FM Sitharaman hails Meghalaya's growth, praises full use of SASCI funds

Union Finance Minister Nirmala Sitharaman on Friday praised Meghalaya's progress under Chief Minister Conrad K. Sangma, calling the state a model of effective and purposeful development.
She highlighted the state's exemplary utilisation of its entire allocation of ₹5,400 crore under the Special Assistance to States for Capital Investment (SASCI), setting an example for other states to follow.
Speaking at a programme, Sitharaman said, "While some states are unable to fully utilise their shares, Meghalaya has effectively used its entire allocation to build capital assets. I will put on record my appreciation of Meghalaya's efforts." She reaffirmed the Centre's commitment to the Northeastern region, adding, "The government looks at the region as one to empower, act, strengthen and transform." The FM also pointed out key development achievements in the state, including the construction of over 540 km of roads and a five-fold increase in optical fibre coverage since 2014.
She praised the state's performance in centrally sponsored schemes such as the Jal Jeevan Mission, PM Awas Yojana, PM Jeevan Jyoti Bima Yojana, and the Swachh Bharat Mission.
CM Sangma, while addressing the gathering, said the state government follows a model of purpose-based, target-based, and result-based governance.
He reaffirmed the government's ambition of making Meghalaya one of the top 10 states in India by 2032 and informed her that the state was now on the verge of becoming a $6-billion economy, with a growth rate nearing 15 per cent, significantly higher than the national average.
The CM also highlighted how the state leveraged a large number of schemes and projects through Externally Aided Projects (EAPs), which have served as a key source of funding for smaller states.
The total funding through EAPs is nearing ₹12,000 crore, supporting a wide range of development initiatives across Meghalaya, he said.
A series of important projects were launched during Sitharaman's visit.
Among them was the initiative to establish digital libraries in remote areas of the state, with a total budget of ₹162 crore under SASCI.
Implemented by the State Rural Employment Society, the project aims to set up 750 digital libraries across rural areas, connecting youth to the National Digital Library and fostering a reading culture.
The redevelopment of Umiam Lake was another key project inaugurated with a funding of ₹120.81 crore under SASCI.
The initiative aims to transform the waterbody into a world-class eco-tourism hub, expected to attract over 1.27 lakh tourists annually and create nearly 4,000 jobs.
Sitharaman also laid the foundation for the development of MICE (Meetings, Incentives, Conferences, and Exhibitions) and tourism infrastructure at Mawkhanu, with a total investment of ₹103 crore.
Spread across 106 acres, the project includes a Meghalayan Experience Theme Park, an open-air amphitheatre, and festival zones designed to boost tourism beyond Shillong.
A major highlight of the announcements was the proposed ₹732-crore Mawkhanu Football Stadium, a state-of-the-art complex with a residential football academy developed in partnership with NorthEast United FC.
The project reinforces Meghalaya's reputation as the football capital of India.
The FM also launched a project to construct working women's hostels with a total investment of ₹132 crore under SASCI.
These hostels will provide safe and affordable accommodation, with 400 beds in Shillong and 200 beds each in Jowai, Byrnihat, and Tura.
In addition, the Union minister inaugurated the office-cum-residential complex for the Central Board of Indirect Taxes and Customs (CBIC) at New Shillong, with a budget of ₹256.23 crore, to strengthen administrative operations in the state.
Another significant project was the launch of the Northeast Regional Campus of the Indian Institute of Corporate Affairs (IICA) at Mawkhanu.
The₹ 100.95 crore campus, funded under the Prime Minister's Development Initiative for North East Region (PM-DevINE), will serve as a premier centre for corporate governance, economic research, and capacity-building.
This marks the first time that the IICA is establishing a presence outside Delhi.
A cheque distribution ceremony was also held, where beneficiaries of schemes such as PM MUDRA, PM SVANidhi, PMEGP, and NPS Vatsalya received financial support.
In a significant boost to Meghalaya's organic farming sector, Sitharaman also flagged off a two-metric-tonne consignment of premium organic pineapples to LULU Retail in Dubai. This consignment, under the IFAD-supported Megha-LAMP initiative, was sourced from farmers of the Jirang Organics Farmer Producer Company in Ri-Bhoi.
Speaking to reporters, Sitharaman said 92 villages in the state, located along the India-Bangladesh border, have been selected under the second phase of the Centre's Vibrant Village Programme (VVP) and will be designated as the "first villages of India." Sitharaman said the move underscores the strategic and development importance of border villages.
Sitharaman highlighted that the VVP is part of a broader government initiative aimed at ensuring the development of villages along India's borders with countries such as Bangladesh, Myanmar, Tibet, China, and Nepal.
