Caloocan police open to complaint over viral illegal gambling arrest
Dion Angelo dela Rosa, son of the former detainee Jayson, died due to leptospirosis after he waded through floodwaters as he searched for his father.
"While we strive to uphold all procedures and respect the rights of every citizen, if there were lapses committed by any member of our personnel—particularly in informing relatives during the arrest—we encourage the filing of a formal complaint," the Caloocan police said in a statement.
"Any allegation of misconduct will be thoroughly investigated, and necessary disciplinary actions will be taken as appropriate," it added.
In a social media post, Cardinal Pablo Virgilio David decried the death of Dion, who he said was also known as Gelo and an altar server at Señor de Longos Mission Station.
"They had no idea that Gelo's father had been arrested without a warrant and was detained for allegedly violating PD 1602—accused of engaging in illegal gambling. He was supposedly caught playing kara y krus," David said.
"This law against illegal gambling, passed during the time of the late father of the current president of the Philippines in 1978, was said to be a protection for the poor against the vice of gambling. Yet decades later, not a single major gambling lord has been arrested. The poor remain the only victims of this law—just like during the Tokhang days, when quotas on drug suspects became the ticket for promotion," he added.
In response, the Caloocan police said Dion's death due to leptospirosis is not related to the arrest of his father.
The Caloocan police added that the "health-related incident occurred under different circumstances that have no causal connection to the police operation."

During the height of heavy rains due to the Southwest Monsoon and successive tropical cyclones, Jayson was not able to return home to Malabon on July 22.
When the family asked assistance from the Caloocan police on July 24, the police said it has no record of Jayson. The Caloocan police said Jayson was arrested only on July 25. Dion on the same date found his father.
Jayson was detained at a police substation after he was arrested for playing kaya y krus (coin toss), which is a form of illegal gambling under an old Philippine law.
On July 27, Dion had a fever and body aches. He slept after eating. He was later found dead after a cardiac arrest due to leptospirosis.
Jayson was released from detention on August 2.

3 Pinoys facing charges in US opt for voluntary deportation
NEW YORK —Three Filipinos are currently undergoing voluntary deportation and are being assisted by the Philippine Consulate General offices in New York and San Francisco, California. Meanwhile, the Philippine Consulate General in San Francisco reported that a welfare check was conducted on a Filipino currently detained at the ICE Denver Contract Detention Facility in Aurora, Colorado. 'The Philippine Consulate General in San Francisco conducted a welfare check and consular visit on July 24, 2025, to a Filipino national in detention at the Denver Contract Detention Facility in Aurora, Colorado. The visit was undertaken ahead of the Consulate's Consular Outreach Mission in Colorado on July 25–26, 2025," it said. It added that, during the visit, the Filipino national expressed his desire to return to the Philippines at the earliest possible time. "He also conveyed his appreciation for the consular visit, welfare support, and other assistance provided by the consulate,' the statement further said. Meanwhile, the Consulate in Los Angeles is monitoring the case of a Filipino who was arrested by the Federal Bureau of Investigation due to alleged ties with ISIS. According to Consul Levi Malaylay, the consulate is in contact with the family of 29-year-old Filipino, who is currently in federal custody. Pinoy tourist killed after being hit by taxi in HK — DFA
A Filipino tourist was killed in Hong Kong after being hit by a taxi on Tuesday, the Department of Foreign Affairs said. Citing a report from the Philippine Consulate General, the DFA said the 35-year old man died due to injuries sustained in a vehicular accident in Tsuen Wan West on August 5. His remains are now in Kwai Chung Public Mortuary and the 80-year-old taxi driver involved in the accident is in police custody. "The Consulate General offers its deepest condolences to the deceased's family and prays for his eternal rest," the DFA said. The South China Morning Post said the cab driver told police that he felt dizzy before he crashed his vehicle into a hotel taxi bay. Police received a report at 1.52 p.m. that a man had been struck by a taxi that veered onto the pavement at a hotel in Yeung Uk Road, the Post said. DFA spokesperson Angelica Escalona said the consulate is currently assisting the family of the victim and is anticipating their arrival in Hong Kong soon to arrange the shipment of remains back to the Philippines. 1 Tondo blast victim set for surgery; 3 others in ICU — DOH
The six victims of an explosion in Tondo, Manila are currently undergoing medical treatment due to the severity of their injuries. According to a statement Tuesday, the six victims are recuperating at the Jose R. Reyes Memorial Medical Center (JRRMMC) following the explosion. Three of the victims had undergone surgery and are now recovering at the surgical intensive care unit, while another victim is set for surgery due to facial injuries. DOH also shared that the youngest victim was a 14-year-old, who received traumatic brain injury with multiple fractures on the legs, arms, and gashes on the head and torso. Meanwhile, two other victims have been discharged after being treated for minor injuries. The six victims are recipients of the zero-balance billing in DOH hospitals recently enacted by President Ferdinand Marcos Jr. following his fourth State of the Nation Address. According to an earlier report from Unang Balita, the explosion occurred on Sunday afternoon at Tayuman and Dagupan Streets in Barangay 234. The blast left the victims bloody and injured on the sidewalk, including the 14-year-old victim who was declared in critical condition. Barangay authorities reported that the victims were scavengers working on the sidewalk when the explosion occurred.
