ASEAN TVET Council 4th Regional Policy Dialogue highlights three key enablers

MELAKA: The ASEAN Technical and Vocational Education and Training (TVET) Council 4th Regional Policy Dialogue (ATC 4th RPD) has highlighted three fundamental enablers for advancing the sector. The Ministry of Rural and Regional Development (KKDW) said the three key enablers are effective education and training, meeting industry demands for skilled labour, and improving socio-economic standards. The ministry, in collaboration with the National TVET Council (MTVET), is organising the two-day dialogue themed 'TVET for Rural and Regional Advancement' here, with the main objective of developing comprehensive, actionable strategies and policies to enhance the access, quality, and relevance of TVET, aligned with rural development priorities and inclusive growth. 'The ATC 4th RPD is expected to produce practical recommendations and conclusions to support the development and alignment of national TVET systems with regional aspirations. 'It will also strengthen the role of the ASEAN TVET Council as a key platform for cooperation, coordination, and policy integration across ASEAN,' it said in a statement today. The statement said the dialogue is held in conjunction with the National TVET Day 2025 celebration, which runs from today until Friday, and Malaysia's chairmanship of ASEAN in 2025. The dialogue is supported by the ASEAN Secretariat, the German government under the Regional Cooperation on Labour Market Policy and TVET for Twin Transition in ASEAN (RECOTwin) programme, and the Australian government through the Aus4ASEAN Digital Transformation and Future Skills programme. 'The ATC 4th RPD aims to foster regional collaboration, knowledge sharing, and strategic discussions on the role of TVET as a catalyst for the socio-economic transformation of rural and marginalised communities. 'The keynote address was delivered by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, who underscored TVET's critical role in driving inclusivity and sustainability, and Malaysia's aspiration to equip the workforce with relevant skills for a dynamic labour market to boost economic growth and social equity,' the statement added. The dialogue features 29 expert panellists from ASEAN member states, Australia, and UNESCO, comprising policymakers, government officials, industry players, and TVET educators. The hybrid event is being attended by over 300 participants, both in person and online.

Melaka youths encouraged to venture into O&G's scaffolding sector

ALOR GAJAH: The Zero to Hero Programme encourages Melaka youths to venture into the scaffolding sector within the oil and gas industry to meet the industry's needs, said Chief Minister Datuk Seri Ab Rauf Yusoh. He said this aligns with projections that Malaysia's oil and gas industry will continue to grow at an annual rate of 1.4 per cent until 2030, with a targeted 25 per cent increase in workforce demand each year. 'It is a platform for transformation that provides opportunities for Melaka youths to be equipped with relevant, competent and recognised contributing to the state's economic growth. 'We hope that the state government's initiative through the Melaka Technical and Vocational Education and Training (TVET) Council with an allocation of RM120,000 will benefit the 30 selected youths, who are guaranteed job placement upon completing their training,' he said. He spoke to reporters after today's launch of the Zero to Hero Programme for the Oil and Gas Scaffolding Job Placement at HRSB Holdings Sdn Bhd, Masjid Tanah, here. State Investment, Industries and TVET Development Committee deputy chairman Khaidirah Abu Zahar and HRSB Holdings Sdn Bhd president Datuk Mohd Faizal Mohd Hassim were also present. Meanwhile, Ab Rauf noted that the state government is ready to forge close cooperation with industry players to produce a workforce that meets the industry's needs, as part of its efforts to become a national TVET hub. He stated that it is evident through the collaboration between the Melaka TVET Council and HRSB Holdings Sdn Bhd, via its subsidiary Blitz Training & Consultancy, which has played a key role in delivering quality technical training since 2014. 'As of 2025, a total of 14,000 workers in the scaffolding sector have been successfully trained,' he said. Khaidirah said the two-week training, valued at RM4,00 per person, includes accommodation and meals, adding that this opportunity is open to youths regardless of gender. 'Its impact is significant in creating opportunities for these youths to secure employment or become self-employed, as the market in this field is vast and consistently available,' she added.

Sabah launches TVET Council to boost skills training

KOTA KINABALU: Sabah has launched a Technical and Vocational Education and Training (TVET) Council to boost youth development through industry-aligned training. Chief Minister Datuk Seri Hajiji Noor said the move would position the state as a hub of skilled labour. TVET, he added, was also a key driver in the state's development goals under Sabah Maju Jaya 2.0 and aligned with national strategic plans, such as the Sustainable Development Goals (SDG 2030), the New Industrial Master Plan (NIMP 2030) and the National Energy Transition Roadmap (NETR). Hajiji said the ongoing technological revolution, including artificial intelligence (AI), meant that the younger generation had equip themselves with new, adaptive and innovation-oriented skills. "The world of work is changing. If Sabah's youth is not equipped with relevant skills, we will fall behind. "TVET is the best platform for developing a highly skilled workforce that will drive our state's progress," he said during the launch of the council at a hotel here. His speech was read by Deputy Chief Minister Datuk Shahelmey Yahya. Hajiji said the council was not just an administrative body, but a strategic platform that united government agencies, training institutions, industry sectors and key TVET players within a well-organised and inclusive ecosystem. "The council will also serve as a policy coordinator, a driver for skill training direction and a strategic link for development funding applications from the federal government. "It also supports the youth empowerment agenda and the employability of graduates, while enhancing recognition and certification of skills at the state level. "I urge the youth of Sabah not to hesitate in joining the TVET field. "Now is the time to change the perception and see TVET as a smart choice that opens doors to becoming professionals, entrepreneurs and innovators," he said, adding that there were 160 TVET institutions in the state.
