Rescues, evacuations in several areas due to Crising, Habagat rains, flooding

The effects of Tropical Storm Crising and the Southwest Monsoon or Habagat were felt across the country during the weekend, as areas were flooded and residents fled to evacuation centers or were rescued.
In Barangay Tatalon, Quezon City, at least 25 children, including three babies, were rescued from their homes amid severe flooding brought by heavy rains.
According to Bea Pinlac's '24 Oras' report Sunday, waist-deep flood hit some areas in the barangay while other houses were submerged up to the roof.
'Di na makapasok yung bangka namin dun dahil maliit, makitid masyado. Wala kaming bangka na maliit so nasa bubong na sya,' said barangay chairperson Kiko del Mundo.
(We cannot enter the area because it was too narrow. We don't have a proper boat for that.)
Rescuers saved residents who were trapped from their residences including the children. They temporarily took shelter at the Diosdado Macapagal Elementary School on Saturday evening.
'Pahirapan pa yun. Kailangan pa idaan sa bubong, idaan sa bakod para makuha namin yung mga bata. Hindi namin maipasok agad sa lakas ng tubig. Nahihirapan kami,' said del Mundo.
(It's difficult because we cannot enter the area due to the floods.)
'Yung iba nag-stay sa bubong. Pinauna nila ang mga anak nila, asawa nila tsaka mg babies nila,' he added.
(Some residents were staying on their roofs.)
Meanwhile, one rescuer sustained injuries due to the rescue operation.
At least 100 families or over 300 individuals were affected by the flooding, which has been a perennial problem in the barangay. The Metropolitan Manila Development Authority (MMDA), Department of Public Works and Highways (DPWH), and the QC government said they have projects to resolve the floodings including a new pumping station and drainage system.
Biñan, Laguna
Residents in Barangay dela Paz in Biñan, Laguna, meanwhile, opted to use makeshift boats to traverse the knee-deep floods.
'Ang laking perwisyo lalo na sa mga estudyante, kawawa sila,' a resident told Jamie Santos' '24 Oras' report.
(It is such an inconvenience for us, specially the students.)
Gino Guico, barangay chairperson, said they did not expect sever floods to hit the area. He also proposed dredging in Laguna de Bay to ease their flood woes.
'Yung ganitong lalim ng baha ineexpect namin sometime in September or October. Ngayon July pa lang, ginulat kami,' Guico added.
(We are expecting this level in September or October but not in July. We're shocked.)
Camanava floods
Severe floodings also hit the CAMANAVA area and nearby municipalities in Bulacan.
In Barangay Hulong Duhat in Malabon City, residents waded through gutter-deep floodwaters.
'Sa kagustuhan ma-pump palabas, ang nangyayari dere-derecho ang pump, nasisira rin. Kagabi nayari itong talabahan, ngayon naman ang nasira naman 'yung pedela pero nakareport naman na sa MMDA,' barangay chairperson Wen dela Cruz.
In Guiguinto, Bulacan, residents evacuated after flood waters reached as high as three feet. Deep floods were also observed in Sta. Cruz, Bocaue, Sta. Maria, and Malolos, and Bulacan, according to Mav Gonzales' '24 Oras' report.
