There is no need for fundamental changes in the Kerala Land Reforms Act, Minister for Revenue K. Rajan has said.
He was speaking after inaugurating the delegate session of the 'Bhoomi — Digital survey for smart land governance: innovations, integration, and impact' national conclave organised by the Revenue department and the Survey and Land Records department at Kovalam on Thursday.
Mr. Rajan said Kerala was the first State to implement land reforms legislation. It was a revolution in the field of land ownership. Tenants who cultivated the land got ownership of it. At the same time, agriculture labourers also got land. There was also sufficient provision in it for giving selling exemption to industrial, commercial, educational, and charitable institutions, he pointed out.
Land reforms in the State were based on social justice. Several States in the country followed Kerala's model. Implementation of digital survey marked the second land reform in the State. Its aim was to give accurate measurement and title to a land that an individual legally possessed. 'We are journeying from presumptive title to conclusive title and the Ente Bhoomi Digital Survey Mission was a milestone in this journey,' he said.
Land records complaints were very few in the digitally surveyed villages. As pre-mutation sketch and authentic revenue records were provided before registration, land transfer was much more transparent, he said.
Kerala, the Minister said, was the first State to implement the unique thandaper in 2022 to identity all those holding land above the ceiling stipulated in the land reforms Act.
One of the major achievements of the digital survey was identification of land available for distribution among the landless. It also helped identify people holding land without proper title deed. Efforts were on to assign such land to the eligible.
'We have now distributed around 2.5 lakh title deeds to the landless in the past four years. We consider this a major achievement of our government,' Mr. Rajan said.
Himachal Pradesh Revenue Minister Jagat Singh Negi, in his speech, urged representatives of various States to adopt the Kerala model in land governance. He pointed out that dispute resolution related to land records was easier when people were taken into confidence and Kerala had done a good job through panchayat jagratha samitis.

Visakhapatnam: The aim of the coalition government is to make women in the State financially independent and grow economically, said Revenue, Stamps and Registration Minister Anagani Satyaprasad. Speaking after the launch of the 'Stree Shakti' scheme that aims to provide free travel for women in RTC buses across the State at the Maddilapalem RTC depot, the minister said that despite the financial burden, Rs.1,942 crore was being spent on the scheme for its implementation. Through the scheme, 74 per cent of the RTC buses have been allotted for women to travel, he informed. Further, Satyaprasad mentioned that through the scheme, the financial burden of women belonging to poor and middle-class families will be reduced by Rs.2,000 to Rs.3,000 per month. He said that the coalition government is implementing schemes for women as promised. Speaking on the occasion, Visakhapatnam MP M Sribharat expressed hope that with the availability of free bus services, women will have an opportunity to come out of their homes and get jobs. RTC officials informed that 576 buses have been readied for free bus travel for women in Visakhapatnam Mayor Peela Srinivasa Rao mentioned that the coalition government is successfully implementing the Super Six schemes. He said that the free bus facility will reduce the financial burden on women. Visakhapatnam North constituency MLA P Vishnu Kumar Raju termed the scheme as an innovative scheme. He suggested that people should always remember the coalition government which is providing several facilities to women. South constituency MLA Ch Vamsi Krishna Srinivas said that the coalition government is fulfilling all the promises made to the people. District Collector MN Harendira Prasad and Police Commissioner Shankhabrata Bagchi said that the free bus ride is a silent revolution. Marking the occasion, zero fare tickets were handed over to women travelling in buses. Later, the minister travelled in a city bus till Yendada. He was accompanied by MLC Vepada Chiranjeevi Rao, TDP district president Gandi Babji, former MLC Duvvarapu Rama Rao, RTC Regional Manager Appalanaidu, and GVMC Home Minister Vangalapudi Anitha flagged off the Stree Shakti scheme in Anakapalli. Speaking on the occasion, the Home Minister stressed that the scheme is beneficial for the women in terms of meeting education and job purposes. 'As part of the poll promises made, the NDA government is fulfilling all the promises made in a hassle-free manner. Also, for the safety and security of women passengers and women conductors, CCTV cameras have been installed in the buses,' the Home Minister mentioned, appealing to people to adhere to law and order maintenance, set goals and work towards achievingthem.

