Rescues, evacuations in several areas due to Crising, Habagat rains, flooding

The effects of Tropical Storm Crising and the Southwest Monsoon or Habagat were felt across the country during the weekend, as areas were flooded and residents fled to evacuation centers or were rescued.
In Barangay Tatalon, Quezon City, at least 25 children, including three babies, were rescued from their homes amid severe flooding brought by heavy rains.
According to Bea Pinlac's '24 Oras' report Sunday, waist-deep flood hit some areas in the barangay while other houses were submerged up to the roof.
'Di na makapasok yung bangka namin dun dahil maliit, makitid masyado. Wala kaming bangka na maliit so nasa bubong na sya,' said barangay chairperson Kiko del Mundo.
(We cannot enter the area because it was too narrow. We don't have a proper boat for that.)
Rescuers saved residents who were trapped from their residences including the children. They temporarily took shelter at the Diosdado Macapagal Elementary School on Saturday evening.
'Pahirapan pa yun. Kailangan pa idaan sa bubong, idaan sa bakod para makuha namin yung mga bata. Hindi namin maipasok agad sa lakas ng tubig. Nahihirapan kami,' said del Mundo.
(It's difficult because we cannot enter the area due to the floods.)
'Yung iba nag-stay sa bubong. Pinauna nila ang mga anak nila, asawa nila tsaka mg babies nila,' he added.

Meanwhile, one rescuer sustained injuries due to the rescue operation.
At least 100 families or over 300 individuals were affected by the flooding, which has been a perennial problem in the barangay. The Metropolitan Manila Development Authority (MMDA), Department of Public Works and Highways (DPWH), and the QC government said they have projects to resolve the floodings including a new pumping station and drainage system.
Biñan, Laguna
Residents in Barangay dela Paz in Biñan, Laguna, meanwhile, opted to use makeshift boats to traverse the knee-deep floods.
'Ang laking perwisyo lalo na sa mga estudyante, kawawa sila,' a resident told Jamie Santos' '24 Oras' report.
(It is such an inconvenience for us, specially the students.)
Gino Guico, barangay chairperson, said they did not expect sever floods to hit the area. He also proposed dredging in Laguna de Bay to ease their flood woes.
'Yung ganitong lalim ng baha ineexpect namin sometime in September or October. Ngayon July pa lang, ginulat kami,' Guico added.
(We are expecting this level in September or October but not in July. We're shocked.)
Camanava floods
Severe floodings also hit the CAMANAVA area and nearby municipalities in Bulacan.
In Barangay Hulong Duhat in Malabon City, residents waded through gutter-deep floodwaters.
'Sa kagustuhan ma-pump palabas, ang nangyayari dere-derecho ang pump, nasisira rin. Kagabi nayari itong talabahan, ngayon naman ang nasira naman 'yung pedela pero nakareport naman na sa MMDA,' barangay chairperson Wen dela Cruz.
In Guiguinto, Bulacan, residents evacuated after flood waters reached as high as three feet. Deep floods were also observed in Sta. Cruz, Bocaue, Sta. Maria, and Malolos, and Bulacan, according to Mav Gonzales' '24 Oras' report.
Meanwhile, the Bustos Dam released water due to the heavy rains. It may affect the low-lying areas in San Rafael, Bustos, Baliwag, Pulilan, Plaridel, Calumpit, Hagonoy, and Paombong. — Sundy Locus/BM, GMA Integrated News

