Lokayukta vigilance wing set up to fight internal corruption
To set up the vigilance wing, Lokayukta Justice BS Patil had requested the state government to create 24 posts, including a sitting District Judge to lead the wing along with one SP, one DySP, two inspectors and others.
'Apart from that, we had also written to the government to sanction 339 posts last October for the entire Lokayukta. Awaiting the government's response, we have constituted the vigilance wing to be headed by the Registrar,' said Justice Patil.
The institution is handling nearly 25,000 cases, both under the Karnataka Lokayukta Act and the Prevention of Corruption Act. As against 1,929 sanctioned strength, its working strength is 1,309.

‘Issue show-cause notices': How Delhi Police chief S B K Singh aims to curb corruption in the ranks
To fix accountability among senior Delhi Police officers in cases where their subordinates are found involved in corruption cases, Delhi Police Commissioner S B K Singh has told all special commissioners of police (CPs) that show-cause notices should be issued to concerned district deputy commissioners of police (DCPs) and assistant commissioners of police (ACPs) for failing to supervise their staff. In a meeting held at Delhi Police headquarters on August 6, Singh reiterated that there was 'zero tolerance' for corruption. 'Singh told all the Special CPs that show-cause notices should be issued to concerned ACP (sub-division) and district DCPs for not keeping proper supervision of their staff. An adverse entry in this regard should also be made in the annual performance appraisal report of concerned ACP (sub-division),' a senior police officer said. Till August 10 this year, 12 Delhi Police personnel have been arrested under sections of the Prevention of Corruption Act. Last year, the number of such arrests was eight. 'Last week, the CBI had arrested a sub-inspector from North Rohini police station for allegedly demanding Rs 40,000 from a man for not arresting his cousin and helping him to get anticipatory bail. Later, Singh directed to suspend the concerned SHO [station house officer] for lack of supervision,' the officer said. On August 1, a day after assuming additional charge as the Delhi Police chief, Singh had interacted with senior police officers and discussed several strategies for curbing corruption in the force and increasing police visibility. Increased police visibility, curb on corruption, better response at police stations, and an audit of cases registered in the last five years were the four areas that he wanted senior police officials to work on.

To counter RTI hounds, Karnataka government mulls increasing fees
BENGALURU: Your right to know may get costlier if the state government would have its way. The government is considering increasing fee per page to furnish required details to those who seek information under the Right to Information (RTI) Act. As of now, price per page for RTI replies is Rs 2, and for BPL card holders, it is free up to 100 pages. Law Minister HK Patil told the House on Tuesday that the government may consider increasing the fee per page. Patil said the purpose of the RTI Act is to bring transparency in administration. 'The RTI Act was formulated by the Centre. But rules can be also framed by the state government,' he added. The issue was raised by Bailahongal MLA Mahantesh Koujalagi. Koujalagi said the RTI Act is being misused by some people to target officers and to get personal information. 'Some persons are asking for details from past 20 years or more. Officials are spending a lot of time on this,' the MLA said. Patil said so far, the state government has blacklisted 26 RTI 'activists.' He said no government official has, however, complained against harassment by RTI activists. 'If they complain, we will take action against them,' he said. The minister also pointed out that based on the Lokayukta recommendation the government had dismissed State Information Commissioner Ravindra Gurunath Dhakappa. Karkala MLA V Sunil Kumar said RTI Act has been misused. 'Some activists keep applying. There is a need to restrict their questions,' he said. Vijayapura MLA Basanagouda Patil Yatnal said the RTI Act has become a tool to make money. He said there is a need for vigilance and bringing RTI activists under law. 'You should see their (RTI activists) house, cars and they blackmail MLAs, MPs and officials,' the MLA added. Meanwhile, advocate and RTI activist T Narasimha Murthy told TNIE that increasing price per page should not affect RTI activists, but questioned the rationale on which the government is proposing to increase the fee. 'If the cost per page increases, then the government may increase the fee,' Murthy said. On the other hand, if any government official faces harassment from RTI activists, they can approach the police station to file a complaint.

Delayed relief to kin of martyrs: 31 cases filed
BENGALURU: Since many dependents of martyrs and ex-servicemen are still waiting for government benefits even after decades, the two Upa Lokayuktas on Tuesday filed 31 suo motu complaints—one for each district. This aims to push the state to deliver the promised support. A first-of-its-kind massive joint action was taken by the Upa Lokayuktas- Justice K N Phaneendra and Justice B Veerappa ahead of the 79th Independence Day celebrations. Speaking to TNIE, Justice Phaneendra, Upa Lokayukta-1, in charge of 15 districts, said the move aims to support families of those who sacrificed their lives for the nation, after receiving multiple complaints about martyrs' and ex-servicemen's families struggling to get their due benefits. Justice Veerappa, Upa Lokayukta-2, in charge of 16 districts, said, 'We are safe because of the soldiers who are shedding blood on the border. Despite laws being brought to facilitate certain benefits to them, neither have they been given land nor a site, which amounts to maladministration under the Karnataka Lokayukta Act, he said. The Upa Lokayuktas have fixed the responsibility to the Assistant Commissioners of all districts to ensure that all the reports are submitted by September 24. Further, the copies of the suomoto complaints have been marked to the Deputy Commissioners, and also to the Additional Chief Secretary of the Revenue Department. Upa Lokayuktas cited cases like Geetha B C, from Mandya, who hasn't received benefits 20 years after her husband's death, and N K Lalithambika from Tumakuru, who's been fighting for land promised to her 50 years ago.
