AP brings SC sub-classification, raises sports quota to 3% under new governance push

VIJAYAWADA: The Andhra Pradesh government has introduced significant policy changes to promote social justice and good governance, as outlined in GO No. 48 issued by the General Administration (Services D) Department on April 20, 2025. The new measures include the sub-classification of Scheduled Castes (SCs) and an increase in horizontal reservation for meritorious sportspersons.
To ensure equitable opportunities and social justice, the government has categorised the 59 Scheduled Castes into three groups based on population, inter-group backwardness, and social cohesion.
The percentage of reservation for jobs in government departments, public sector undertakings, corporations, and societies includes Group I: 1%, Group II: 6.5%, and Group III: 7.5%. Additionally, a 33.33% horizontal reservation has been allocated for women within each group. The government has also committed to filling backlog vacancies from previous years in line with this sub-classification as per GO No.07 (Social Welfare Department, April 18, 2025) and GO No. 46 (General Administration Department, April 19, 2025).
In a bid to promote sports as a means of fostering social health and cultural unity, the government has unveiled a new Sports Policy for 2024-29.
As part of this policy, the horizontal quota for meritorious sportspersons has been increased from 2% to 3% across government departments, local bodies, public sector undertakings, and uniformed services, including police, excise, and forest departments.
Appointments under this reservation will be merit-based, with eligibility determined by a Screening Committee and a State-Level Committee.
The number of recognised sports disciplines for this reservation has also been expanded from 29 to 65, as detailed in GO No. 04 (YAT&C Department, April 19, 2025) and GO No.47 (General Administration Department, April 19, 2025).
To ensure seamless execution, the government has directed all departments to adopt the sub-classification of SCs as per the referenced GOs, recast roster points for all recruitments in accordance with GO No. 46, implement the 3% horizontal reservation for sportspersons as prescribed, and follow the guidelines outlined in the referenced GOs for all recruitment processes. The GAD has also amended the AP State and Subordinate Service Rules, 1996, to incorporate these changes, ensuring clarity and consistency in implementation.

