Nitish Katara murder: SC extends interim bail of Vikas Yadav by 4 weeks
A bench of Justices M M Sundresh and N Kotiswar Singh asked Yadav to approach the Delhi High Court for seeking remission in the case.
The top court has been extending interim bail to Yadav on medical grounds.
On May 8, the top court took into account a report of the AIIMS medical board which said Yadav's mother was hemodynamically stable and fit to be discharged.
The AIIMS in its opinion said if the patient failed to respond to conservative management (physiotherapy and medications), then surgical decompression of the lumbar spinal canal was recommended.
The top court then extended the interim bail granted to him to look after his mother.
On April 24, the top court granted interim bail to Yadav to meet his ailing mother and directed that she be examined by a medical board of AIIMS doctors.
Imposing conditions, the top court directed the convict to remain confined to his house in Ghaziabad and not get in touch with the case's witnesses, including Katara's mother Neelam Katara.
The apex court granted him the relief subject to depositing a bail bond of Rs 1 lakh and a surety of the like amount.
Vikas is the son of Uttar Pradesh politician D P Yadav. His cousin Vishal Yadav was also punished for the kidnapping and murder of business executive Katara.
The duo was against Katara's alleged affair with Bharti Yadav, sister of Vikas, as they belonged to different castes.
Another co-convict Sukhdev Pehalwan was given a 20-year jail term without any remission benefit.
Earlier, the Delhi High Court, while upholding the life imprisonment awarded to Vikas and Vishal Yadav by the trial court, specified a 30-year sentence, without any remission, to both of them.
It had awarded a 25-year jail term to the third convict, Pehalwan.
The Delhi prisons administration had last year rejected Yadav's remission request after his conduct was found to be unsatisfactory. PTI PKS PKS DV DV

U-Special buses to be relaunched, says CM
Chief Minister Rekha Gupta on Tuesday said the Delhi government will relaunch the youth special or U-special bus service for students on various routes connecting the Delhi University. 'The Delhi government is once again starting the youth special bus service, which will operate on DU routes, with a little bit of music playing in the buses. This is my gift to students,' Ms. Gupta said while inaugurating a new academic block of Social Centre School, a co-ed school run by DU in Maurice Nagar, near North Campus. The U-special buses, which were once a lifeline for college students, will return with modern upgrades, including air-conditioning, LED lighting, and music systems, to ensure a more comfortable and accessible commute, she added. The bus service, operated by Delhi Transport Corporation (DTC), was suspended in March 2020 following the COVID-19 outbreak. School facelift Social Centre School, originally built in 1947, has now been transformed into a four-storey modern facility with 21 classrooms and laboratories. DU Vice-Chancellor Yogesh Singh said that the construction of the new building cost over Rs 27 crore, and was completed in a record 21 months. The CM announced that the school will now be recognised to offer education up to Class 12. To promote mentorship and community learning, Ms. Gupta proposed that DU colleges adopt government schools. 'Every college should be connected to two or three government schools. The college students should visit these schools on a weekly or fortnightly basis and motivate children,' she said.

