Urge everyone to unite despite political, ideological differences: Biren Singh
Biren Singh urged people in the state to rise above political and ideological differences. 'We should all unite on the issues of the state, even though there are ideological differences in politics and others. We have to establish peace in the state and live together. I am appealing to the people for this as well,' he told reporters on the sidelines of an event to commemorate Patriots Day in the state.
'Though there is no popular government now, the MLAs and all of us are working along with the governor and officers to restore peace,' he added.
The former chief minister, however, declined to comment on the extension of President's Rule in Manipur and the absence of a popular government due to a leadership crisis in the Bharatiya Janata Party's state unit.
Patriots Day is annually observed in the state on August 13 to commemorate the hanging of Bir Tikendrajit and Thangal General in 1891 for waging war against the British Raj.
Governor Ajay Kumar Bhalla hailed the courage of Manipur's patriots and urged the people to uphold the spirit that resisted colonial domination. 'Patriots' Day is not merely about remembering the past, but about carrying forward the ideals for which our heroes laid down their lives. Unity is our greatest shield, and the youth are our most powerful weapon for change,' he said.
He called for unity in tackling recent challenges and pledged the state's commitment alongside the Centre and local communities to improve infrastructure, education, healthcare, and peace-building.
At a separate event, former United National Liberation Front (UNLF) leader and Tikendrajit's descendant RK Sanayaima (Meghen) urged citizens to hoist black flags on August 13 next. Joined by social workers, he paid homage at Hicham Yaicham Pat, saying the gesture would honour the sacrifices of the state's forefathers and inspire future generations.

PIL on 'detention' of Bengali-speaking migrant workers: SC seeks replies of Centre, states
New Delhi, The Supreme Court on Thursday agreed to hear a PIL alleging detention of Bengali-speaking migrant workers on suspicion of being Bangladeshi nationals. PIL on 'detention' of Bengali-speaking migrant workers: SC seeks replies of Centre, states A bench of Justices Surya Kant and Joymalya Bagchi, however, refused to pass any interim order with regard to the detention, saying any order will have consequences especially with respect to people, who genuinely came from across the borders. "States where these migrant workers are working have the right to inquire from their state of origin about their bonafide but the problem is in the interregnum. If we pass any interim orders, then it will have consequences, especially those who have illegally come from across the border and need to be deported under the law. If someone enters illegally, detaining may be necessary; otherwise they could disappear before verification,' the bench said. It asked advocate Prashant Bhushan, appearing for petitioner West Bengal Migrant Welfare Board, to wait till the Centre and nine states – Odisha, Rajasthan, Maharashtra, Delhi, Bihar, Uttar Pradesh, Chhattisgarh, Haryana and West Bengal filed their responses. Bhushan alleged harassment of people by the states only because they were Bengali speaking and possessed documents in the language on the basis of a circular issued by the Ministry of Home Affairs . "They are being detained while an inquiry is being held about their bonafide and in some cases, they are even tortured. Kindly pass some interim order that no detention will be held. I have no problem with enquiries but there should not be any detention," Bhushan submitted. Bhushan said some deported persons were brought back after verification but he flagged the arbitrary enforcement of the MHA order. The bench said some mechanism was required to be developed to ensure genuine citizens were not harassed. Justice Kant suggested the presence of a nodal agency to coordinate between home and work states and help in establishing the bonafide of the migrant workers. Justice Bagchi said the scale of migration from eastern states to the northern and southern states was "too much" and a nodal agency could help in managing the verification process. The PIL raised alleged systemic and arbitrary detention of migrant workers and labourers specially from West Bengal by various other states. "Instant petition challenges the legality of such detentions of migrant workers, particularly in light of the Ministry of Home Affairs'. Letter dated May 2, 2025, which authorises inter-state verification and detention of suspected illegal immigrants," it said. The plea said migrant workers from West Bengal, predominantly employed in low-income and informal sectors in various states, are facing systemic social exclusion based on linguistic basis, economic insecurity, and precarious living conditions in detainer states. "Despite their lawful citizenship, a section of