The Sangguniang Panlungsod approved Resolution No. 3503 series of 2025, adopting the recommendation of the Local Disaster Risk Reduction and Management Council (LDRRMC) to declare a state of calamity and to release funds by way of assistance to the typhoon victims. 'Valenzuela City was severely affected by Tropical Storm Crising, Dante and Emong, which, in combination with the enhanced Southwest Monsoon (Habagat), brought prolonged and intense rainfall, causing widespread flooding, paralyzing public transportation and utility services, and resulting in the displacement of thousands of families,' the resolution reads. 'The continuous adverse weather conditions have resulted in extensive damage to public infrastructure, residential areas and agricultural lands, endangering the safety and livelihood of residents,' it said. The resolution added, 'The declaration of a state of calamity is necessary to enable the City Government of Valenzuela to access additional resources and funding for disaster response and recovery efforts.' According to the city government, over 9,000 individuals were rescued and evacuated to temporary shelters due to the inclement weather. Relief operations and health services continue in the temporary shelters, while post-flood assessments are being conducted in the city as part of their recovery and rehabilitation efforts. Meanwhile, a free ride service was also launched in Valenzuela City to help affected passengers. The Valenzuela City government also remains under heightened alert amid the continuous downpour. State weather bureau PAGASA earlier said the Habagat will continue to bring rains over parts of the country on Monday. Occasional rains may persist over Ilocos Region, Abra, Benguet, Zambales, and Bataan while cloudy skies with scattered rains and thunderstorms is forecast over Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon. Partly cloudy to cloudy skies with isolated rains or thunderstorms may be experienced over the rest of the country. –VAL, GMA Integrated News

SHERYLIN UNTALAN/GMA Integrated News The reported death toll due to the impact of Tropical Cyclones Crising, Dante, Emong, and the Southwest or Habagat has increased to 31, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Monday. In its 6 a.m. report, the NDRRMC said most of these fatalities were reported in Metro Manila with nine. This was followed by Western Visayas with six; Calabarzon with five; Negros Island Region and Northern Mindanao with three each; two in Central Luzon; and Mimaropa, Davao Region, and Caraga with one each. A total of 6,276,280 people or 1,751,776 families were affected by the bad weather in all regions except Eastern Visayas. The region with the most number of affected population was Central Luzon with 2,638,943. Of the total affected population, 122,716 people or 36,660 families were staying in evacuation centers while 80,766 persons or 21,309 families were taking shelter in other places. The extent of damage was reported at P6,500,351,557 for infrastructure, P510,305,972 for agriculture, and P281,660,000 for irrigation systems. A total of 15,309 houses were damaged —13,387 partially and 1,652 totally. Interruptions in power supply, water service, and communication lines were reported. Several airports and seaports became non-operational. A total of 70 passengers and 10 vessels remained stranded. Classes in 1,045 areas and work schedules in 911 areas were suspended due to the threat of the bad weather. A state of calamity was declared in 192 cities and municipalities. The Southwest Monsoon (Habagat) continues to prevail over the Philippines on Monday and will bring rains on the day President Ferdinand Marcos Jr. will give his State of the Nation Address (SONA), PAGASA said. The Ilocos Region, Abra, Benguet, Zambales, and Bataan will have occasional rains. Moderate to heavy rains may possibly result in floods or landslides. In its heavy rainfall outlook issued at 5 a.m., PAGASA said 50 to 10 mm of rainfall may affect Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Zambales, and Bataan. Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon may expect cloudy skies with scattered rains and thunderstorms. Flash floods or landslides may result due to moderate to at times heavy rains. The rest of the country on the other hand will experience partly cloudy to cloudy skies with isolated rains or thunderstorms. During severe thunderstorms, flash floods or landslides may possibly occur. Coastal waters will be rough in Extreme Northern Luzon, and moderate to rough in the western section of Luzon. The rest of the country will have slight to moderate coastal waters. Sunrise was at 5:38 a.m. while sunset will be at 6:27 p.m. Co-May and Krosa Meanwhile, PAGASA is also monitoring two weather cyclones outside the Philippine Area of Responsibility (PAR). Tropical Storm Co-May, formerly known as Emong when it was inside PAR, was estimated to be last located early Monday at 985 km northeast of Extreme Northern Luzon. It has maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km//h. Co-May is moving northwestward at 15 km/h. DOST-PAGASA weather specialist Obet Badrina, in the weather bureau's public weather forecast, said Co-May is heading toward China. Typhoon Krosa, on the other hand, was last located early Monday at 2,455 km east northeast of Extreme Northern Luzon, packing maximum sustained winds of 130 km/h near the center and with gustiness of up to 160 km/h. Krosa is moving northward at 30 km/h. "Hindi inaasahan na papasok ito ng PAR (It is not expected that this will enter PAR)," Badrina said. Both Co-May and Krosa will enhance the Southwest Monsoon, he added. —KG, GMA Integrated News
