CM to launch Indiramma Giri Jala Vikasam for tribals

The stage is all set for the launch of another innovative programme — Indira Soura Giri Jala Vikasam.
Chief Minister A. Revanth Reddy will formally launch the programme in Macharam village of Amrabad mandal in Nagarkurnool district on Monday. The scheme envisages provision of solar powered irrigation to 2.1 lakh tribal farmers holding titles on six lakh acres under the Recognition of Forest Rights (RoFR) Act over the next five years.
Giri Jala Vikasam scheme has been conceived with a view to uplifting the economic and living standards of tribal farmers who were granted land rights under the RoFR Act in 2006 enacted by the then UPA government. The scheme is aimed at developing land and horticulture by providing solar powered irrigation facilities to tribal farmers on 100% subsidy and would be implemented on a saturation mode over five years starting this financial year.
The scheme was conceived as it was found that over two lakh tribal farmers lacked basic amenities, irrigation facilities and livelihood measures for improving productivity due to non-availability of power. It was accordingly decided to take up comprehensive development of RoFR lands by providing off-grid irrigation facilities through solar pumpsets.
The State government recently sanctioned ₹12,600 crore for the implementation of the scheme recently for distribution of pumpsets worth ₹6 lakh each to beneficiaries. The Chief Minister will formally launch the scheme and distribute solar pumpsets to eligible beneficiaries and address a public meeting.
He would then leave for his native village Kondareddypalle to offer special prayers in Lord Anjaneyaswamy temple there before returning to the city in the evening.

A same-sex couple, in a relationship for years, has moved the court, challenging the law that discriminates against them by taxing the gifts received by one partner from the Income Tax Act, no such tax on gifts is levied for a heterosexual couple, even if the partners are not formally married but are presumed to be in a marriage. They are not taxed simply because they have the possibility of getting to the petitioners, such unequal economic treatment to same-sex couples, who may be in a long, stable relationship, would amount to a denial of the equal protection of the law on the basis of sex --- a form of discrimination prohibited by Articles 14 and 15 of the Constitution of the petition, the bench comprising Justice and Firdoush Pooniwalla said the court would send a notice to the Attorney General as it raises a constitutional petitioners, Payio Ashiho, a homemaker, and his partner Vivek Divan, a lawyer who had practised at the High Court and worked at the UN headquarters, were represented by Advocate Dr Dhruv to curb tax evasion, Section 56(2)(x) of the IT Act taxes any money, property, or other assets received without adequate consideration if their value exceeds Rs 50,000. It may be pointed out that the petitioners neither seek recognition nor presumption of outcome of the proceedings, according to legal circles, would be closely followed by the LGBTQIA+ community as it could have a bearing on investments, property ownerships, and some legal victories, community members, often voicing the discriminations they encounter, believe they still have a long way to go in preserving their dignity and freedom. While in 2018, the apex court had decriminalised same-sex relationship by scrapping a colonial era law, in 2023, a five-member Supreme Court bench declined to recognise LGBTQIA+ persons' right to marry under the Special Marriage Act, K Singh, managing partner of law firm Capstone Legal said For such a prayer to be granted, an expansive reading of the word 'spouse' is required to be considered by the Court.'However, the biggest bottleneck would be the fact that no legal provision in India recognises the rights of same sex couples,' said Singh.

The State government informed the Kerala High Court that the Women and Child Development (WCD) department has initialised a dowry prohibition portal where aggrieved persons can directly file their complaints to the court. In addition, a standard operating procedure to handle cases relating to the Dowry Prohibition Act is being prepared, it said, in an affidavit filed with regard to a public interest litigation (PIL) filed by Ernakulam native Tellmy Jolly, challenging the Constitutional validity of Section 3 of the Act, on the ground that it also penalised the giving of dowry. The penalising of the dowry giver – often the victim or a family member – acts as a deterrent to reporting dowry-related harassment for fear of self incrimination. The affidavit further says that the government has appointed district-level dowry prohibition officers. The Director of Women and Child Development department will serve as the chief dowry prohibition officer to administer and coordinate dowry prohibition activities. The government is also taking earnest efforts to see that the evil of seeking and giving dowry is prohibited. The case has been adjourned to September 16, after the counsel for the Union government sought more time to file a counter affidavit.
