Provide clarity and announce proper guidelines on Annadata Sukhibhava scheme: A.P. Tenant Farmers Association

The Hindu21-05-2025
The Andhra Pradesh Tenant Farmers Association has demanded that the State government provide clarity and announce proper guidelines regarding the Annadata Sukhibhava scheme.
The association secretary Maganti Haribabu and others, in a statement on Wednesday, expressed concern that during the recent Cabinet meeting, the government did not issue a clear statement on the implementation of the scheme.
According to some media reports, the State seems to be waiting for funds from the Central government before initiating the scheme. Currently, the Central government provides ₹6,000 in three instalments under the PM-Kisan Samman Nidhi to land-owning farmers. However, tenant farmers are excluded from that benefit, the reports said.
In the recent budget session, the Agriculture Minister had announced in both the Legislative Assembly and the Council that the government would amend the Tenant Farming Act and provide the Annadata Sukhibhava benefit to all tenant farmers. However, now with the agricultural season approaching and no announcement of operational guidelines, several doubts have arisen.
There are doubts whether the benefits will be extended to all tenant farmers or only to SC, ST, and BC categories like the previous government did, leaving out the OC category. If multiple tenants cultivate under a single landowner, will all of them receive the benefit or only one, remains another. These are some of the unresolved issues.
Therefore, the government must immediately issue clear guidelines regarding the Annadata Sukhibhava scheme. As the agricultural season begins, ₹20,000 should be credited in one instalment into the bank accounts of all tenant farmers in the State to help them with investment needs. Delays may force tenant farmers into the clutches of private moneylenders, leading to severe losses.
Hence, the State government should recognise tenant farmers through 'gram sabhas' (village assemblies) without insisting on landowner consent. Every identified tenant farmer should receive the Annadata Sukhibhava benefit, the association added

Amit Shah: PM Modi got draft reworked to bring himself under ambit

PM Modi NEW DELHI: It was Prime Minister Narendra Modi who had the draft of Constitution (One Hundred and Thirtieth Amendment) Bill, 2025 reworked to include himself in its ambit, home minister Amit Shah shared in a post on X on Wednesday. Sources in the government said Modi added the provision requiring a prime minister who spends 30 consecutive days under arrest or detention for an alleged offence punishable with a prison term extending up to five years or more, to resign on the 31st day, based on the reasoning that moral standards in politics must apply as much to prime ministers as they do to any chief minister or minister at the Centre and in states or Union Territories. The original draft of the 130th Constitutional amendment Bill had proposed to cover only chief ministers and ministers at the Centre and in the states. As per the Bill, introduced by Shah on Wednesday, in case the prime minister does not tender his resignation on the 31st day of his arrest, "he shall cease to hold office from the day falling thereafter". The Bill was on Wednesday referred to a joint parliamentary committee for thorough scrutiny. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Europe Travel Hack That Saves You Hundreds on Trips! The functionary said it was high time that the PM, CM and ministers display character and conduct that aligns with constitutional morality and principles of good governance, and cited the example of govt employees who are deemed suspended if detained in custody for only 48 hours. "Why should bureaucrats/govt personnel alone bear moral responsibility in the event of detention or arrest? Ministers are also public servants and must withdraw from office if arrested for 30 days. They can always rejoin the same post after release," underlined the functionary. He added that the 30-day timeframe is enough for the affected PM/CM/minister to apply for bail and have it heard and decided, right till the last court of appeal.