NITI Aayog conducting evaluation study of MGNREGS, minister tells LS
THE NITI Aayog, the government's premier think tank, is conducting an evaluation study of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the government informed the Lok Sabha on Tuesday. In a written reply to a question, Union Minister of State of Rural Development Kamlesh Paswan informed the House that the Development, Monitoring and Evaluation Office (DMEO), NITI Aayog, has recently taken up the evaluation study of the scheme. The development is significant as it comes at a time when the Ministry of Rural Development has circulated a proposal seeking approval of the Expenditure Finance Committee (EFC) for continuation of MGNREGS and an outlay for Rs 5.23 lakh crore till financial year 2029-30, a period that coincides with the next Finance Commission (16th) cycle. The EFC is a central body that appraises government schemes and projects; it comes under the Ministry of Finance. Replying to a question by CPI(ML)L member Sudama Prasad, Paswan said, 'The Internal Audit Wing (IAW) under the Office of the Chief Controller of Accounts (CCA) has been conducting Risk-Based Internal Audits of MGNREGS implementation in states since FY 2013-14… Risk-Based Internal Audits of MGNREGS have been conducted in 225 districts of 30 states/UTs since 2013-14.' 'Further, Amarjeet Sinha Committee was constituted in 2021 to examine various factors affecting demand for wage employment in the rural sector in different parts of the country and to study/analyse the trends of expenditure across states under MGNREGS along with reasons for inter-state variations with specific focus on governance issues. The report of the Committee has since been received and some of the recommendations have been identified for appropriate action,' Paswan said, sharing details of the internal audits and review of the MGNREGS conducted in recent years. 'In addition to this, DMEO, NITI Aayog, too has recently taken up an evaluation study of MGNREGS,' he said. The NITI Aayog conducted the last evaluation study of the MGNREGS in 2019-20. At the time, the think tank had also conducted the evaluation study of five other schemes. 'The study focused on the effectiveness, efficiency, impact, and sustainability of these schemes, including the MGNREGS, to gauge their overall contribution to the national rural economy,' Paswan said. The evaluation study by NITI Aayog is crucial for getting approval of the EFC, said a source. The Ministry of Finance has told all ministries and departments that no Centrally Sponsored Scheme (CSS) or Central Sector Scheme (CS) will be considered for continuation beyond March 31, 2026, unless a third-party evaluation of the scheme is carried out. Sources say that the EFC approval and appraisal is part of the Centre's exercise to evaluate and approve its schemes for the next Finance Commission cycle. The MGNREGS is backed by law and therefore the EFC approval is just a formality. Chandigarh: Woman among 4 drug peddlers held, 51.21 grams of heroin recovered
The Chandigarh Police has arrested four drug peddlers, including a woman, in two separate cases and seized a total of 51.21 grams of heroin from their possession. In the first case, a team from Sector-36 police station, led by Inspector Jai Parkash Singh, arrested two men involved in drug peddling. The arrests took place on the night of August 4 near the forest area close to Sector 53–Mohali turn. The police team was patrolling the area when two suspicious individuals carrying bags were seen approaching from the direction of Khalsa College, Mohali. Upon noticing the police, the duo turned around and attempted to flee but were apprehended after a brief chase. They were identified as Gurpreet Singh (22), a cab driver from Dhandiquadim village, Jalalabad West, currently residing in Kharar, and Ashok, alias Happy (29), a private employee and resident of Sector 52, Chandigarh. A search of their bags led to the recovery of 21.46 grams of heroin from Gurpreet and 15.28 grams from Ashok, totalling 36.74 grams. An FIR under Section 21 of the NDPS Act was registered at Sector 36 police station. Initial investigations revealed that the two accused had been sourcing heroin from a supplier based at Kharar. They would purchase around 30–40 grams of heroin for approximately Rs 50,000 and then sell the substance to users in Chandigarh and Mohali. Gurpreet and Ashok came into contact with the drug dealer through a common friend during a visit to Shimla. Both were produced before the court on Tuesday, and the police secured one-day remand to trace the supplier. In the second case, the team from Maloya police station, led by SHO Inspector Jasbir Singh, arrested a woman drug peddler and her associate. The arrests followed an earlier incident on August 2, when ASI Satnam Singh, while on patrol near the petrol pump in Sector 38-West, apprehended Bobby (24), a resident of Sector 38-A, Chandigarh, and recovered 12.47 grams of heroin from him. During further investigation, the police arrested the co-accused, Heena (30), wife of Deepak and a resident of DMC, Chandigarh. She was apprehended on August 4, and 14.47 grams of heroin was recovered from her possession. In total, the police recovered 51.21 grams of heroin in both cases, 21.46 gms from Gurpreet, 15.28 gms from Ashok, 12.47 gms from Bobby, and 14.47 gms from Heena. All the accused are currently under police remand. The Chandigarh Police has said that these arrests are part of an intensified anti-drug operation being carried out in the run-up to the Independence Day. The aim is to break down local drug networks and trace supply chains extending into areas like Kharar and Mohali. Further investigations are ongoing to identify the main suppliers and expand the crackdown on narcotics trafficking in the region, said the police.
