He said the initiative, which involves nearly 3,000 sites nationwide, will no longer rely solely on the construction of conventional telecommunication towers. Instead, a hybrid approach will be adopted to expedite deployment.
'For phase two, we do not intend to build traditional towers alone, as some areas requiring coverage may not need a 76-metre or 60-metre tower. A 30-metre monopole might suffice, so a more hybrid solution is being considered, which we expect will speed up implementation,' he said.
Fahmi was responding to a supplementary question from Datuk Larry Sng Wei Shien (PBM–Julau) during the oral question-and-answer session in the Dewan Rakyat today, who asked when the second phase of JENDELA would begin.
In reply to Sng's main question regarding 4G and 5G internet coverage in the Julau parliamentary constituency, particularly at rural schools that still face connectivity challenges, Fahmi said that 4G coverage in populated areas of Julau has reached 58.28 per cent
He said that the expansion of internet coverage in rural and remote schools is being carried out under the JENDELA plan.
'As of June 30, 43 out of 48 new communication towers have been completed and are operational, while 44 out of 45 transmitter stations have been upgraded. Additionally, 1,391 premises have been equipped with fibre-optic access,' he added.
On 5G connectivity, Fahmi said implementation in Julau remains under consideration, as priority is currently given to densely populated and industrial areas.
'Nonetheless, 5G coverage will be extended to rural areas, including Julau, in stages based on need and infrastructure readiness,' he said.

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim is scheduled to table the 13th Malaysia Plan (13MP) in the Dewan Rakyat today, setting in motion the country's final five-year development blueprint leading up to the Shared Prosperity Vision 2030. The 13MP will cover the period from 2026 to 2030, providing the strategic framework for Malaysia's economic, social and environmental priorities as the nation navigates a more complex global environment and domestic reform agenda. The plan is expected to outline an agenda for inclusive growth, strengthening institutions and building climate resilience. The 13MP will also serve as a key policy platform for the unity government, which has anchored much of its governance on the principles of the Madani Economy. Previously, Anwar had signalled the need for a more targeted, impact-driven approach to national planning, one that closes implementation gaps and realigns policies with long-term economic resilience and social justice. The government has conducted months of stakeholder engagement through economic dialogues, state consultations and feedback from industry and civil society to draft the plan. Officials have indicated that the 13MP will focus on enhancing national productivity, accelerating digital and green transformation, and reducing structural inequalities. Communications Minister Datuk Fahmi Fadzil said the five-year plan would be anchored on the Madani principle of "raising the ceiling and raising the floor", a strategy aimed at accelerating economic growth while ensuring broad-based social well-being. "We will also focus on high-value-added sectors and value creation, particularly downstream industries. "That's the general direction of the 13MP," he told reporters after officiating at the International Connectivity Conference and Expo 2025 here yesterday. Fahmi said the plan reflected the government's commitment to building a more inclusive and sustainable economic foundation over the next five years. The previous Malaysia Plan was tabled amid the Covid-19 pandemic, and centred on post-crisis recovery, sustainability and inclusivity. The 13MP is expected to be tabled at noon.

The announcement was made by Prime Minister Datuk Seri Anwar Ibrahim, who is also Finance Minister, in a parliamentary written reply that was released late on Tuesday night. Anwar, responding to Datuk Shamshulkahar Mohd Deli (BN-Jempol) who had asked about the projected rise in national revenue due to the implementation of fiscal reforms, said the government has decided not to go ahead with the HVGT. The HVGT had initially been scheduled to be implemented on May 1, 2024, but was delayed after public criticism. Industry players and stakeholders had called for it to be scrapped and replaced with a more comprehensive tax system like the Goods and Services Tax (GST). Last year, the Associated Chinese Chambers of Commerce and Industry of Malaysia said replacing the HVGT with the GST would establish a fairer system. Those in the jewellery and luxury retail sector also said the tax could discourage high-value spending and deter foreign tourists who are in Malaysia for luxury shopping. However, the low-value goods (LVG) tax, which was implemented from Jan 1, 2024, stays and it has brought in around RM500mil in revenue this year, said Anwar. He said the government's latest review of the sales tax rate and expansion of the service tax scope, from July 1, is expected to increase national revenue by RM5bil this year and double to RM10bil in 2026. He said the ongoing diesel subsidy rationalisation has resulted in savings of up to RM600mil a month for the Federal Government. Anwar said other fiscal reform measures have contributed significantly to strengthening national revenue, including the implementation of the Capital Gains Tax on unlisted shares, which took effect on March 1, 2024. 'Based on the current volume and value of transactions involving unlisted shares, the government estimates revenue collection at around RM800mil annually,' he added. Anwar clarified that while a digital goods tax has not been introduced, a service tax on digital services has been in place since Jan 1, 2020. This tax, levied on digital service providers offering or subscribing to services online or through other electronic networks, has generated RM1.6bil in revenue so far in 2024, he added.