PM to launch projects worth Rs 13,000 crore tomorrow

Patna/Gaya: Prime Minister Narendra Modi will inaugurate and lay the foundation for projects worth Rs 13,000 crore in Bihar during his Gaya visit on Friday. The visit is significant not only for the slew of infrastructure, health, power and urban development projects lined up for opening but also for its political importance, as the Magadh region—where the PM will hold his public rally—has remained a weak spot for the NDA in recent elections. The projects which PM Modi will launch from Gaya belong to roads, power, health, urban development and water supply. Modi will also flag off Amrit Bharat Express between Gaya and Delhi and the Buddhist circuit train between Vaishali and Koderma. After addressing a public meeting at Gaya around 11am, PM Modi will visit Simaria to inaugurate the 8.15-km-long Aunta-Simaria bridge project on NH-31, which includes the 1.86-km-long six-lane bridge on the Ganga river, constructed at a cost of over Rs 1,870 crore. It will provide direct connectivity between Mokama in Patna and Begusarai. NHAI regional officer M L Yoetkar said they had to face immense challenges during the bridge's construction. "This is a low-lying area, prone to annual floods. Construction work is possible only during seven-eight months every year. It is the country's widest extra-dosed bridge designed with a single segmental structure having a 34-metre-wide deck over the Ganga. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Your Finger Shape Says a Lot About Your Personality, Read Now Tips and Tricks Undo With span lengths ranging from 57 m to 115 m and 70 m cantilever arms, the structure exemplifies engineering excellence," he said. RCD minister Nitin Nabin on Wednesday visited the bridge parallel to the two-lane rail-cum-road bridge, Rajendra Setu. He reviewed the preparations for the inaugural function at Simaria where PM Modi will also see the Simaria ghat before flying to Kolkata to inaugurate the new metro train services the same day. "This is the widest bridge in Asia with a width of 34 meters. It is based on 18 pillars and has three-lane roads on both sides. A 100-metre wide rotary (Zero Mile) towards Aunta and an 80-metre-wide rotary towards Simaria have been built and given the shape of a park. Plantation has been done around these parks and bridges for greenery," Nitin said. Simaria Ghat was redeveloped by the Nitish Kumar govt recently. The new bridge will reduce the extra travel distance of more than 100 km for the heavy vehicles plying between north Bihar (Begusarai, Supaul, Madhubani, Purnia, Araria) and south Bihar (Sheikhpura, Nawada, Lakhisarai). PM Modi will also inaugurate the four-lane Bakhtiyarpur-Mokama section of NH-31 built with around Rs 1,900 crore. Modi will also inaugurate Buxar Thermal Power Plant (660x1 MW) built at the cost of Rs 6,880 crore. The plant will meet the growing electricity demand of the region. In order to boost health infrastructure, PM Modi will inaugurate the Homi Bhabha Cancer Hospital & Research Centre at Muzaffarpur. The centre has advanced oncology OPD, IPD wards, operation theatres, modern lab, blood bank and a 24-bed ICU and HDU. As part of his Swachh Bharat Mission and ensuring unhindered flow of the Ganga river, PM Modi will inaugurate the sewerage treatment plant (STP) and sewerage network at Munger worth over Rs 520 crore and constructed under the Namami Gange project to reduce pollution load in the Ganga and improve sanitation facilities in the region. The PM will also lay the foundation stone for a series of urban infrastructure projects worth around Rs 1,260 crore. These include the STP and sewerage network at Daudnagar in Aurangabad and Jehanabad; STP and interception and diversion work at Barahiya in Lakhisarai and Jamui districts. Under AMRUT 2.0 programme, he will lay the foundation stone for water supply projects at Aurangabad, Bodh Gaya and Jehanabad. The PM will also symbolically hand over the keys to 12,000 rural beneficiaries under PMAY-Gramin and 4,260 beneficiaries under PMAY-Urban at the 'Grih Pravesh' ceremony. PM's visit to Gaya is politically crucial for the NDA as the alliance underperformed in the region both in the 2020 assembly elections and the 2024 parliamentary polls. The area, having 26 assembly and four Lok Sabha seats, is politically important and it is expected that his visit would boost the morale of NDA workers. In 2020, JD(U) could not win even one of the 26 seats in the five districts of the Magadh division. However, the performance of HAM(S) was much better in the Magadh division in 2020, as it won three of the 10 seats it contested. The good performance partially reduced the impact of embarrassment caused by HAM(S) founder Jitan Ram Manjhi's shock defeat in the Makhdumpur assembly segment of Jehanabad district. However, Manjhi, who contested two seats, won from Imamganj. NDA leaders, including Lav Singh, a prominent JD(U) leader of the Magadh division, and BJP leader Akhauri Niranjan, are hopeful that the performance of the NDA would be much better compared to 2020. The NDA leadership of the Magadh division is hopeful of repeating the 2010 assembly election performance when the alliance virtually swept the assembly polls in the area. During his visit, PM Modi will lay foundations and inaugurate several development projects, giving the NDA an opportunity to project both governance and intent ahead of the upcoming poll battles. Leaders of the alliance in Magadh believe that the PM's presence will not only energise the cadre, but also help the NDA reclaim its lost ground in a region once considered its stronghold. Renovation of 4 Tripura rly stns under way: Vaishnaw

Agartala: In a significant push towards modernizing Tripura's railway infrastructure, the renovation of four major stations — Agartala, Dharmanagar, Kumarghat, and Udaipur — is progressing well under the Amrit Bharat Station Project. Railway minister Ashwini Vaishnaw informed Parliament on Wednesday that work has already commenced at two of these stations, with the remaining two set to begin shortly. Responding to a query from Lok Sabha MP Biplab Kumar Deb, Vaishnaw emphasized the govt's commitment to expanding and modernizing rail infrastructure nationwide, aiming to enhance connectivity, facilities, and safety. "The pace of development in this sector has increased nearly 6.5 times during the Modi-led Central Government compared to the previous UPA regime," Vaishnaw stated. Detailing the ongoing projects, Deb highlighted that at Agartala Railway Station, lift installation is complete, and construction of a 12-meter foot overbridge and a new station building is underway. At Dharmanagar Station, platform shelters, approach roads, and boundary walls are finished, with work on a circulating area, foot overbridge, and escalator in progress. In Kumarghat, a 12-meter footbridge, circulating area, approach road, new waiting hall, and platform shelters are being constructed. Meanwhile, Udaipur Station is seeing the development of a footbridge and improvements to the waiting hall and toilets. The modernization efforts are part of a broader strategy to prioritize better passenger services and enhanced comfort across India's rail network.
