SONA 2025: Marcos to award merit scholarships to exemplary HS students

High school students with exceptional academic performances will be given presidential merit scholarships, President Ferdinand Marcos Jr. said on his fourth State of the Nation Address Monday.
In SONA 2025, Marcos said the scholarship program will be awarded to graduating high school students with highest honors in recognition of their efforts.
'Bilang natatanging pagkilala, gagawaran natin ng Presidential Merit Scholarships ang mga high school graduates na makakakuha ng Highest Honors,' he said.
(To recognize their efforts, high school students with highest honors will be awarded with presidential merit scholarships.)
Malacañang has yet to provide further details on the scholarship program.
Meanwhile, the President also reiterated that Technical Vocational Education and Training (TVET) programs will be included in the strands for the senior high school (SHS) curriculum program.
'Ibig sabihin, ang mag-aaral natin, Senior High School pa lamang, makakapili na siya kung Bookkeeping, Agribusiness, Electrical, o Graphic Design ang kanyang napupusuang larangan,' he said.
(This means that as early as SHS, students can choose if they want to pursue Bookkeeping, Agribusiness, Electrical, or Graphic Design.)
'Diretso pagka-graduate, puwede na agad mag-hanapbuhay kung gugustuhin, dahil para na rin siyang nakapag-aral sa TESDA at nakakuha ng NC II o NC III,' he added.
(After they graduate, they can already work if they want to because it would like they they studied under TESDA and completed NC II or NC III.)
Marcos vowed of additional P60 billion budget in support for the free tertiary education and technical vocational (tech-voc) programs in the country. He also said the number of scholars under the TESDA tech-voc program grew by 200,000 in 2024. —AOL, GMA Integrated News

President Ferdinand Marcos Jr. has ordered the creation of an Inter-Agency Task Force that will lead the country's preparation for hosting the FIFA Futsal Women's World Cup (FFWWC) 2025. The Philippines is set to host the FFWWC for the first time from Nov. 21 to Dec. 7, where Pasig City and Victorias City in Negros Occidental will serve as host venues for the 16 top women's national teams. Signed on July 30 by Executive Secretary Lucas Bersamin, Administrative Order (AO) No. 35 stated that the task force will serve as the central coordinating body for concerned government agencies, local government units (LGUs), and private units in planning, organizing, and executing the international futsal tournament. Marcos directed the Philippine Sports Commission to be the chair and secretariat of the task force, while the Department of the Interior and Local Government will serve as the vice chair. Meanwhile, the following are among the agencies tasked to be members of the task force: the Department of Tourism, Department of Foreign Affairs, Department of Finance, Department of Budget and Management, Department of Health, Department of Information and Communications Technology, Department of Public Works and Highways, Department of Transportation, Presidential Communications Office, the Philippine National Police, Bureau of Immigration, and Metropolitan Manila Development Authority. The task force is directed to plan, implement, and procure materials for the tournament. It is also tasked with coordinating plans and activities and forming an executive committee, if needed, to oversee operations. The task force is authorized to accept donations, contributions, grants, and gifts from domestic and international sources, in accordance with existing laws and regulations. All national government agencies, state universities and colleges, and government-owned and -controlled corporations (GOCCs) are directed to provide support and assistance to the task force. Meanwhile, LGUs and private sector partners are urged to support the initiative. The funds for the implementation of the event will come from the available budgets of the concerned agencies, following existing financial laws and regulations. 'The hosting of the FFWWC 2025 aims to advance the development of futsal in the country, inspire greater sports engagement among Filipinos, elevate the Philippines' standing in the international sports arena, and generate economic and tourism opportunities through a globally recognized event,' the AO read. —Mariel Celine Serquiña/KG, GMA Integrated News

Senator Erwin Tulfo has proposed to provide livelihood capital to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) instead of cash transfer to curb reported abuses. 'If we give them capital, they can use it to start businesses and contribute to the economy. We can provide them enough funds to start a sari-sari store, an eatery, or even engage in online selling,' Tulfo said Sunday in a statement. This after some 4Ps beneficiaries were reportedly caught using their cash grants on gambling and illegal drugs. Tulfo added some 4Ps beneficiaries 'would rather have livelihood capital instead of monthly cash transfer.' 'It is also hard for them to hear that they are being called freeloaders, lazy, and that they do not add value to the country,' the senator said. 'It is also unfair to low-wage earners like security guards, janitors, or house helpers who tighten their belts due to lack of funds but receive nothing from the government, such as 4Ps, since they are not qualified,' he added. The lawmaker said this proposal is one of the topics he aims to deliver in his upcoming meeting with President Ferdinand Marcos Jr. and Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian. However, the date was not disclosed. During the Post-SONA discussion on Tuesday, Gatchalian shared that the President's call to amend the 4Ps law would that would allow those in the program to stay longer than seven years. Marcos transfers Sulu to Region IX following SC decision on BARMM

President Ferdinand Marcos Jr. has moved Sulu to Region IX, also known as the Zamboanga Peninsula, after the Supreme Court (SC) ruled last year that the province is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Signed on July 30, Marcos' Executive Order 91 said there was an ''urgent need to effectively implement and address the impacts'' of the SC ruling, ''including the regional affiliation of the Province of Sulu, while continuing to ensure the uninterrupted governmental operations and delivery of essential government projects, programs, and activities within Sulu.'' He directed all national government agencies to include Sulu under Region IX for regional administration, development planning, investment programming and budgeting, and other relevant purposes. Marcos also established a technical working group (TWG) headed by the Secretary of the Department of Budget and Management. The TWG's functions are to oversee and monitor the implementation of the SC decision, prepare and release a transition plan, address any issues or concerns arising from the SC ruling, request assistance from relevant agencies in implementing the EO, and submit an annual report to the Office of the President. Last September, the SC upheld the constitutionality of the Bangsamoro Organic Law (BOL), but it also declared that Sulu should not have been included in the BARMM.
