The Bill includes punishment for marriage under false identity and incitement for conversion through social media, messaging apps or any online medium, among others.
The bill has broadened the definition of inducement, which includes gifts, cash/goods benefits, employment, free education, promise of marriage, hurting religious sentiments or glorifying another religion, all of which are included in the category of crime.
The bill has placed a ban on the use of digital means to spread propaganda or incitement for conversion through social media, messaging apps, or any online medium, which is punishable.

Under the bill, strict punishment, up to 3 to 10 years for general violation, 5 to 14 years in cases related to sensitive sections, 20 years to life imprisonment in serious cases and a heavy fine are made.
The bill has made provision for protection, rehabilitation, medical, travel and maintenance expenses of the victims.
The state government said that this law will protect the religious rights of citizens, prevent conversion by fraud, inducement or pressure and maintain social harmony.
Earlier, on Wednesday, Uttarakhand Chief Minister Pushkar Singh Dhami inaugurated and laid the foundation stone of Yoga Park and other development works in Kedarpuram under Dehradun Municipal Corporation. On this occasion, he launched the AI chatbot 'Nigam Sarathi' and also unveiled the document of Green Policy.
The Chief Minister planted a Rudraksha sapling under the name of Ek Ped Maa Naam, which was the one lakhth sapling planted this year under the Municipal Corporation area of Dehradun under the massive plantation campaign run by the government. In the programme, the Chief Minister also honoured the Swachhata Samman Senand Tax Inspectors. On this occasion, the Chief Minister also administered a collective oath for de-addiction.

Uttarakhand to repeal madrassa Act, new law to cover all minority institutions
Uttarakhand CM Pushkar Singh Dhami (File photo) DEHRADUN: In a significant move claimed to be the "first in the country", Uttarakhand cabinet on Sunday approved Uttarakhand Minority Educational Institutions Bill, 2025, set to be introduced in the legislative session starting Aug 19, paving way for educational institutions of Sikhs, Jains, Christians, Buddhists and Parsis to get minority status benefits in the state. Previously, minority educational status under state law applied only to Muslim institutions. The legislation will replace Uttarakhand Madrassa Education Board Act, 2016, and Uttarakhand Non-Governmental Arabic and Persian Madrassa Recognition Rules, 2019 - which are to be now repealed, effective July 1, 2026. Key provisions of the new law include establishing Uttarakhand State Minority Education Authority (USMEA), mandatory recognition for minority institutions, protection from interference and registration under the Society, Trust, or Company Acts. USMEA will oversee education quality and conduct assessments as per standards of Uttarakhand School Education Board, officials familiar with the matter said. Speaking on the issue, chief minister Pushkar Singh Dhami said, "The Uttarakhand Minority Educational Institutions Bill marks a significant and historic step in the field of education in Uttarakhand. Our govt has consistently worked towards protecting the constitutional rights of minority communities and providing equal opportunities in education. It will not only enhance transparency but also ensure the quality and excellence of education. Communities such as Muslims, Sikhs, Jains, Christians, Buddhists and Parsis will benefit from it. State govt's goal is to promote social harmony and inclusive development through education."

BJP MLC slams cow vigilantes, says anti-slaughter Act is against farmers
Days after Deputy Chief Minister Ajit Pawar held a meeting with top police officials on the growing menace of gaurakshaks (self-styled cow vigilantes), ruling Bharatiya Janata Party (BJP) MLC and farmer leader Sadabhau Khot on Sunday said that the Maharashtra Animal Preservation (Amendment) Act, 2015, that prevents the slaughter of cow, bulls and bullocks is against farmers. Speaking to The Indian Express, Khot said, 'Let's be very clear. No farmer would part ways with productive cows. Dairy is a supplementary business of lakhs of farmers in the state. The earning from this is now being spent on taking care of unproductive animals as transfer of these animals is not only banned but under threat from these so-called gaurakshaks. The Act (against cow slaughter) is actually turning against farmers…' About cow vigilantism in the state, he said, 'These gaurakshaks resort to extortion from genuine farmers and traders, bringing the transport of animals to a complete standstill.' Khot, a farmer leader from western Maharashtra's Sangli district, said that as a farmer leader he feels that if the present act (to prevent cow slaughter) threatens the livelihood of farmers, then it should be 'torn apart'. 'This (the act) is not even helping desi cows as those are getting replaced by Jersey cows. The transfer of newer breeds from different states has totally stopped due to fear of these cow vigilantes. The so-called gaushalas (cow shelters promoted by the state government) should pay the market price to farmers for unproductive cows and must come forward to rescue the farmers,' he said, adding that he was 'ready to pay any price' for his stand. Last week, The Indian Express had reported that Deputy Chief Minister and Nationalist Congress Party (NCP) chief Ajit Pawar held a meeting with top police officials in the state over the demands raised by the Qureishi community, which has been complaining against cow vigilantes who allegedly beat up and extort money from animal traders. Following the meeting, state police issued a circular, clarifying that private individuals have no authority to inspect vehicles that transport animals but only police can act against them. Terming the circular issued by Maharashtra police an eyewash, Maharashtra Congress spokesperson Sachin Sawant said, 'The circular says that only police can take action against illegal animal trade. But it does not say what action will be taken against the private individuals if they are take law in their hands? The majority of these so called cow vigilantes are linked to BJP and RSS and this issue is used for the politics of polarisation.'

Gorakhpur: Chief Minister Yogi Adityanath on Sunday said that green hydrogen represents the "energy of the future" and will play a decisive role in protecting biodiversity, reducing carbon emissions, and improving human health. "With abundant water resources, UP is well-positioned to emerge as a hub for green hydrogen production," the CM said. Inaugurating Uttar Pradesh's first and the country's second green hydrogen plant at Khanimpur in Gorakhpur, set up by Torrent Gas and Torrent Power, the CM underlined that Prime Minister Narendra Modi's vision of achieving net zero emissions had set the agenda for sustainable growth. "If we wish to save humanity and civilization, we must minimize carbon emissions. Green energy will be crucial not just for the environment but also for reducing diseases caused by pollution," he said. The Gorakhpur facility will blend green hydrogen with CNG and PNG for domestic and industrial use.
