Restoration of 11 flood-hit schools okayed under Samagra Shiksha scheme
The minister stated that schools damaged by extreme weather events are prioritised for repair based on recommendations from the respective state governments. As per data available on the PRABANDH portal, 11 schools in Dakshina Kannada have been sanctioned for major repairs under the scheme in the past two years.
He added that the Centre's Samagra Shiksha scheme enables states to address the repair and infrastructure requirements of schools affected by natural disasters, facilitating financial support for such activities.In coordination with the National Disaster Management Authority (NDMA), the Department of School Education and Literacy under the Union Ministry of Education has issued separate guidelines and advisories to urgently restore infrastructure and services in flood-affected schools. In addition, under the National Disaster Response Fund (NDRF), the Centre has initiated repair works for 240 school buildings in Dakshina Kannada for 2024–25. The state government has taken up repair works for another 312 schools under its own funding.
During the Monsoon Session that began on Monday, MP Capt. Brijesh Chowta raised concerns over the extensive damage to over 290 government schools in Dakshina Kannada due to torrential rains and sought immediate central assistance for restoration.
Welcoming the approval for the restoration of the first 11 schools under the central scheme, Chowta said efforts will continue to secure additional funding from the Union government to repair all schools affected by the heavy rains in the coastal district. He reaffirmed his commitment to ensuring that students in disaster-hit regions of Dakshina Kannadahave access to safe and functional school infrastructure at the earliest.

Malik (79) died on Tuesday at a hospital in New Delhi after a prolonged illness, his personal staff said. He was 79. Malik, who had also held the positions of governor of Goa, Bihar, Meghalaya, and Odisha, besides being a member of the Lok Sabha and the Rajya Sabha in his long political career, died at 1.12 pm at the Ram Manohar Lohia hospital in New Delhi. He was in the ICU of the hospital for a long time, getting treatment for various ailments, the staff said. In his gubernatorial role in Jammu and Kashmir, Malik oversaw the abrogation of Article 370 and the bifurcation of the state into two Union Territories on August 5, 2019. Coincidentally, he took his last breath on the sixth anniversary of the Centre's move. Malik attracted a lot of controversy after alleging that he was offered a bribe to clear files of two major projects in Jammu and Kashmir and questioned the BJP-led central government over issues related to farmers and the Pulwama terror attack, among others.

Centre blocks debate on Bihar electoral roll revision, cites EC autonomy; Opposition cries foul
NEW DELHI: The Union government has signaled its unwillingness to allow a debate on the Special Intensive Revision (SIR) of electoral rolls in Bihar, with Rajya Sabha Deputy Chairman Harivansh invoking a 1988 ruling by former Lok Sabha Speaker Balram Jakhar to reject the Opposition's demand. On Tuesday, Harivansh cited Jakhar's December 1988 decision, which barred parliamentary discussion on the functioning or decisions of the Election Commission (EC), stating that the autonomous body's actions cannot be scrutinized in the House. 'You know that I cannot comment upon the actions and decisions of the EC, which is an autonomous body. Never before have I done it, nor will I do it now. Unless you amend the Constitution and bring the EC under parliamentary purview, we cannot discuss its decisions,' Harivansh said, quoting Jakhar's ruling. The Deputy Chairman's remarks came as he dismissed 34 notices submitted by Opposition MPs, most seeking the suspension of business under Rule 267 to urgently debate the SIR in Bihar and other states. Harivansh cited procedural flaws, including incorrect formatting, the sub judice nature of some matters, and the absence of precedent for such discussions. He expressed concern over the frequent misuse of Rule 267, meant for 'rarest of rare' cases, noting that most notices lacked proper citations or pertained to issues outside Parliament's jurisdiction. 'Despite clear rules, some members are using Rule 267 casually, disrupting proceedings when their notices are disallowed,' he said. Highlighting historical data, Harivansh pointed out that very few such notices had been accepted—none between 2000–2004, only four from 2004–2009, one out of 491 during 2009–2014, and just six out of 3,152 between 2014 and the 2025 Budget Session.

India, however, considers these measures to be safeguard actions that should have been notified and subjected to consultations under the WTO's Agreement on Safeguards (AoS). "India has accordingly reserved its right to suspend substantially equivalent concessions (right to impose equal trade measures in response) due to the US's non-compliance with its obligations under the AoS," he said. In another reply, the minister said India has not taken any decision to suspend or restrict trade or tourism activities with Turkey and Azerbaijan. However, the import from Turkey has declined from USD 3.78 billion in 2023-24 to USD 2.99 billion in 2024-25. The major items imported from Turkey during 2024-25 include Petroleum Crude, Gold, Inorganic Chemicals, Granite, Natural Stones and Aircraft & Spacecraft parts. The major items of import from Azerbaijan during 2024-25 include Finished Leather, Medical and Scientific Instruments, Raw Hides and Skins, Fruits/Vegetables Seeds and Hand Tools, Cutting Tools of Metals.
