To counter RTI hounds, Karnataka government mulls increasing fees
The government is considering increasing fee per page to furnish required details to those who seek information under the Right to Information (RTI) Act. As of now, price per page for RTI replies is Rs 2, and for BPL card holders, it is free up to 100 pages.
Law Minister HK Patil told the House on Tuesday that the government may consider increasing the fee per page. Patil said the purpose of the RTI Act is to bring transparency in administration. 'The RTI Act was formulated by the Centre. But rules can be also framed by the state government,' he added. The issue was raised by Bailahongal MLA Mahantesh Koujalagi. Koujalagi said the RTI Act is being misused by some people to target officers and to get personal information.
'Some persons are asking for details from past 20 years or more. Officials are spending a lot of time on this,' the MLA said. Patil said so far, the state government has blacklisted 26 RTI 'activists.' He said no government official has, however, complained against harassment by RTI activists.
'If they complain, we will take action against them,' he said. The minister also pointed out that based on the Lokayukta recommendation the government had dismissed State Information Commissioner Ravindra Gurunath Dhakappa. Karkala MLA V Sunil Kumar said RTI Act has been misused. 'Some activists keep applying. There is a need to restrict their questions,' he said.
Vijayapura MLA Basanagouda Patil Yatnal said the RTI Act has become a tool to make money. He said there is a need for vigilance and bringing RTI activists under law. 'You should see their (RTI activists) house, cars and they blackmail MLAs, MPs and officials,' the MLA added.
Meanwhile, advocate and RTI activist T Narasimha Murthy told TNIE that increasing price per page should not affect RTI activists, but questioned the rationale on which the government is proposing to increase the fee. 'If the cost per page increases, then the government may increase the fee,' Murthy said.
On the other hand, if any government official faces harassment from RTI activists, they can approach the police station to file a complaint.

SC suggests converting Noida into a metropolitan corporation. What does this mean?
The Supreme Court on Wednesday asked the Uttar Pradesh government to consider converting the Noida authority (NOIDA) into a metropolitan corporation to make it more citizen-centric. Noida is currently the only major city in India to not have an elected local government. The Court also asked for a probe into the Authority, based on an apex-court constituted SIT which flagged its various flaws and shortcomings. It was hearing the bail pleas of two NOIDA Authority officials accused of allowing excess compensation payouts. It was created during the Emergency when Sanjay Gandhi, son of then Prime Minister Indira Gandhi, wanted to move industries out of Delhi. The Authority comes under the purview of the UP Infrastructure & Industrial Development Department. Its day-to-day activities are run by an appointed IAS officer in his role as its Chief Executive Officer. It covers 81 revenue villages and a total of about 20,316 hectares of land. How is it different from other cities? Noida does not have a separate municipal body that performs daily civic functions, like dealing with garbage, street lighting, sewerage and public health, among other issues. It is an anomaly in that the development authority, which is supposed to be responsible for the acquisition of land, planned development, and infrastructure creation, is also undertaking civic functions here. For instance, in Delhi, these services are provided by the Municipal Corporation of Delhi (MCD) and in Mumbai by Brihanmumbai Municipal Corporation (BMC), whereas Delhi Development Authority (DDA) and Mumbai Metropolitan Region Development Authority (MMRDA), respectively, are responsible for planned development in these cities. What is a metropolitan council? The Constitution (74th Amendment) Act, 1992, recognised three different types of urban local bodies or municipalities: Nagar Palikas for areas transitioning from rural to urban; municipal councils for smaller urban areas; and municipal corporations for larger urban areas. A metropolitan area was defined in the Act as an area having a population of above 10 lakh. Noida had breached the 10 lakh-population mark way back in 2010. Municipalities are supposed to be elected directly by the people and are the third tier of government in urban areas after the Union and state governments. They are the equivalent of Panchayats, but in urban areas. They are supposed to look after public health, waste management, sanitation, provide urban facilities like parks and playgrounds, as well as amenities like street lighting, parking lots, bus stops and public conveniences, among other functions. What are the benefits of having a municipality? Proponents argue that having a self-governing local body leads to more effective, responsive, citizen-friendly, transparent, and accountable governance, in contrast to having an appointed bureaucrat in charge of local governance. Not having a municipality has a huge negative impact on the area, according to Srikant Vishwanathan, CEO of Janaagraha, an organisation that works on urban governance. 'An elected municipality is the bridge between people's aspirations and the government's priorities and policies, especially for the urban poor,' Vishwanathan says. In 2017, then District Magistrate BN Singh of Gautam Buddha Nagar (under which Noida falls) had recommended withdrawing municipal functions from the Authority and the formation of a separate municipal corporation. However, the NOIDA and the Greater NOIDA bodies, later that year, concluded that they did not need municipal bodies.

