Raise voice against sexual harassment: Pravati
Parida, the only woman minister in the Mohan Charan Majhi-led BJP government, also heads the Women and Child Development department. She addressed over 600 government employees, both men and women, at the session designed to raise awareness on Prevention of Sexual Harassment of Women at Workplace (POSH) Act.
Emphasising institutional accountability, she said, 'Strict directives have been issued to set up Internal Committees in all institutions and colleges to ensure proper implementation of the Act. Action will be taken against both offenders and those making false accusations.' Parida has been the target of the Opposition BJD and Congress over a brutal attack on a 15-year-old girl in Balanga, under her Nimapara constituency, who was set ablaze by unidentified assailants.
Taking aim at the previous BJD regime, Parida said the POSH Act had been neglected since its introduction in 2013. The orientation programme was attended by renowned lawyer Manasi Padhi, who delivered a detailed presentation on the POSH Act during two dedicated sessions. She explained the provisions, rights, responsibilities and redressal mechanisms under the Act in depth.
Opposition BJD spokesperson Lenin Mohanty, however, in an X post said, 'The Deputy Chief Minister must ensure that when a victim speaks, it is not met with institutional silence from the government or her party. Justice should not end with video messages, it must be delivered in action.'
He cited the case of a student from FM College, Balasore, who reportedly faced harassment but failed to get justice due to delays and inaction by the college ICC, police and political leaders.
'The common people, along with Opposition parties, are now fighting for justice for our sister. Meanwhile, a minor girl from the area represented by Madam Pravati Parida, was set ablaze and is now fighting for her life,' Mohanty said in the social media post, adding that across Odisha, incidents of sexual harassment are being reported almost daily due to the breakdown of law and order under the BJP government.
Meanwhile, in a post on X, Parida, who flew to Delhi after addressing the programme, said: 'I met the victim from Balanga, who is undergoing treatment at Delhi AIIMS. She hails from my constituency. I spoke to her family and relatives. During this visit, I discussed her health condition and treatment with the medical team and specialists providing her care. I pray to the Almighty that she recovers quickly.'

Manipur district election officers begin SIR outreach, meet parties
Even as Manipur remains under President's Rule, district election officers have begun holding meetings with local representatives of political parties to discuss the Special Intensive Revision (SIR) of electoral rolls. While these meetings have already been held in at least five of the 16 districts in the state, notices convening such meetings have been issued in the remaining districts. On Monday, representatives of the BJP, Congress and the Kuki People's Alliance attended one such meeting in Kangpokpi district. According to an official there, the meeting was held based on 'informal' instructions issued by the State Election Commission. 'There was no formal notice from either the Election Commission of India or from the State Election Commission to conduct such meetings. However, we were given an informal communication that in view of the ensuing SIR, a meeting should be held with political parties to sensitise them on the process, as well as on pre-revision house-to-house surveys and rationalisation of polling stations,' the official said. At the meeting, representatives of all three parties are learnt to have expressed concern over the non-inclusion of Aadhaar cards for the exercise. Amid the ongoing Special Intensive Revision of electoral rolls in Bihar, ahead of the Assembly elections there, the Supreme Court has asked the Election Commission to consider inclusion of Aadhaar, Voter ID and ration cards as proof for updating the rolls. 'We had communicated with the representatives about the 11 documents that are permissible for proving identity and address. They were concerned that in a hilly, tribal area like this, most people may not have the other required documents but are most likely to have Aadhaar since it is linked with so many things,' said the official. Thangjamang Kipgem, a BJP leader who attended the meeting, said the concern was shared by other parties as well. 'We are very concerned about this, because Aadhaar is one document that everyone, from new voters to old people, are most likely to have. The officials told us that they will convey our concerns to the authorities,' he said. A similar meeting was also held in Kamjong on Monday, which was attended by representatives of the BJP, Congress and the Naga People's Front. 'We explained what the process is and what the documents required are. The representatives emphasised that every eligible citizen must be a part of the electoral roll,' said a district official. Similar meetings have also been held in Noney, Ukhrul and Thoubal districts. Earlier this month, the state also conducted training sessions on the SIR for booth level officers and their supervisors across multiple Assembly constituencies. With these preparatory steps, Manipur has set the ball rolling for an imminent SIR, even as its neighbour, Assam, has effectively sought a delay in the exercise in the state by asking for the inclusion in a final NRC — a matter that has been in limbo for six years — as among the admissible documents.

