Kerala High Court Serves Ultimatum To Centre To Decide On Loan Waiver For Wayanad Landslide Victims

The Kerala High Court on Wednesday issued a stern ultimatum to the Central government, granting it one final opportunity to convey its decision on waiving off loans taken by victims of the Wayanad landslides.
A division bench of Justices A.K. Jayasankaran Nambiar and Jobin Sebastian was hearing a suo motu case initiated following the devastating landslide that struck Wayanad on July 30, 2024.
When the matter came up, the court inquired about the Centre's position on the loan waiver.
The Additional Solicitor General, appearing for the Centre, informed the bench that no final decision had been communicated to him yet, but assured that he would update the court by September 10.
Taking note of the prolonged delay, the bench ordered: "Post these matters on 10th September. This is the last chance for the Central government to revert to this court regarding their decision on the loan waiver."
In previous hearings, the ASG had explained that the matter had moved from the Ministry of Home Affairs to the Department of Expenditure and subsequently to the Finance Ministry, where it is pending further instructions.
This is not the first time the court has expressed dissatisfaction with the Centre's approach.
In April, the High Court had criticised the Union government and the National Disaster Management Authority for inaction and urged them to emulate Kerala Bank's example, which wrote off Rs 5 crore worth of loans owed by affected residents.
According to court records, 12 banks collectively hold 3,220 accounts in the landslide-hit region, with total exposure amounting to Rs 35.30 crore.
The bench had earlier reminded the Centre of its responsibility as the chief executive in a welfare state, urging it to aid citizens who lost their livelihoods, instead of allowing banks to adopt a 'Shylockian' approach towards borrowers.
The July 30, 2024, disaster decimated four villages, injured hundreds, claimed over 200 lives, and left 32 people still missing.
Survivors continue to face financial hardship as they struggle to rebuild their lives.

The domestic equity indices traded with major gains in early trade supported by hopes of big changes to the GST system and a recent upgrade to Indias credit rating. Auto, consumer durables and private bank shares advanced while pharma and IT shares declined. At 09:30 IST, the barometer index, the S&P BSE Sensex, jumped 1,037.49 points or 1.34% to 81,662.28. The Nifty 50 index rallied 348.40 points or 1.41% to 24,983.70. In the broader market, the S&P BSE Mid-Cap index added 1.02% and the S&P BSE Small-Cap index rose 0.86%. The market breadth was strong. The US Dollar Index (DXY), which tracks the greenback's value against a basket of currencies, was up 0.01% to 97.86. The United States 10-year bond yield fell 0.46% to 4.307. In the commodities market, Brent crude for October 2025 settlement shed 6 cent or 0.09% to $65.79 a barrel. Global Markets: Markets in Asian traded in a mixed manner on Monday after U.S.-Russia summit concluded without a ceasefire. As per media reports, the U.S. President Donald Trump now seemed more aligned with Moscow on seeking a peace deal with Ukraine instead of a ceasefire first, after meeting Russian President Vladimir Putin in Alaska on Friday. The reports further state that Trump will meet Ukrainian President Volodymyr Zelenskiy and European leaders later on Monday to discuss the next steps, though actual proposals are vague as yet. US stocks were mixed on Friday as Wall Street tempered its rate-cut hopes amid economic data this week that showed higher-than-expected wholesale inflation and a rise in July retail sales. The Dow rose 0.08%, or 34.86 points, to 44,946.12. The S&P 500 slipped 0.29%, or 18.74 points, to 6,449.80; and the tech-heavy Nasdaq dipped 0.4%, or 87.693 points, to 21,622.977. The US Census Bureau data released Friday morning showed retail sales rose 0.5% in July from the prior month. Meanwhile, US consumer sentiment deteriorated in August, falling for the first time in four months as inflation expectations jumped in the longer term. The US Fed will continue to be in focus this week as central bank members travel to Jackson Hole, Wyoming, for the annual economic policy symposium.

As part of the Rs 500-crore Tamil Nadu Semiconductor Mission 2030 (TNSM 2030), announced in the state Budget 2025, the government has sanctioned the Semiconductor Design Promotion Scheme. The initiative will provide targeted subsidies and prototyping grants to fabless design firms. Centres of Excellence to drive research and training Complementing the scheme is the establishment of Centres of Excellence (CoE) under the Tamil Nadu Industrial Development Corporation (TIDCO), through public-private partnerships. These centres will anchor research, testing and training, helping the state emerge as a hub for design-led innovation in the semiconductor sector. The state will also roll out a workforce development programme to train 1,000 engineering students through platforms such as the India Semiconductor Workforce Development Programme (ISWDP), while sponsoring select candidates to premier institutions in India and abroad. 'Introducing the Semiconductor Design Promotion Scheme and launching Centres of Excellence through public-private partnerships are a testament to our commitment to building a self-reliant semiconductor ecosystem in the state. With targeted subsidies and prototyping grants, we are giving fabless design firms the early-stage support they need to succeed,' said TRB Rajaa, Tamil Nadu's industries minister. 'The Centres of Excellence will anchor cutting-edge research, foster collaboration between industry and academia, and nurture the next generation of chip designers. These initiatives are also about realising our larger ambition of 'Product Nation TN'. By supporting design-led innovation and enabling home-grown IP, we are laying the foundation for Tamil Nadu to become a global hub for tech products and solutions,' Rajaa added. Mission 2030 based on five pillars TNSM 2030 is driven by the principles of self-reliance, sustainability and inclusive development. It aims to catalyse investment, build skilled talent, create world-class infrastructure and strengthen collaboration between industry, academia and the government. The mission will rest on five pillars: the Semiconductor Design Promotion Scheme; design and testing infrastructure; Centres of Excellence to be set up as for-profit special purpose vehicles in partnership with academia or industry; semiconductor equipment manufacturing parks; and a small-scale production-grade fab along with skilling and talent development. A blueprint for a complete semiconductor ecosystem 'The various components of the Tamil Nadu Semiconductor Mission 2030 offer a clear blueprint for a complete ecosystem. By combining subsidies for design firms, co-investments in infrastructure and parks, enabling a pilot fabrication facility and an integrated skilling programme, we are creating a self-sustaining semiconductor value chain that will draw investment, create jobs and foster innovation across Tamil Nadu,' said V Arun Roy, industries secretary, Tamil Nadu. Focus on four strategic priorities TNSM 2030 will focus on four strategic priorities to build a future-ready ecosystem. First, it will promote fabless companies engaged in chip design, testing and packaging. Second, it will support the development of semiconductor machinery manufacturing. Third, it will invest in research and innovation to drive breakthroughs and position Tamil Nadu as a hub for semiconductor R&D. Finally, it will create a skilled workforce aligned with global and domestic industry needs, ensuring a talent pipeline for long-term growth. The state is developing semiconductor equipment manufacturing parks in Sulur and Palladam in Coimbatore, each spread across 100 acres. These parks aim to promote the development of advanced machinery and tools essential for the semiconductor sector. The government has also announced the 'School of Semiconductor' initiative, enabling the setting up of a small-scale production-grade fab in partnership with IIT, private players and industry associations. The fab will serve as an R&D and prototyping facility. At this centre, over 4,500 technicians will be upskilled in fabrication, testing and packaging functions.
