Kuwait issues RFQ for 500MW renewable power plant
The Kuwait Authority for Partnership Projects (KAPP), in collaboration with the Ministry of Electricity & Water & Renewable Energy of the State of Kuwait (MEWRE), has invited bids from leading developer/ developer consortia for a major renewable power plant within the Al Dibdibah Power and Al Shagaya Renewable Energy Phase III – Zone 2 Solar PV IPP project. The winning consortium will be responsible for the development, financing, design, procurement, engineering, construction, testing, commissioning, operation and maintenance of the 500MW plant as well as transfer of the key Al Dibdibah Power and Al Shagaya Renewable Energy project, said KAPP in a statement. The renewable power project lies within the administrative boundary of the Jahra Governorate in the west of Kuwait City, approximately 100 km from the capital city, it stated. KAPP said the project will export the output from the plant to Kuwait's electricity grid and transmission network. It will benefit from power purchase agreement (PPA) with MEWRE as the offtaker for a 30-year term. As the main body responsible for implementation of the public-private-partnership projects, KAPP aims to utilise private sector skills and expertise to maximise value for money and service quality. The deadline for submitting the bids has been set at July 24, it added. Kuwait launches tender to develop 500MW solar power project
Kuwait Authority for Partnership Projects (KAPP) has invited prequalification applications for developing the Al Dibdibah Power and Al Shagaya Renewable Energy (Phase III) Zone 2 project under a public-private partnership (PPP) model. The 500 megawatts (MW) solar photovoltaic (PV) power project will be developed as a design, finance, construct, operate, maintain and transfer project backed by a 30-year power purchase agreement (PPA) with the Ministry of Electricity & Water & Renewable Energy (MEWRE), according to an announcement by KAPP. The submission period is from 18 May 2025 to 24 July 2025. The project is located in Shagayah, within the administrative boundary of Jahra Governorate, approximately 100 km to the west of the capital Kuwait City. Prequalified consortia for the 1,100 MW Al Dibdibah Power and Al Shagaya Renewable Energy (Phase III) Zone 1 were announced on 30 July 2024. Shortlisted groups included France's TotalEnergies Renewables with Vietnam's Trung Nam Construction Investment Corporation; Saudi's ACWA Power with Kuwait's Alternative Energy Projects Company; UAE's Abu Dhabi Future Energy Company (Masdar) with local company Fouad Alghanim & Sons General Trading and Contracting; France's EDF Renewables with Abdullah Al Hamad Al Sagar and Brothers Company and Korean Western Power Company and China's Jinko Power with Japan's JERA. KAPP and MEWRE were advised by Ernst & Young as lead and financial advisor, DLA Piper as legal advisor and DNV as technical and environmental advisor. Kuwait opens financial bids for $3.9bln Az-Zour North IWPP Phases 2 & 3
The Kuwait Authority for Partnership Projects (KAPP) held a public session to open the financial envelopes for the Az-Zour North IWPP Phases 2 and 3 (combined), the Authority said in a post on social media platform X on Monday. The session was attended by representatives of the qualified bidders, the post said. Az-Zour North IWPP Phases 2 & 3 involve the financing, design, construction, operation, maintenance, and transfer of a combined power and desalination plant with a minimum capacity of 2,700 megawatts (MW) of power and 120 million imperial gallons per day (MIGD) of desalinated water, according to previous KAPP statements. The facility will use Liquefied Natural Gas and high-pressure natural gas, with gas oil as a backup fuel, and will connect to the national grid via a 400 kV transmission substation. Three consortiums and two companies were qualified to bid for the project, according to the project's Request for Proposal (RFP) notice. These were: • Consortium led by TAQA (Abu Dhabi National Energy Company) with local company A.H Al Sagar & Brothers Co and Japan's JERA as members • Saudi's ACWA Power as lead, with local firm Gulf Investment Corporation • China Power International Holding as lead, with Malaysia's Malakoff International and Saudi Arabia's Abdul Aziz Al Ajlan Sons Co as members. • In addition, Qatar's Nebras Power and Japan's Sumitomo Corporation were among the qualified companies. The project will be implemented by the winning bidder under a Public-Private Partnership (PPP) agreement extending up to 27 years and 8 months (investment period). The project company will sign a 25-year Energy Conversion and Water Purchase Agreement (ECWPA) with the Ministry of Electricity & Water & Renewable Energy (MEWRE) starting from the project's commercial operation date. The project is estimated to cost 1.2 billion Kuwaiti dinars ($3.9 billion), a January 2025 report by Zawya Projects said. It will be located adjacent to the existing Az-Zour North Phase 1 facility and Az-Zour South power complex, around 100 kilometers south of Kuwait City. The tendering process was launched with an Expression of Interest (EOI) in July 2018. The qualified bidders were announced on 3 December 2023 followed by Request for Proposal (RFP) on 27 March 2024. KAPP and MEWRE are supported by Ernst & Young as lead and financial advisor, Addleshaw Goddard as legal advisor, and Atkins as technical and environmental advisor. Kuwait to host Sustainable Energy Week from May 11-13
KUWAIT CITY, April 27: The Ministry of Electricity, Water, and Renewable Energy (MEWRE) has announced that it will host the Kuwait Sustainable Energy Week, along with its accompanying exhibition, from May 11 to 13. The event will coincide with Kuwait's chairmanship of the Board of Trustees of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). Under the patronage of Dr. Subaih Al-Mukhaizeem, Minister of Electricity, Water, and Renewable Energy, the conference aims to raise public awareness about the importance of preserving natural resources. Eng. Ahmad Al-Dousari, Director of the Renewable Energy and Energy Efficiency Department at MEWRE, discussed this goal during a press conference on Sunday. Al-Dousari further explained that the conference's objective is to help facilitate the transition towards sustainable energy sources in alignment with Kuwait's Vision 2035, while also strengthening regional cooperation among Arab countries and the Mediterranean region in research, development, and renewable energy technology exchange. The conference will focus on fostering collaboration between the public and private sectors and showcase the latest innovations and national initiatives in energy, water, and environmental sustainability. Al-Dousari added that Kuwait's hosting of the event would reinforce its role as a regional and global leader in clean energy and sustainability. The first day of the conference will feature Arab Energy Efficiency Day, in cooperation with the League of Arab States, while the Union for the Mediterranean Business Forum will take place on the second day, adding an international dimension. The conference will also include discussion sessions and interactive workshops with local and international experts. Private companies involved in renewable and alternative energy will participate in the exhibition, presenting technologies designed to improve energy efficiency and reduce electricity waste. Dr. Fattouh Al-Raqem, head of the Energy and Renewable Energy Research Center at the Kuwait Institute for Scientific Research, emphasized that the conference will address key issues related to energy transition and sustainable development. He also noted that the event would highlight the role of women in the sustainable energy sector, providing a platform for dialogue and the sharing of ideas and recommendations. In addition, the conference will celebrate the 80th anniversary of the founding of the League of Arab States and observe Arab Energy Efficiency Day, which is celebrated annually on May 21.