New Delhi: The Andhra Pradesh government has quickly reversed its decision to appeal the 2023 acquittal of 41 people in the 2016 Tuni train arson case. This sudden reversal, made within 24 hours, throws into sharp relief the political sensitivity surrounding the Kapu community. Events began Monday (June 2), when the Home (Courts-B) Department issued a government order (G.O. Rt. No. 852). The order directed the public prosecutor at the Andhra Pradesh high court to appeal the May 1, 2023 judgment of Vijayawada's VII Additional Metropolitan Magistrate Court for Railways. That judgment had acquitted all accused in the Tuni arson case. By Tuesday, however, another order, G.O. Rt. No. 869, formally withdrew the earlier directive. The public prosecutor was instructed not to proceed with the appeal. The initial G.O. reportedly prompted concern among political leaders. Deputy chief minister Pawan Kalyan, president of the Jana Sena Party (JSP) and a prominent Kapu leader, was reportedly displeased by the move to reopen a case affecting Kapu sentiments. The decision to withdraw the G.O. drew public statements from Kapu community representatives. Chinamilli Venkatarayudu, Kapunadu West Godavari district president, was quoted by South First saying the initial move was intended to 'persecute the Kapus'. Bandi Srinivasa Rao, a Kapu Ikya Vedika leader from Eluru district, reportedly called the initial decision 'vendetta politics', adding that the government had 'hurt the feelings of the Kapus'. The Tuni incident, central to these government orders, occurred on January 31, 2016. During a 'Kapu garjana ' ('roar of Kapus') rally in Tuni in East Godavari district, led by former minister Mudragada Padmanabham, to demand OBC status for the Kapu community, protesters allegedly stormed the Tuni railway station. Four coaches of the Ratnachal Express were set on fire and other public property was damaged. The Railway Protection Force (RPF) later filed cases against 41 individuals, including Padmanabham (accused #1) and Dadisetti Raja (accused #3), then a Kapu leader and now Tuni MLA, under sections of the Indian Penal Code and the Railways Act. On May 1, 2023, the Vijayawada railway court acquitted all 41 accused, citing insufficient evidence and procedural lapses in the investigation. The court also ordered disciplinary action against three RPF officials for a flawed investigation. The Wire has reached out to Padmanabham. We shall update the copy once he responds. Why is the Kapu community politically so important? The Kapu community forms an estimated 15-17% of Andhra Pradesh's population, concentrated in coastal districts, particularly East and West Godavari. This demographic strength translates into considerable electoral influence. For decades, some Kapus have persistently demanded inclusion in the OBC list, similar to agitations by Jats, Marathas and Patels elsewhere in India. This demand often accompanies a sense of historical underrepresentation in political power compared to the Kamma and Reddy communities, which respectively provide much of the leadership and support for the Telugu Desam Party and the YSR Congress Party. Kapu community leaders assert large population figures to bolster these claims for political power and resources. Historical analyses show various cultivating sub-groups (Munnurukapus, Balijas, Telagas) consolidated under the broader 'Kapu' identity, a term originally meaning cultivator. Pressures from the post-liberalisation economy also intensify these socio-political dynamics and demands. There have been previous attempts to politically mobilise the Kapu community. In 2009, Chiranjeevi, a popular Telugu actor and Pawan Kalyan's elder brother, launched the Praja Rajyam Party. Stating 'social justice' as its motto, it won about 18% of the vote and around 20 assembly seats. However, the party was merged into the Congress immediately after the elections. Pawan Kalyan, himself a major film star, began his political journey in 2014, initially backing the National Democratic Alliance. He later distanced himself, aligning with Left parties and the Bahujan Samaj Party for the 2019 elections, before later embracing a more pronounced Hindutva stance. BENGALURU: With the Karnataka High Court ban on bike taxi operations nearing on June 15, officials of the transport department said they will go ahead and implement the ban. There is no plan to frame a bike taxi policy, which will legalise their operations, they added. Hundreds of bike taxi riders from Bengaluru and across the state have been meeting Transport Minister Ramalinga Reddy and senior officials of the state Transport Department, telling them that the ban will affect their livelihood. They have been urging them to frame a bike taxi policy in the state and allow them to run bike taxis. However, senior officials of the Department said personal vehicles are only meant for personal use and they cannot be used as bike taxis. Karnataka was the first state in the country to come out with an electric bike taxi policy- 'Karnataka Electric Bike Taxi Scheme 2021'. The scheme allowed operation of electric bike taxis but the scheme was withdrawn in 2024.

The department of Urban Local Bodies (ULB), Haryana, has launched a wide-ranging inquiry into procedural lapses in the state's e-Tenders Haryana procurement system, following a scathing audit by the principal accountant general (audit), Haryana. The audit flagged significant irregularities in sanitation and solid waste management contracts awarded between 2018-19 and 2022-23, officials said, adding that eight contractors and four tenders have been affected. In a memo dated June 3, the ULB directed all municipal commissioners and district municipal commissioners to submit detailed clarifications and corrective actions taken on the flagged discrepancies. The deadline for submission is one week. 'A consolidated and comprehensive response is essential to address the audit observations made by the Principal Accountant General. Any procedural lapses that compromise transparency and fairness in public procurement will be dealt with firmly,' said a senior ULB official, requesting anonymity. According to the audit report, three major areas of concern have emerged. First, several tenders were cancelled despite valid and competitive lowest (L-1) bids. These include Tender IDs 2022_HRY_231151_1 and 2022_HRY_231157_1 (related to Manesar Division I and II) and 2022_HRY_218507_1 (pertaining to the Integrated Solid Waste Management project for the Panchkula Cluster). Additionally, tenders for dumpsite remediation in Sector 23, Panchkula—IDs 2022_HRY_251382_1 and 2022_HRY_231622_3—were also cancelled without documented justification. Second, the report noted that certain tenders allowed insufficient time for bid submission, potentially restricting fair competition. This was observed in tenders related to mini tippers with hoppers, among others. Third, the audit pointed to inadequate time provided for bidder representation during technical evaluation stages—critical for fair assessment of eligibility and capacity. This was flagged in tenders related to door-to-door waste collection in Division-II, Manesar, and again in the Panchkula remediation tenders. Beyond these specific issues, the audit cited systemic non-compliance with mandatory timelines and disclosure norms. Key project details and evaluation outcomes were either delayed or not uploaded on the public procurement portal, undermining transparency.