Meanwhile, the Bustos Dam released water due to the heavy rains. It may affect the low-lying areas in San Rafael, Bustos, Baliwag, Pulilan, Plaridel, Calumpit, Hagonoy, and Paombong. — Sundy Locus/BM, GMA Integrated News

Speaking to reporters, Marcos, however, ensured that help is on the way for the affected residents, including medicines and relief goods. ''Unfortunately we are at the mercy of the weather,'' Marcos said. ''And there are areas na hindi pa natin mapasok, but mag-aanatay tayo, pagbaba ng tubig, we're finding ways kahit may baha, eh siyempre may mga rubber boat, magpadala ng doktor, magpadala ng gamot, ng relief goods o kung hindi para i-evacuate 'yung tao,'' he added. The President, however, did not identify these areas. Marcos also pointed out that in the long run, the public must think of adaptation as the impacts of tropical cyclones, as part of climate change, are inevitable. ''That is the fact of climate change and we are now having to think more. Of course mitigation, kung ano 'yung mga pwedeng gawin para matulungan nga 'yung mga naging biktima (Of course mitigation, whatever we need to do to help the victims),'' he said. ''Pero in the longer term, kailangan na nating mag-isip tungkol sa adaptation. What do we have to do when it comes again because it will come again,'' Marcos said. Weather agency PAGASA said the combined effects of Dante, Emong, and the Southwest Monsoon or Habagat are bringing heavy rains in different parts of the country. Due to Emong, rainfall of over 200 millimeter is expected over Ilocos Sur, La Union, Pangasinan, Zambales, and Benguet from Thursday to Friday noon, according to PAGASA's 11 a.m. advisory. Habagat, which is enhanced by Dante and Emong, will also bring over 200 mm of rainfall in Bataan and Occidental Mindoro from Thursday to Friday noon. In its 6 a.m. report on Thursday, the National Disaster Risk Reduction and Management Council (NDRRMC) said these areas include the entire province of Cavite covering 23 cities and municipalities, as well as 17 areas in other provinces and Metro Manila. These are: Cavite province Mangaldan, Umingan in Pangasinan Meycauayan, Paombong, Balagtas (Bigaa), and Calumpit in Bulacan Masantol, Pampanga Paniqui, Tarlac Agoncillo, Batangas San Mateo, Rodriguez (Montalban), and Cainta in Rizal Roxas, Palawan Barbaza and Sebaste in Antique Malabon City Quezon City Aside from these 40 areas, GMA Integrated News' Saksi on Wednesday reported nine other areas under a state of calamity including: Marikina, Manila, and Las Piñas in Metro Manila Dagupan City, Calasiao, Lingayen, Malasiqui, and Sta. Barbara in Pangasinan Cebu City A total of 2,733,646 people or 765,869 families have been affected by the bad weather in all regions except Eastern Visayas. Floods, landslides, collapsed structures, and tornadoes were reported in the affected areas. The region with the most number of affected individuals was Central Luzon with 1,545,370, followed by Negros Island Region with 178,781 and Calabarzon with 173,108. Of the total affected population, 147,521 people or 40,487 families were staying in evacuation centers, while 97,958 people or 23,830 families were taking shelter in other places. The death toll due to Crising, Dante, Emong, and Habagat is now 12. Three fatalities were reported each in Calabarzon and Northern Mindanao. Two deaths were reported in Western Visayas. One fatality was reported each in Mimaropa, Davao Region, Caraga, and Metro Manila. Only two of the total reported deaths have been confirmed so far, according to the NDRRMC. Fatalities In Barangay Poblacion in Mambajao, Camiguin, the victim was hit by a falling tree on July 19. She was brought to a hospital but she was declared dead on arrival due to trauma secondary to external injury. In Barangay Matin-ao in Mainit, Surigao del Norte, another victim was riding his motorcycle from a friend's house when a tree collapsed and hit him. Eight people were reported missing while eight others were reported injured, the NDRRMC said. The extent of damage was reported at P3,770,744,291 for infrastructure, P366,377,015 for agriculture, P281,660,000 for irrigation systems. A total of 2,431 houses were damaged—2,008 partially and 423 totally. Transport, utilities Two affected airports have returned to normal operations. A total of 93 passengers, five rolling cargoes, and four vessels remained stranded as only 35 of 62 affected seaports have returned to normal operations so far. Only 203 of 307 affected road sections and seven of 21 affected bridges became passable again to motorists. Power has been restored in 113 of 126 affected areas. Water service is now operational in three of four affected areas. Meanwhile, communications lines are back in 27 of 28 affected areas. Classes in 1,049 areas and work schedules in 812 areas were suspended due to the threat of the bad weather. Assistance worth P181,461,510 has been provided to the victims so far, according to the NDRRMC. — VDV, GMA Integrated News