SC clears ambiguity, interprets phrase in Employees Compensation Act
Last Updated: New Delhi, Jul 29 (PTI) The Supreme Court on Tuesday said the phrase 'accident arising out of and in the course of his employment" in a provision of the Employees' Compensation Act would include accidents occurring while commuting between the residence and the place of duty. The court noted that there is 'considerable doubt and ambiguity" surrounding this phrase in section 3 of the Act insofar as cases concerning accidents occurring to employees while proceeding to work and vice versa. A bench of Justices Manoj Misra and K V Viswanathan noted that depending on facts, different rulings have interpreted this differently. Section 3 of the Employees' Compensation (EC) Act, 1923 deals with the employer's liability for compensation. 'We interpret the phrase 'accident arising out of and in the course of his employment' occurring in section 3 of the EC Act to include an accident occurring to an employee while commuting from his residence to the place of employment for duty or from the place of employment to his residence after performing duty, provided the nexus between the circumstances, time and place in which the accident occurred and the employment is established," the bench said. The top court delivered its verdict on an appeal challenging a December 2011 Bombay High Court order. The high court had set aside an order of the Commissioner for Workmen's Compensation and Civil Judge, Osmanabad, which had awarded Rs 3,26,140, along with interest, to the family members of a victim who died in an accident while he was on his way to report for duty. The award was ordered in a claim filed under the EC Act. In its verdict, the apex court noted that the deceased was employed as a watchman in a sugar factory and his duty hours were from 3 am to 11 am on April 22, 2003, the day of the accident. The bench said it was undisputed that he was proceeding to his place of duty when the accident occurred at a spot located around five kilometres from the workplace. 'In view of the above, considering that the deceased was a night watchman and was dutifully proceeding to his workplace to be well on time, there was a clear nexus between the circumstances, time and place in which the accident occurred and his employment as watchman," the bench said. It said as the accident had clearly arisen out of and in the course of employment, the Commissioner for Workmen's Compensation and Civil Judge was justified in ordering the claim under the Act. While allowing the appeal, the bench set aside the high court order and restored the judgment of the Commissioner for Workmen's Compensation and Civil Judge. 'If you have courage': Rahul challenges PM Modi to reject Trump's ceasefire claims in LS
Leader of Opposition in Lok Sabha Rahul Gandhi on Tuesday challenged Prime Minister Narendra Modi to reject US President Donald Trump's repeated claims on brokering a ceasefire deal between India and Pakistan. Speaking in Lok Sabha during a discussion on the Operation Sindoor, Rahul Gandhi pointed out that Trump had made the claim 29 times and stressed that if he was lying, then PM Modi should say so in his address to the House. "US President Donald Trump has said 29 times he brought about India-Pak ceasefire; if he is lying, PM must say so in Lok Sabha," Rahul Gandhi said. "If PM Modi has half the courage of an Indira Gandhi, he must deny in Lok Sabha that Trump is a 'liar' and we did not lose any planes," Gandhi repeated. Referring to Defence Minister Rajnath Singh's statements on the floor of the House, Gandhi alleged that the BJP-led Centre "lacked the political will" to fight Pakistan. "Yesterday I watched Rajnath Singh's speech. I listen quite carefully when people speak. He said that Operation Sindoor began at 1.05 in the morning. He said that Operation Sindoor lasted 22 minutes. Then he said the most shocking thing - at 1.35, we called Pakistan and told them that we have hit non-military targets and we do not want escalation. Maybe he does not understand what he revealed," he said.