Congress leader Jairam Ramesh accuses PM Modi of bias in approving semicon projects to States
Telangana's criticism of the Bharatiya Janata Party (BJP)-led coalition at the Centre over not being considered for semiconductor projects got amplified with senior Congress leader Jairam Ramesh on Thursday (August 14, 2025) accusing Prime Minister Narendra Modi of bias. 'The PM speaks of competition among States that will make India strong. But if the umpire is so blatantly biased, the competition becomes a farce,' he said in a social media post on Tuesday's Union Cabinet approval for four semiconductor manufacturing projects, in States other than Telangana. Of the four, under the India Semiconductor Mission, a project each in Andhra Pradesh and Punjab got approved, while the remaining two are for Odisha. In the post on X (formerly Twitter) from the handle @Jairam_Ramesh, the Congress leader was particularly scathing on the allotment to Andhra Pradesh. 'The Modi govt has just green signalled 4 semiconductor manufacturing projects... after doing detailed home work, a leading private company had submitted its application for a project in Telangana. This was approved on the condition that it relocates to Andhra Pradesh,' he said, accusing the Centre. Seeking to highlight how it was not the first such instance, he alleged 'much earlier similar transfer of locations were forced through. Two semiconductor manufacturing projects were compelled to shift their proposed location from Telangana to Gujarat. Similarly, another factory planned for Tamil Nadu got approval on the condition that it shifts to Gujarat. Need anything more be said? The PM speaks of competition...' For the A. Revanth Reddy led Congress government in Telangana, losing a project for which it had laid the ground by sanctioning land and incentives to neighbouring Andhra Pradesh is bound to come as a rude shock. Especially, at a time when Mr. Reddy and the Industries and IT Minister D. Sridhar Babu repeatedly had been listing investments attracted in last 18 months and the consequent jobs created. On Wednesday, Babu lashed out at the Centre for discrimination against Telangana. He said Andhra Pradesh was allocated the project despite not even a single acre allotted, for the same, and preparatory work remaining incomplete. In contrast, Telangana government had undertaken every step a proactive State should, from allotment of 10 acres of prime land at Maheshwaram, near Hyderabad, to approving all subsidies and completion of clearances in record time for the establishment of a world-class advanced system and packaging facility, he said. Such decisions insult Telangana's preparedness and weaken the country's investment climate, he had said, demanding reconsideration of the decision and a fair, merit-based approach. Attracting projects in the semiconductor eco-system has become paramount for States as the country under the India Semiconductor Mission (ISM) seeks to emerge as strong semiconductor and display ecosystem host. The approach to position itself as a global hub for electronics manufacturing and design also serves the larger Make in India cause.

Independence Day: 1,090 police medals announced; 16 BSF soldiers honoured for gallantry in Operation Sindoor
Independence Day: On the eve of the 79th Independence Day, the Centre has announced service medals for 1,090 police personnel of several central and state forces. 233 personnel have been awarded the Medal for Gallantry (GM), 99 personnel awarded President's Medal for Distinguished Service (PSM) and 758 have been decorated with the Medal for Meritorious Service (MSM), said a statement by the Union Home Ministry on Thursday. The ministry said the awards include medals for fire, home guard and civil defence, and correctional services personnel. Among the gallantry medals, the maximum 152 have been awarded to personnel undertaking operations in Jammu and Kashmir (J&K), followed by 54 for troops deployed in anti-Naxal operations, 3 for duties in the North-East and 24 from other regions. The statement also said that four fire service personnel and one home guard and civil defence official have also been named for the gallantry medal. The gallantry medal is awarded on the grounds of a rare, conspicuous act of bravery, in saving life and property or in preventing crime or in arresting criminals, while the President's Medal for Distinguished Service is awarded for a special distinguished record in service and the Medal for Meritorious Service for valuable service characterised by resource and devotion to duty. Border Security Force's (BSF) Sub-Inspector Vyas Dev and Constable Suddi Rabha are among the 16 personnel who have been awarded the Medal for Gallantry for their exceptional bravery and unmatched valour during Operation Sindoor. During the operation, Sub-Inspector Vyas Dev and Constable Suddi Rabha were deployed in the forward posts of 7th BN BSF on the International Border in the Jammu area, and they were detailed for replenishment of ammunition to forward troops. As they were performing this risk-prone mission, an enemy 82 mortar shell suddenly exploded near them, causing grievous multiple splinter injuries to both. Despite the devastating nature of their injuries, Dev and Rabha had suffered life-threatening injuries, and they bravely engaged in the given task.
