
Sindh sets record with Rs1trn development budget for FY26
The Chief Minister Sindh, Syed Murad Ali Shah, on Friday, in his budget speech for FY26 said that the Annual Development Programme (ADP) for FY26 reflects a strategic balance between fiscal prudence and targeted development. 'With a focus on social sectors, resilience, and equity, the Government of Sindh is committed to ensuring development that is inclusive, climate smart, and aligned with long-term goals,' he added.
As per announcement, budget allocation for the provincial development expenditure has been increased by 6 percent from Rs 959.1 billion (FY25) to Rs 1.018 trillion for the next fiscal year. The development outlay for the next fiscal year is also 24 percent higher than actual spending and revised budget estimates of this fiscal year, which was Rs 817.2 billion.
The total development expenditure outlay includes Rs 520 billion of Provincial ADP and Rs. 55 billion for district ADP, Rs. 366.7 billion for Foreign Project Assistance and Rs 75.58 billion for federal PSDP schemes.
Chief Minister in his budget speech said that despite fiscal pressures, the ADP for FY26 has increased modestly to Rs 1.018 trillion, reflecting the Government's commitment to sustaining development momentum while focusing on efficiency, equity, and economic recovery.
The proposed allocations signal a move towards a climate-smart, inclusive, and regionally balanced development agenda, in line with Sindh's longer-term vision. Out of 1,777 ongoing (LTBC) schemes funded in FY25, 1,494 or 84 percent will be completed within the current fiscal year.
Special Initiatives in FY26 have been proposed includes new development initiatives Rs 15 billion, Rehabilitation of Flood-Damaged Infrastructure Rs 12 billion, Renewable Energy Projects Rs 25 billion, Karachi Urban Infrastructure Development Rs 12 billion, CSR-2024 Cost Impact Rs 15 billion, SDG-Aligned Development Rs 45 billion, Divisional HQ City Uplift Rs 7.5 billion.
Shah said that Sindh started off with an ADP size reached Rs. 595 billion based on departmental demands, however, due to anticipated shortfall in federal transfers, Sindh Government rationalized the ADP down to Rs. 520 billion, marking a 20 percent reduction. Therefore, only 475 new schemes have been proposed in ADP FY26, linked to high-priority areas, including Flood rehabilitation, Renewable energy, Development in 5 less-developed districts, Uplift of divisional headquarters, Clean water and sanitation.
A focused increase of 20 percent has been proposed for social and productive sectors, while allocations for other departments have remained constant. The budget allocations for major sectors for next financial year are Rs. 96.7 billion for Education sector, Rs. 45.4 billion for Health sector, Rs. 80.6 billion for Irrigation sector, Rs. 132.79 billion, for Agriculture, Rs. 155.2 billion for Energy sector, Rs. 11.25 billion for Livestock and Rs. 23.1 billion for Fisheries sectors.
Under the development strategy, the Government of Sindh has decided to introduce a wide array of new initiatives across sectors that touch the lives of millions, from youth empowerment and healthcare access to climate-resilient infrastructure, sustainable energy, and community development.
Chief Minister said that the Government of Sindh has formulated ADP 2025-26, building upon the development landscape of the last FY25, whereby responding to both emerging challenges and strategic development priorities. The FY25 ADP was marked by fiscal consolidation, with a strong emphasis on post-flood reconstruction, completion of ongoing schemes, and protecting core development functions amidst cost escalations and constrained federal transfers.
No new schemes were introduced in that fiscal year (FY25), reflecting the government's commitment to fiscal discipline and timely project completion.
Under the Flood Recovery to Resilience, the government has initiative from infrastructure rehabilitation in FY25 to resilience-building investments in FY26, including renewable energy and water conservation systems.
While 1,494 schemes are expected to be completed in FY25, some 475 schemes have been introduces in for FY26, carefully selected new schemes, supported by higher counterpart funding and policy alignment.
Government of Sindh is pursuing a planned development process such that developmental activities continue even during the economic slowdown. It is because of this planning that the current fiscal year has witnessed the highest development expenditure ever.
Chief Minister Sindh informed that last year Sindh raised its concerns regarding the Federal Government's unwillingness in disbursing the committed amount of Rs. 52.912 billion in Federal PSDP against 19 schemes in year 2024.
However, due to strong intervention by the PPP Chairman Bilawal Bhutto Zardari Sindh Government have so far Rs. 41 billion against the committed amount this year. The revised estimates for FY25 for provincial development expenditure stand at Rs. 846.9 billion. It includes Rs. 392.7 billion for Provincial ADP, Rs. 55 billion for district ADP and Rs. 296.2 billion for Foreign Projects Assistance (FPA).
For development expenditure Sindh government released Rs. 666 billion, out of which it is expected that approximately Rs. 590 billion will be utilized by the end of CFY. This year will mark the highest development expenditure ever in the fiscal history of the province and we will be able to complete more than 1400 development schemes, which again is the highest number ever.

