Shimla: BJP state spokesperson and Chopal MLA Balbir Verma on Tuesday sought a high-level inquiry into the alleged corruption in the Rampur Bharapur panchayat area of Sirmaur district that came to the fore through information under the RTI Act.
As per the information, tonnes of construction material, including cement, gravel, and sand, in Rampur Bharapur panchayat in Paonta Sahib, was shown to have been transported on a two-wheeler.
Verma, while addressing the mediapersons, alleged the involvement of a Congress leader in the reported corruption. He claimed that even small vehicles were shown to have transported the construction material in Rampur Bharapur panchayat.
Also, fake bills were made, and payments were made from the govt treasury to the contractor's account, he added.
The BJP legislator further said, as per the information sought under the RTI Act, 17.80 metric tonnes of sand and gravel were transported in two trips on a motorcycle, and eight metric tonnes of sand and gravel were transported in two trips on another motorcycle. Also, 21.70 metric tonnes of gravel were transported in a 945 kg capacity vehicle.

Verma said even two bills of the same type were cleared in the name of the same contractor by the state treasury. In 2022, cement was shown to have been transported at the rate of Rs 2,998 and in the year 2024, the same cement was transported at the rate of Rs 1,534, he added.

The Uttar Pradesh Police said that two alleged shooters involved in the murder of Dainik Jagran journalist Raghavendra Bajpai in March this year were killed in an encounter in the Pisawa area of Sitapur district early Thursday morning. Brothers Raju Tiwari alias Rizwan Khan and Sanjay Tiwari alias Shakeel Khan were wanted in several criminal cases and carried a bounty of Rs 1 lakh each, said the Special Task Force (STF) of Noida Police, which carried out the operation with the help of Sitapur Police. 'The two were wanted for the murder of Raghavendra Bajpai, a correspondent with Dainik Jagran, in Sitapur in March this year. On Thursday morning, we received information that Raju alias Rizwan and Sanjay alias Shakeel were on their way to their Sitapur home on a motorbike from Pihani village in Hardoi district. They were intercepted in Pisawa in Sitapur district. When told to stop, they opened fire. In response, we fired back, and both of them were shot. We took them to CHC Pisawa. They were later referred to Sitapur District Hospital, where they succumbed to their injuries,' said a senior police officer in Noida STF. 'We also recovered several weapons from their possession, including three pistols, empty and live cartridges,' added the police officer. Bajpai, 35, was killed near Maholi town in Sitapur district in broad daylight on March 3 this year. According to police, Bajpai's body bore four bullet wounds. Initially, police registered a murder FIR against unidentified persons and pointed to an alleged land dispute as the cause of the killing. Back then, Bajpai's family suspected that he was killed owing to his reportage on alleged irregularities in paddy procurement and stamp duty evasion in land purchases. The police, however, said neither the victim nor his family ever reported having received any threats. Nearly a month after Bajpai's death, Sitapur police arrested a temple priest and his two associates, claiming that the priest, Vikas Rathore alias Shivanand, had given Rs 4 lakh to his acquaintances Nirmal Singh and Aslam Ghazi for killing Bajpai after he was spotted by the journalist sexually abusing a minor boy on the temple premises. 'Nirmal and Aslam, both residents of Sitapur district, in turn hired the two shooters – Raju and Sanjay – for the job,' a police officer involved in the murder probe said. 'A team was formed under Additional Superintendent of Police (Noida STF) Raj Kumar Mishra to collect information on the two shooters,' the officer added. According to police, the two brothers, born to an interfaith couple, were hardened criminals with over two dozen cases, including that of murder, robbery ,and dacoity, registered against them. 'Raju alias Rizwan went to jail for the first time in 2004 for stealing a motorcycle. There, he met other criminals. After he was released from jail, he committed crimes like murder and robbery,' a police officer in Sitapur said. 'In 2006, Raju killed Sub-Inspector Parej Ali by slitting his stomach and looting his revolver. In 2011, Sanjay alias Shakeel shot a woman dead in Sitapur. Their activities came to the limelight in 2015 after they allegedly shot dead Bajpai,' the officer added. PTI adds: Journalist's wife says police probe 'fabricated', demands CBI probe However, the journalist's wife slammed the encounter and called for a CBI probe into the matter. Bajpai's wife, Rashmi, said, 'We are dissatisfied with today's encounter and the police work. Everything revealed by the police was fabricated. We have never been satisfied with it,' she said. 'We have been demanding a CBI inquiry from the beginning, but it has not taken place because it would have revealed the identities of those involved in my husband's murder. We received no information about the encounter that occurred today. This is how justice is served,' she said, adding she will go to Delhi to demand a CBI inquiry into the matter. NEW DELHI: Supreme Court Thursday said Enforcement Directorate need not behave like a crook while investigating crooks under the Prevention of Money Laundering Act (PMLA), and that it must operate within the four walls of the rule of law and established procedure. This oral observation came from a bench of Justices Surya Kant, Ujjal Bhuyan and N K Singh, which was hearing petitions seeking review of SC's 2023 judgment in the Vijay Madanlal Choudhary case where the apex court upheld the broad powers ED enjoyed under PMLA. Additional solicitor general S V Raju requested the court to examine whether the review petitioners have pointed out even a single "error apparent on the face of the judgment" to cross the "maintainability" threshhold. Justice Kant chanced upon a miscellaneous application (MA) filed by a person, facing ED probe, seeking to join the review proceedings. "What is this procedure of filing MAs two years after judgment was pronounced? The practice of waiting for judges, who delivered the judgment, to retire to file such an application is deplorable and amounts to forum shopping," he said. It has to investigate cases in accordance with law and the procedure laid down." Justice Bhuyan also flagged the low conviction rate in PMLA cases filed by ED. "I have observed in one of my judgments that ED has registered more than 5,000 ECIRs in the last five years but the rate of conviction is less than 10%. Even the minister admitted this in Parliament," he said. Raju, however, defended ED. "When an affluent or influential person is proceeded against, he engages a battery of lawyers, who flood the trial court with applications. The trial judge gets mired in disposing of the applications and gets little time to focus on conducting the trial in the main case," he said. Justice Kant said, "We are equally concerned about ED's image. You must improve your method of investigation and improve the rate of conviction. Why can't the govt set up fast-track special courts to conduct day-to-day trial of PMLA cases? Then the battery of lawyers would know that their delaying tactics would not work," he said. The bench then drifted towards the increasing possibility of cryptocurrency for money laundering. "We are not saying ban cryptocurrency. But there should be some regulation. Indian currency is also under certain regulations. Why can't crypto be subjected to regulations," it said.
