Farmers seeks review of FRP for sugarcane fixed by Centre

Sugarcane growers have urged the State government to seek a review of the Fair and Remunerative Price (FRP) fixed by the Centre for the year 2025-26.
A delegation of farmers submitted a memorandum in this regard to tahsildar of Nanjangud near here on Tuesday. President of Karnataka State Sugarcane Growers' Association Hallikerehundi Bhagyaraj described the FRP of ₹3,550 a tonne announced by the Centre for sugarcane with a recovery of 10.25% for the year as 'unscientific and unjust'.
Mr. Bhagyaraj said the Centre had increased the FRP by only ₹150 a tonne over the previous year even though the cost of production had increased substantially.
'As the cost of production, labour cost for harvest, transportation, fertilizers, and wages have all increased, this increase of ₹150 a tonne amounts to just 15 paise a kg', he lamented.
Contending that a report by Commission for Agricultural Costs and Prices (CACP) had recommended a price of ₹4,500 a tonne, Mr. Bhagyaraj alleged that the Centre had increased the FRP by only ₹150 a tonne due to 'pressure from sugar factory owners and capitalists'.
Lok Sabha members should also put pressure on the Centre to re-evaluate the FRP rate, he said.
The farmers' body have demanded the installation of weighing machines in front of all sugar factories by the Agriculture Produce Marketing Committees (APMC) and the Department of Co-operation. 'Digital SMS alerts should be sent to the farmers immediately after weighing,' said Mr. Bhagyaraj, in the statement.
Demanding bilateral agreements between the sugar mills and the farmers, he said a committee comprising local farmers and experts should be constituted to prevent fraud in recovery rates of sugarcane.
The income statements of the sugar mills should be reviewed by both the State government and the Centre, he said while demanding distribution of excess profits to the farmers.
The government should intervene to protect the interests of the farmers, and that the sugar factories should be made to bear the costs of transportation and harvesting, he said.
The association has demanded immediate settlement of last year's pending dues amounting to ₹950 crore, and that the Hullahalli road be immediately repaired, and the Hura lift irrigation project be completed soon.

The development comes a week after the cabinet gave its nod to step up the construction of Annapurna Bhawan by utilizing funds and sources other than Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS). These centres may now be set up using MP/MLA Local Area Development Fund, tourism development fund, Bundelkhand Vikas Nidhi or any other govt-approved scheme. The feature comes as an add-on after the successful implementation of PM Gareeb Kalyan Anna Yojana, Centre's flagship scheme that was put in place at the peak of coronavirus pandemic. The state govt has already set up around 3,500 Annapurna Bhawans. "Another 2,000 are in the pipeline," food and civil supplies minister Satish Sharma told TOI. Currently, there are around 80,000 fair price shops in the state. Sharma said that selected shops would be shifted to Annapurna Bhawan free of cost. "The objective of the scheme is to improve the accessibility of fair price shops and ensure their transparent operation," he said. In a communique to all divisional commissioners, principal secretary, food and civil supplies, Ranveer Prasad said that each Annapurna Bhawan would be constructed over an area of around 484 sq feet. The shop will comprise two sections – one for the fair price shop, the other for CSC. These centres will also have a 96 sq ft verandah, which would serve as a waiting area. Lucknow: The central govt has accepted the Uttar Pradesh govt's request to procure moong (green gram) and groundnut at the minimum support price (MSP). During a video conference on Wednesday with union minister of agriculture and farmers' welfare Shivraj Singh Chouhan, UP agriculture minister Surya Pratap Shahi informed Chouhan that during the Zaid (summer crop) season of 2024–25, moong has been sown over 1.60 lakh hectares and groundnut over 1.74 lakh hectares in the state. He requested that these crops be procured at MSP—a request that was readily accepted by the union minister. For the Zaid 2024–25 season, the procurement target has been set at 34,720 metric tonnes for moong and 50,750 metric tonnes for groundnut. This decision is expected to benefit a large number of farmers in Uttar Pradesh. Chouhan also assured that, if needed, the procurement targets for moong and groundnut could be increased. Additionally, he stated that if a proposal is received for the procurement of urad (black gram), it will also be approved. Shahi expressed his gratitude to Prime Minister Narendra Modi and union minister for the decision taken in the interest of farmers. He also urged the Centre to procure maize—currently being cultivated on approximately 4.80 lakh hectares during the Zaid season—at MSP to further boost farmers' income.

The Centre on Wednesday informed the Kerala High Court that the Section that empowered the Indian National Disaster Management Authority (NDMA) to recommend banks to waive/write off loans or grant fresh loans to persons affected by disasters of severe magnitude had been removed from the Disaster Management (DM) Act. This was submitted by the Disaster Management Division of the Ministry of Home Affairs in an affidavit filed before the court. It said that Section 13 of the DM Act, which had given such powers to the National Disaster Management Authority, had been omitted by way of an amendment to the Act in 2025. The affidavit added that the Indian National Centre for Ocean Information Services had made available the geospatial data related to building footprints and air-borne laser terrain mapping through its FTP site, which was shared with the Kerala State Disaster Management Authority on May 19.