Debt re-profiling with Chinese IPPs: PD, FD likely to share implementation proposal
ISLAMABAD: The Power Division and the Finance Division are likely to share final proposal for complete implementation of power sector debt re-profiling with Chinese IPPs to impact the existing tariff with Prime Minister Shehbaz Sharif in a few days, well informed sources told Business Recorder. This information was recently shared by the Power Division with the Prime Minister, following which Chinese Ambassador to Pakistan Jiang Zaidong held a meeting with the Minister for Power Sardar Awais Khan Leghari. China International Capital Corporation (CICC) had initiated the due diligence which halted for awhile, after the killing of three Chinese officials near Karachi airport in a suicide attack. Currently, Central Power Purchasing Agency-Guaranteed (CPPA-G), the Market Operator (MO) owes about Rs 475 billion to Chinese CPEC IPPs. Chinese IPPs face Rs500bn in unpaid dues The government wants the Chinese IPPs to write-off huge Late Payment Surcharge (LPS) which they have not agreed to and have urged Pakistani authorities to take up this thorny issue with Beijing as they are unauthorized to take any final decision on it. Prime Minister, Sharif who is visiting China to attend the Shanghai Conference at the end of current month, is expected to table this issue before the top Chinese leadership. Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, who also heads CPEC affairs is finalizing the wish list for the Prime Minister. Power Division with the support of Finance Division is finalizing the requisite documents with about 18 commercial banks to disburse the amount of Rs 1.275 trillion to retire power sector circular debt to bring it down from current level of Rs 1.614 trillion to around Rs 330 billion. The sources said since a major chuck of banks loans of Rs 1.275 trillion are to be given to the ' protesting' Chinese CPEC IPPs, the government wants a discount like offered by other IPPs on account of LPS. This will have significant impact on the balance sheets of Power Holding Limited (PHL). 'Circular debt swap arrangement is under discussion for loan of Rs 1.225 trillion to be parked in CPPA-G. Base loan of PHL of Rs 660 billion is assumed for FY 25 with additional loan Rs 565 billion to be availed from commercial banks ,' the sources quoted Power Division as informing the Prime Minister. Swap of circular debt stock of Rs 2.4 trillion in six years is to be through re-financing of Rs 1.275 trillion at cheaper rates to be serviced by Debt Service Surcharge (DSS) of Rs 3.34 / kWh. However, this cap will be removed as per agreement with the IMF to bridge any gap in collection. The Cabinet approved the transaction on June 18, 2025 with 16 documents received from banks and 5 documents awaited. In this regard Power Division's team was in Karachi to finalize the remaining documents with the banks. The package is to be executed on Friday (Aug 15) or next week. Drawdown to be in place on execution within 90 days. Power Division has harvested Rs 260 billion LPI waiver as of June 30, 2025 whereas Rs 76 billion is under negotiation- nuclear Rs 32 billion + 17 billion RLNG, Uch 8 billion and Rs 19 billion miscellaneous. According to Power Division, it has signed renegotiated settlement agreements with 42 power projects of which contracts of 6 were terminated. Tariffs with 16 thermal power plants, 9 baggasse-fired power plants, 4 GPPs/RLNG, 2 Gencos, 6 nuclear power plants have been completed. The reduction is now translated through QTAs. The Prime Minister has also been informed that negotiations with 34 power projects are also underway. Of this 3 projects are hydel of KPK, 3 SHPs in GEPCO jurisdiction, 18 CPEC (5 wind, 3 solar, 1 HVDC, 7 coal, 2 hydel) 2 Korean, (Laraib and Lucky), 3 DFC Wind and WAPDAs' Neelum Jhelum Hydropower project is expected to be operational after two years. MoF gives the conditional go-ahead
ISLAMABAD: The Ministry of Finance has reportedly given no objection to the import of sugar subject to the condition that no financial liability shall arise on the part of federal government as a deal is finalized with Azerbaijan's SOCAR, well-informed sources told Business Recorder. The Finance Division has stipulated that the subsidy implication of proposed import of sugar may be borne by the respective provinces for which a prior firm commitment may be obtained. Moreover, keeping in view, large amount of TCP receivables against the provinces for the past import operations, the payment may be made by the provinces to TCP on upfront basis to avoid undue accumulation of markup and receivables for TCP. Sugar crisis: Finance minister Aurangzeb, CCP chairman Sidhu discuss ways to stabilise market The Finance Division has also advised that the proposed import of sugar shall be carried out in staggered manner, aligned with the domestic price stabilization goals and assessed domestic demand as and when required. 