GST rate rationalisation is welcome, but States' revenues must be protected: Karnataka Revenue Minister Byre Gowda
Reforms in the Goods and Services Tax (GST) regime with rate rate rationalisation is a welcome move, but State governments are concerned with the impact of the same on the revenues accruing to them, according to Karnataka Revenue Minister Krishna Byre Gowda. Speaking to The Hindu, Mr. Gowda, who is also a member of the Group of Ministers (GoM) on rate rationalisation, said that the impact of the Centre's proposals have to be carefully assessed. A major overhaul of GST was announced by Prime Minister Narendra Modi during his independence day address, with a flat two rate structure of 18% and 5% proposed by the Centre. 'We are for rate rationalisation. The rate impact of the same is on the revenues of the state are of great concern. Since the Central Govt has carried out these deliberations and developed proposals outside the GST consultation forum, we are not in the knowledge of the full proposals including measures to protect State revenues, if any. We are looking forward to understand and discuss,' he said. While the Centre, he said, had various other revenue sources, i. e. Direct taxes, customs, dividends of monopoly PSUs, dividends from RBI, etc, the States have very limited sources. 'GST is the biggest source for the states. So, any major shock in GST will fundamentally affect the fiscal health of the states. So, we would like the rate rationalisation carried out along with protections for state revenues,' he added. Mr. Gowda added that his government had raised the consequential impact of GST on State's finances before the Finance Commission, but did not get much joy out of the response, which basically kept separate the GST and other financial issues. 'In my view, though, this is a structural issue. The GST, by moving from origin to destination principle, has fundamentally affected and altered long term revenue and fiscal trajectory of some states. Hence, it is a fiscal issue. Now, if the Finance Commission refuses to recognise this, then states like Karnataka and few others will get the wrong end of both worlds. GST council will only discuss GsT issues and will consider fiscal issues as extraneous and outside the mandate of the Council and hence not really to be debated in the Council. And, FC will refuse to discuss the fiscal impact of GST in state finances,' he said. 'With no redressal mechanism in the federal structure. I sincerely hope, for the sake of our federal unity, that these issues will be understood and adequately addressed. I hope these issues will not be brushed aside. Such a move will only harm the federal spirit,' he added. A meeting of the GoM on rate rationalisation will be addressed by Union Finance Minister Nirmala Sitharaman on Wednesday (August 20, 2025).

Remove GST on handloom, insurance: KT Rama Rao to Centre
Hyderabad: BRS working president KT Rama Rao has demanded that the Centre completely remove goods and services tax (GST) on handloom products and on all life and health insurance policies. Tired of too many ads? go ad free now Along with these, GST should be abolished on all education-related fee, cancer medicines, and life-saving drugs that are critical for survival. He also called for a reduction of taxes and the complete removal of cesses on petrol, diesel, and LPG. He said the practice of collecting cesses instead of taxes was a deliberate strategy to bypass revenue sharing with states. "This is not just unjust — it is undemocratic," KTR added. The BRS working president wrote a letter to the Centre ahead of the upcoming GST council meeting, criticising the Modi-led administration for what he called "headline management through hollow announcements" instead of addressing core economic issues faced by ordinary Indians. In particular, KTR slammed the Centre's recent media campaign around the removal or revision of the 12% GST slab, calling it a diversionary tactic meant to overshadow the crippling burden imposed by fuel prices and unjust taxation policies over the last decade. He said the Centre was aggressively promoting the idea that removing the 12% GST slab would bring a 'real Diwali' to the people. But for a govt that consistently raised petrol, diesel, and LPG prices — collecting lakhs of crores from the public — "this is nothing more than propaganda", KTR said. Reiterating the long-standing BRS demand, KTR asked the Centre for complete removal of GST on handloom products, asserting that the handloom sector was not just an economic contributor but also a custodian of India's cultural heritage.

Expansion plans & easing asset woes to lift CreditAccess
ET Intelligence Group: The stock of CreditAccess Grameen has gained nearly 12% over the past eight trading sessions after the country's largest microfinance lender announced the appointment of Ganesh Narayanan as the new managing director and CEO on August 6 after RBI's approval. The sector indices have gained over 1% during the period. The company has undertaken accelerated write-offs to clean up the loan book , which has resulted in higher credit costs. The situation is expected to normalise from the December quarter. Given the company's plan to open 200 branches in the current fiscal year and receding pressure on asset quality , the credit growth is expected to be higher in the second half of the current fiscal year. Dwindling credit quality in the microfinance segment over the past few quarters has affected the performance of CreditAccess. For its overall portfolio, 90-day PAR (portfolio at risk ratio) shot up to 3.3% from 1.1% in the year-ago quarter. The company has suffered a greater asset quality stress in Karnataka, which accounts for nearly one-third of its loan book. The PAR ratio for Karnataka in the 90 days and above category increased to 5.1% in the June quarter from 2.4% in the previous quarter. Live Events According to the company management, Karnataka has started showing stabilisation in PAR in the current quarter. In addition, the implementation of stricter norms for loan disbursement has reduced the proportion of highly leveraged borrowers (which have borrowed from three or more lenders) to 11.4% in June from 25.3% last August. The credit cost increased to ₹571.9 crore in the June quarter from ₹420.1 crore in the September 2024 quarter. This was largely due to accelerated write-offs as the proportion of new PAR accretion in the credit cost fell to 61% from 90% during the period. This raises hope that credit costs may ease in the second half of the current fiscal year. Apart from asset cleanup, the company has also increased focus on retail financing, which is likely to form 12-15% of the loan book by FY28. The segment contributed 7% to the gross loans in the June quarter compared with 3% in the year-ago quarter. Axis Securities expects annual growth in loan book and net profit at 18% and over 50% between FY25 and FY28. It has raised target price to ₹1,485 from earlier ₹1,350, implying FY27 expected price-book multiple of 2.5. Stock was last traded at ₹1,351 on Tuesday on the BSE.