individuals are subjected to discriminatory action/detention practices solely on the basis of their regional origin, linguistic identity, or socioeconomic status," it said. The plea said such discrimination violates Articles 14 and 15 of the Constitution, which guarantee equality before law and prohibit discrimination on grounds including place of birth. "The detention policies reinforce harmful stereotypes and unfounded suspicion against inter-State Bengali migrants, undermining constitutional principles of equality and fraternity," it said. Arguing that the detentions are conducted without lawful procedures, the plea said this mass and arbitrary detention of Bengali migrants on the ground of using Bangladeshi language directly infringes on their right to personal liberty under Article 21. "The authorities in the detainer states have repeatedly failed to follow due process for identification of citizenship. There is a serious lack of proper verification of identity or citizenship, coordination with police or families in West Bengal, and institutional framework for verification before they are detained," it said. PM Modi should announce restoration of statehood to J&K on I-Day, says minister
Jammu and Kashmir minister Satish Sharma on Thursday demanded that Prime Minister Narendra Modi announce restoration of statehood to the Union Territory during his Independence Day speech at the Red Fort. The J&K said PM Modi should make the announcement on August 15 itself as it is something that the UT could get after 8 weeks. (DD Grab) Sharma was responding to questions from reporters about the Supreme Court on Thursday giving the Centre eight weeks to file a response on a plea seeking the restoration of statehood to J-K. "The PM should make an announcement tomorrow only for something that we may get after eight weeks," he said. The minister, however, said the Supreme Court should consider every aspect and return the dignity of the people of J-K. In a related development, the ruling National Conference (NC) said it was disappointed by the SC giving the Centre eight weeks. "It is disappointing. People of J-K were eagerly waiting for some good news, but today's decision to wait for the Centre's response for another eight weeks is disappointing," NC state spokesperson Imran Nabi Dar said. He, however, said the party is hopeful that the people of J-K will hear "good news" in the next hearing or the coming days. A bench comprising Chief Justice of India (CJI) B R Gavai and Justice K Vinod Chandran also took note of the submissions of Solicitor General Tushar Mehta, appearing for the Centre, that there are "several considerations which go into the decision-making process". It listed the plea, filed by academician Zahoor Ahmad Bhat and socio-political activist Ahmad Malik, for a hearing after eight weeks. "You cannot ignore what happened in Pahalgam... It is for Parliament and the executive to take a decision," the CJI said when senior lawyer Gopal Sankaranarayanan, appearing for Bhat, sought an early hearing.

States seek more urea; Centre says supply exceeds requirement this season
Several states participating in a virtual meeting with Union Agriculture Minister Shivraj Singh Chouhan on Thursday demanded additional urea to meet growing demand. The minister directed them to take strict action against hoarders and black marketers, stating that the Centre is supplying more fertiliser than required by the states this season. He also urged states to accurately map fertiliser requirements for the forthcoming rabi sowing season. 'There could be two main reasons for the increased demand for urea: first, an increase in the sowing of rice, maize, and other crops due to good rainfall; second, possible misuse of urea for non-agricultural purposes,' Chouhan said. He added that if the demand is genuinely for farming needs, urea will certainly be supplied, and the ministry is working promptly on this. However, if there is any suspicion of misuse, it will be treated as a serious matter, inviting strict action. Chouhan urged all state agriculture ministers to ensure proper use of urea by forming monitoring committees and strengthening oversight mechanisms to track fertiliser distribution and prevent non-agricultural use. The minister said the next rabi conference will be held in Delhi on 15–16 September. On the first day, central and state government officials will draw up a roadmap for rabi crops and discuss seed and fertiliser availability for the season. He added that an action plan for the agriculture sector for the next five years will be prepared, with suggestions from progressive farmers and experts, during the next phase of the 'Vikshit Krishi Sankalp Abhiyan', which will start on 3 October after Dussehra. Chouhan also announced that no permission will be granted for the sale of bio-stimulants until they are scientifically verified. He said Prime Minister Narendra Modi will launch the much-talked-about Natural Agriculture Mission from Delhi on 23 August.