'A robust regulatory framework shall be introduced to track the quantity, pricing and distribution of imported sugar to ensure that the proposed objectives are fulfilled,' the sources said adding that a revised Cash Credit Limit (CCL) for this quarter amounting to Rs 461,477.222 million to TCP has been issued by Finance Division keeping in view the import of 500,000 MT of sugar for which TCP requires an additional Rs. 115 billion. The sources further stated that the Federal Cabinet has approved import of sugar from SOCAR due to emergency situation on the recommendations of Special Committee headed by Senator Ishaq Dar, Deputy Prime Minister. According to Ministry of National Food Security and Research, at the time of closure of the crushing season 2024-25, it was observed that the sugar stocks in the country, including the 500,000 MT buffer stock of previous year, would be barely enough for meeting the domestic requirement before start of the next sugarcane crushing season. The stockists and the hoarders started to take advantage of the tight stock position and a sharp increase was observed in the sugar prices in the country. The government immediately initiated administrative measures to ensure the supply chain a smooth working without any bottlenecks. However, in order to replenish domestic stock Ministry of National Food Security initiated a summary for import of 500,000 MT of sugar. The task of importing was assigned to the Trading Corporation of Pakistan (TCP). The first tender was floated on 10th July and the bids were opened on 22nd July, 2025. Two firms submitted their refusals due to terms and conditions, so practically no bid was received. In view of the situation, the Steering Committee (established to facilitate the import process), in its meeting held on 23rd July, 2025 decided to issue another tender with revised terms and conditions to seek fresh interest from the suppliers. During the meeting the Trading Corporation of Pakistan noted that beside the tendering they have also approached potential suppliers from different countries for G2G supplies. Azerbaijan's SOCAR responded positively and submitted proposals for supply of 100,000 MT of medium grain sugar @ $ 570/MT at Karachi and $ 575/MT at Gwadar Port. TCP was directed to negotiate a possible reduction in the rate offered by SOCAR. On July 31, 2025 the Committee under the chairmanship of Deputy Prime Minister, reviewed the procurement process. The TCP informed that they have received four bids against the 2nd tender for supply of sugar but three of the bidders did not meet the price and the crystal size of the grains given in the tender documents. So, they were declared as ineligible, whereas one qualified bidder has quoted the price of $ 599/MT (which is way above the offer of the SOCAR). After detailed discussion, the Committee directed TCP to once again negotiate with SOCAR for further price reduction and also to reduce the supply timelines. The Chairman, TCP informed the Committee that they have already re-negotiated the price with SOCAR which has offered a revised rate of $ 559/MT for order of 100,000 MT and the price would be reduced if order is enhanced to 200,000 MT, bringing down the rate to $ 558/MT at Karachi Port. After detailed discussions and analyses of the tendering process and the offer of SOCAR, the Committee directed that the following recommendations may be placed before the Cabinet for its consideration/approval: (i) given the emergency situation of possible shortages of sugar in the country and the fact that the two tenders floated for the supply of sugar were non-responsive and the rates. offered by SOCAR being competitive, MNFSR shall invoke the provisions of alternate method of procurement provided under Section-42(c)(v) of PPRA Rules-2004, to enable TCP to procure 200,000 MT sugar from SOCAR with first shipment of 100,000 MT arriving Karachi before September 30, 2025 and to ensure the arrival of another 100,000 MT by mid of October, 2025; (ii) Cabinet may extend the deadline of FBR's SROs No. 1215(1)/2025, 1216/2025 and 1217(1)/2025 of July 8, 2025 from September 30, 2025 to November 30, 2025 to cover the arrival of the 2nd consignment tax free and; (iii) in order to keep the cost of import at reduced level, exemption may be granted from 60% mandatory landing requirement of government consignments at Gwadar Port as per Cabinet Decision of September 12, 2024. According to sources, the Cabinet accorded the approval on a summary of Ministry of National Food Security and Research through circulation. Gold edges down as dollar firms; investors eye U.S. economic data
Gold prices edged down on Thursday due to a slight uptick in the U.S. dollar index, although expectations of a Federal Reserve interest rate cut in September limited losses. Spot gold fell 0.3% to $3,346.19 per ounce as of 0848 GMT. U.S. gold futures for December delivery were down 0.4% to $3,393.80. The dollar rose 0.04% from an over two-week low against its rivals, making gold more expensive for holders of other currencies. 'The marginal reduction in gold since this morning could be just chalked down to a slightly firmer dollar,' said Nitesh Shah, commodities strategist at WisdomTree. However, gold continues to see support from increasing signs that the Federal Reserve has room to cut interest rates, Shah added. The likelihood of a Federal Reserve rate cut in September is now seen near 100%, after new data showed U.S. inflation increased at a moderate pace in July and Treasury Secretary Scott Bessent said he thought an aggressive half-point cut was possible given recent weak employment numbers. Non-yielding gold thrives in a low interest-rate environment. Gold prices gain Meanwhile, benchmark U.S. 10-year Treasury yields held near a one-week low. Investors are closely watching U.S. economic data scheduled later in the day, including the U.S. Producer Price Index and weekly jobless claims, for further cues on the direction of the Fed's monetary policy. 'The rate cuts are very much fairly priced in but towards the end of this year we'll start to see a market movement upwards in gold as concerns around higher indebtedness really start to move the metal higher,' Shah added. Meanwhile, U.S. President Donald Trump threatened 'severe consequences' if Russia's President Vladimir Putin does notagree to peace in Ukraine but also said on Wednesday that a meeting between them could swiftly be followed by a second that would include the leader of Ukraine. Elsewhere, spot silver lost 0.6% to $38.26 per ounce, platinum edged up 0.1% to $1,341.35 and palladium rose 1% to $1,133.40.
