeder solarization is being done under the Kusum-C scheme to provide adequate power to farmers during the day," he said. "Our govt has set a target of generating 2,400 MW of solar power through feeder solarization of agricultural pumpsets under the Kusum-C scheme. Chief minister Siddaramaiah will inaugurate the solar power plant set up under the Kusum-M scheme at Tondebhavi in Gauribidanur on June 11," he said. The minister dismissed rumours regarding the discontinuation of free electricity for agricultural pumpsets due to Aadhar-RR number linkage. "This seeding work was done to ascertain how much electricity is being supplied to farmers and how many connections they have. There is no doubt about this," he said. "After the chief minister's recent visit to the hamlets, necessary steps were taken to provide electricity to them and necessary infrastructure was built. Steps were taken to provide electricity to more than 600 hamlet houses," he said. State sugarcane growers' association members demonstrated outside the zilla panchayat office during the minister's review meeting. Their demands included withdrawing the Aadhar seeding proposal and compensation for farmers whose lands were acquired for high tension lines infrastructure.