The programme aims to transform remote and often neglected settlements into hubs of infrastructure, connectivity, livelihood, healthcare, and education, she added.

Chennai: In a strong criticism of TN's State Education Policy (SEP) , L Jawahar Nesan, a former member of the high-level committee formed to frame the SEP, said the policy lacked fundamental elements of an education policy and urged the chief minister M K Stalin to withdraw the policy. Stalin on Friday released the 67-page SEP document for school education. Jawahar on Tuesday told reporters, "The policy lacked any concrete idea or proposal for the educational upliftment of all children in the 21st century and it aligns in letter and spirit with the National Education Policy (NEP)." "Any public policy should be released first as a draft policy for public consultation. While some stakeholders were engaged in a limited manner through public hearings to inform the policy's context, the draft policy was not subjected to comprehensive public consultation before being unveiled. This approach contravenes the fundamental principles of inclusive and participatory public policy making," he said. The SEP appears to approach education in a lackadaisical manner, proposing populist slogans as solutions," said Jawahar. "The unveiled document does not reflect even an iota of understanding of what TN's distinct features, problems, conditions, and challenges are, nor how its recommendations can serve as genuine solutions to address these issues," he said. In a rebuttal, school education department said SEP preserves TN's educational autonomy while preparing learners for global challenges. "It provides a solid foundation to be built upon with regularly updated, measurable action plans. It also strengthens social justice, retains and upgrades welfare measures, and introduces future-ready curricula, ensuring flexibility," a release said. New Delhi: The National Sports Governance Bill was passed in the Rajya Sabha on Tuesday. Aimed at bringing reforms in sports administration and making sports bodies transparent, the bill was cleared by the Lok Sabha on Monday and all set to be notified as an act. (Sansad TV) This is the first time that a legislation on sports has been framed in the country. Until now, the National Sports Code, 2011, along with various court orders on good governance, provided the legal framework for the national sports federations, IOA and other sports bodies to follow. However, it has long been felt that a single, comprehensive law, binding on all sports federations, is needed to streamline governance and bring transparency. The bill has divided opinions. Critics of the National Sports Governance bill have pointed out that the legislation is an attempt by the government to take 'control' of the sports federations which are 'autonomous' bodies and owe their allegiance to international sports federations and Olympic charter. Another fear expressed by some experts is that provisions of the bill like relaxing age and tenure restrictions of officials, will throw water on years of 'good governance' practices the top courts of the country have imposed on the federations. The NSFs get the majority of their funds from the government and that makes them answerable. Despite guidelines and directives of good practices, transparency and ethics enshrined in the Sports Code and court orders, federations are still not run professionally. Litigations related to elections, administrative wrongdoings, and even selection matters -- especially during major international events -- are so common that it has hampered governance of federations, eventually impacting athletes and India's chances. Allaying apprehension of government's interference in federation matters, Sports Minister Mansukh Mandaviya told the upper house that the intention through this bill is to play a 'supportive role' so that Indian athletes can perform to their true potential and enhance the country's performance at the international level. 'Government has no intention to interfere in the functioning of sports federations. The National Sports Board (which will register sports bodies) will operate in an independent manner. All disputes will be taken up by the National Sports Tribunal and when elections happen in federations, the National Sports Election Panel will do a transparent election. There will be no intervention from the government,' said Mandaviya. The sports federations will have to align their constitution as per the legislation. 'This bill will usher in transparency, accountability, and gender parity. It will empower athletes and build confidence among sponsors and federations. It is about justice and fair-play,' said Indian Olympic Association President PT Usha, a Rajya Sabha member, during discussion on the bill. Usha said the bill will give a push to India's ambition to host the 2036 Olympics. 'This legislation comes at a time when India is dreaming big, dreaming for its rightful share in the global sporting fraternity by hosting the 2036 Olympics. It is a clarion call for action,' she said. 'This bill is a critical pillar of a grand vision. Let us see this as a moral promise, a promise that athletes will no longer be let down by an apathetic system,' she said. Congress general secretary in-charge communications Jairam Ramesh felt this would lead to 'extreme centralisation'. 'The National Sports Governance Bill, 2025 was bulldozed through the Lok Sabha yesterday (on Monday and will perhaps be subject to the same treatment in the Rajya Sabha today,' he said on X. 'The Bill will result in the extreme centralisation of sports administration. And, of course, the BCCI will get the most favoured treatment, not subject to any laws of the land like the RTI.' The challenge will be to implement the provisions in states and district level with sports being part of the state subject. All affiliate units of national sports bodies also have to be registered with the Board.
