Telcos urged to monitor towers in remote Pahang regularly

KUANTAN: Telecommunication companies (telcos) should regularly go to the ground to monitor towers in remote parts of Pahang to ensure reliable network access, said state Communications and Multimedia, Youth, Sports and Non-Governmental Organisations Committee chairman Fadzli Mohamad Kamal. He said there could be no compromise on such facilities, as communities in remote areas also deserve equal access to communication networks just like other residents. 'I would like to remind telcos to take telecommunication disruptions in Pahang seriously, regardless of the reasons. We have a shared trust and responsibility that must be carried out together,' he said. He told reporters this in Kampung Gusai, Jerantut today during a two-day working visit with the Malaysian Communications and Multimedia Commission (MCMC) to Mukim Hulu Tembeling, which began yesterday. Fadzli noted that 4G coverage in populated areas in Pahang has now increased to 99.54 per cent, compared to 89.2 per cent before the implementation of the National Digital Network (JENDELA) plan. The coverage is targeted to reach 100 per cent with the rollout of JENDELA Phase Two. 'The main factor behind this increase in coverage is the construction of 270 new towers, implemented since 2021 across Pahang, particularly in rural settlements, traditional villages and along rural roads. 'In addition, another contributing factor is the upgrading of 902 existing transmission stations from 3G to 4G coverage, which was fully completed in 2023,' he said. Regarding plans for JENDELA Phase Two, he said the state government has submitted a request to the Ministry of Communications for Pahang to be given priority in terms of allocation for the construction of new towers, including in remote areas such as Mukim Hulu Tembeling. Fadzli said the state government takes the issue of telecommunication service disruptions in Mukim Hulu Tembeling seriously, as they are often caused by damaged fibre optic cables due to threats from wild animals, natural disasters and falling tree branches. Following a briefing by telcos, he said that replacement works for damaged fibre optic cables in Kampung Gusai, Jerantut and six other locations up to Kem Nusa, Kuala Tahan, will begin today and are expected to be completed by August.

KUANTAN: The Pahang government will expand its extreme outdoor activities to produce highly resilient youths, said state Communications and Multimedia, Youth, Sports and Non-Governmental Organisation Committee chairman Fadzli Mohamad Kamal. He added that they have sought the leadership of the Pahang Youth Council to study a module which focuses on this initiative. 'We will have a retreat next month for youth backup leaders and, through this programme, we want to produce youth with high resilience,' he told reporters after launching the Pahang Youth Festival in conjunction with the 2025 National Youth Day celebration here today. He also upheld the decree of the Sultan of Pahang, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah, for the 'Mara Lasak' Programme to be implemented statewide. He added that they are targeting 1,000 youths to take part in the programme when it is implemented in Jelai early next year. 'The 'Mara Lasak' Programme was last implemented in Ulu Dong, Raub, involving a 10-kilometre (km) run through various obstacles, such as forest trails, river crossings and hilly terrain. That first 'Mara Lasak' programme was participated by 50 teams, each comprising 10 members,' he said. Elaborating on the May 16-18 Pahang Youth Festival, Fadzli said this year's celebration was very encouraging among youths from diverse backgrounds. 'The state government is very serious about implementing such programmes to draw close to as many youths as possible statewide. We have prepared over 50 programmes throughout this festival, involving 13 main segments covering sports, culture, entrepreneurship and so on,' he said. Meanwhile, Public Service director-general Wan Ahmad Dahlan Abdul Aziz said a total of 2,500 participants, comprising civil servants and members of the local community, took part in the 20th Public Service 'Majlis Amanat Perdana' (MAPPA XX) Run today. The Tengku Mahkota of Pahang, Tengku Hassanal Ibrahim Alam Shah also joined the programme, which began at 7.30 am. Wan Ahmad Dahlan said the MAPPA XX 2025 Run tour series kicked off in Pahang and will continue to be held in Penang (June 28), Sarawak (July 6), Sabah (July 12), Putrajaya (Aug 15) and Johor (Aug 16). 'This programme showcases the healthy lifestyle that needs to be practised by not only civil servants but by everyone in the country,' he said after officiating the launch of the MAPPA XX 2025 Run.

Why Malaysia's new social media licences are disconcerting

The new social media licensing framework that Malaysia implemented on January 1 via legal amendments marks a significant regulatory shift in the country's digital landscape. This initiative mandates that social media platforms with more than 8 million users in Malaysia obtain an Applications Service Provider Class Licence. The government views this move as necessary to curb harmful online content, safeguard user privacy and hold platforms accountable for the material they host. Previously, social media and internet-messaging providers were exempt from licensing requirements under the Communications and Multimedia (Licensing) (Exemption) Order 2000. This new framework, in mandating licences for platforms that meet the user threshold, signals a departure from that hands-off approach. While the licensing goals appear to promote proactive digital governance, the framework has sparked debate over its potential impact on freedom of expression, fairness and feasibility of implementation. The feeble parliamentary vote of December 9, which saw 59 MPs supporting the legislative amendment, 40 opposing, and one abstaining – with 122 MPs absent from the Dewan Rakyat – underscored the contentious nature of the policy and reflected divisions even within the ruling coalition. The Malaysian Communications and Multimedia Commission (MCMC), which is responsible for implementing the policy, has stressed that platform self-regulation has been inadequate in mitigating rising digital threats in Malaysia. For instance, during the 2022 general election, racially charged content spread widely across social media, posing significant challenges in a diverse society like Malaysia. These amendments replace the term 'person' with 'content application service provider' and significantly increase the maximum fine from 50,000 ringgit (US$11,200) to 1 million ringgit (US$224,000). However, while these amendments can be enforced independently, the licensing requirement introduces broader regulatory control, raising concerns about potential government overreach and its resemblance to past restrictive media laws. Social media companies are now required to moderate content, prevent the spread of illegal material, and take proactive measures against harmful accounts. Stricter data protection rules have also been introduced to address privacy breaches and misuse of personal information. A key provision of the framework also requires licensed platforms to contribute 6 per cent of their Malaysian revenue to the Universal Service Provision Fund, an initiative to expand internet access in underserved communities.