Kozhikode: Revenue minister K Rajan said that attempts to undermine the nation's election system and voters' list is a challenge to democracy and the Constitution. Speaking after hoisting the National Flag at MSP Parade Grounds in Malappuram on Independence Day, Rajan said that India stands as a model for other countries because of the strong foundation of its democratic system. "The Constitution mandates that the country's electoral process must be transparent, flawless and fair. Those who attempt to tamper with voter lists or disrupt the electoral process by fabricating fake identity documents are challenging Indian democracy, the Constitution and the sanctity of nationalism. The illusion that the Constitution can be subverted and the electoral system undermined to subvert democracy will be against India's growth and development and cannot be permitted," the minister said. Rajan also criticized the alleged neglect of Kerala by Centre, calling it a sign of the failure of federalism. "Even in times of disaster, Kerala has faced blatant disregard. The demand to waive the debts of Chooralmala landslide victims was not accepted — despite Section 13 of the law passed by the Parliament in 2005 allowing debt waiver for people in disaster-hit areas. The move to amend that law is not in the spirit of democracy," the minister said in his Independence Day message. In a tacit reference to the call by governor to observe the Partition Horrors Day on Aug14, the minister said that the country should dream not of the dark nights of partition, but of the bright dawns of freedom. "On that tragic night of Partition, in the blood- and tear-soaked soil, Mahatma Gandhi walked barefoot through the streets of Noakhali carrying his message of peace, giving out the message not of the horrors of Partition but of unity, tolerance and brotherhood amidst diversity," the minister added. Patriotism filled the air in Coimbatore on Friday as the 79th Independence Day was celebrated with a parade, the flight of tricolour balloons and peace doves, tributes to freedom fighters' descendants, and awards to achievers across departments. District Collector Pavankumar G. Giriyappanavar hoisted the National Flag and took the salute at the march-past during the celebrations organised by the district administration at V.O.C. Grounds. He honoured descendants of freedom fighters and presented commendation certificates and shields to 30 officers and 155 staff from the Revenue and other departments, along with 54 city police and 87 rural police personnel, recognising a total of 326 individuals for distinguished service. A Wagah-style parade by the City Police and a police dog show preceded cultural performances by over 700 students, all of whom received mementoes. In an eco-conscious initiative, 200 of the shields awarded were made from 50 kg of recycled plastic. Sardar Vallabhbhai Patel International School of Textiles & Management hoisted the National Flag crafted entirely from Kasturi Cotton, promoting indigenous fibre and India's textile heritage. Sainik School Amaravathinagar paid homage at its Amar Chakra War Memorial, and staff were honoured for their service. Coimbatore Marine College students formed a human map of India, symbolising unity and discipline. Later in the day, the District Collector attended the Gram Sabha of Muthur village under Kinathukadavu Taluk and reviewed stalls by government departments, including Agriculture, Women and Child Welfare, and Social Welfare, where officials briefed citizens on ongoing schemes. He urged residents to engage with government welfare programmes, participate in sports and health initiatives, and noted ongoing development works under the Anna Gram Marumalarchi scheme. InTiruppur, the 79th Independence Day celebrations held at Chikkanna Government Arts and Science College witnessed the honouring of freedom fighters, presentation of certificates to government employees, and distribution of welfare aid worth ₹86,98,610. Tiruppur District Collector Manish S. Narnaware hoisted the National Flag at the college grounds and reviewed and accepted the guard of honour presented by the police personnel. Welfare benefits were distributed under various schemes, including support for differently-abled persons, education and marriage assistance, pensions, agricultural inputs, loans under TAHDCO, the Chief Minister's Adi Dravidar and Tribal Socio-Economic Development Entrepreneurship Scheme, the 'Protect Soil, Protect Life' initiative, the National Horticulture Mission, and solar energy pump sets, supporting a total of 64 individuals.
