Representatives Sec Gen Congratulates Shura Sec Gen on Prestigious Award
Manama: Mohammed Ibrahim Al Sisi Al Buainain, Secretary-General of the Council of Representatives and Secretary of the Executive Committee of the Parliamentary Division, extended his congratulations to Kareema Mohammed Al Abbasi, Secretary-General of the Shura Council, upon her receiving the Arab Parliamentary Excellence Award. This accolade was awarded in the 'Secretary-General of Parliament' category by the Arab Inter-Parliamentary Union.
According to Bahrain News Agency, the award ceremony took place during the 38th Conference of the Union, hosted in Algeria. Al Buainain remarked that this recognition signifies the progress and achievements occurring in all sectors under the Kingdom's comprehensive development strategy, steered by His Majesty King Hamad bin Isa Al Khalifa and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.
Al Buainain also acknowledged the ongoing support and guidance provided to the General Secretariats of both the Council of Representatives and the Shura Council by Ahmed bin Salman Al Musallam, Speaker of the Council of Representatives and Chairman of the Executive Committee of the Parliamentary Division, and Ali bin Saleh Al Saleh, Chairman of the Shura Council. He stressed the importance of the support from all members of the Council of Representatives and the Shura Council, alongside the hard work of the staff in the two General Secretariats.
He further praised Al Abbasi for her contributions to the Shura Council's operations, highlighting her role in administrative services and her commitment to fostering collaboration with the General Secretariat of the Council of Representatives. Her dedication to enhancing the operations of General Secretariats in Arab parliaments and councils, as well as her efforts in strengthening their presence in regional and international forums, was also commended.

'This prosperous era is deeply rooted in values of humanity, justice, and wisdom,' he said. 'We have moved forward under His Majesty's vision to uphold human dignity and safeguard our humanitarian and cultural legacy.' He emphasized that the alternative sentencing initiative is one of the cornerstones of this reform era, a programme that reflects Bahrain's belief in second chances and community rehabilitation. Not a Reward, but a Responsibility Clarifying a common misconception, the Interior Minister stressed that alternative sanctions are not intended as leniency for dangerous offenders. 'They are not granted to those who pose a threat to public safety or social peace,' he said. 'Rather, they are designed for individuals who have recognised their mistakes, taken responsibility, and committed to reintegrating into society.' He described the programme as a humanitarian initiative that strengthens national trust, reunites families, and enhances a legal culture rooted in accountability and reform. Centre of Excellence In a significant announcement, the Minister revealed plans to establish the Centre of Excellence for Alternative Sanctions and Open Prisons, a regional hub that will train and qualify professionals involved in implementing alternative sentencing. Since its inception, Bahrain's alternative sentencing and open prison programme has earned recognition on the local, regional, and international levels. Developed in partnership with the Public Prosecution, the programme is rooted in the principle that while justice must be served, it should also provide avenues for redemption and rehabilitation. Shura reviews 30-day grace period for work permit renewals
A 30-day window to renew expat work permits and a cap on how many can be issued has been proposed during a review by the Shura Council's Services Committee. The committee, chaired by Dr Jameela Mohamed Redha Al Salman, met yesterday to discuss two amendments to Bahrain's 2006 law on labour market regulation. Present at the meeting were Labour Market Regulatory Authority (LMRA) Chief Executive Nibras Mohamed Talib and Labour Ministry Labour Relations Director Mai Hassan Al Asmi, along with senior staff from both bodies. One proposal seeks to give employers an extra month to renew work permits without facing penalties. As things stand, failure to renew on time means sanctions under Article 36 of the law. The second proposal calls for the national labour market plan to set a fixed upper limit on the number of permits granted by the LMRA. Current wording leaves that decision open-ended. Also on the table was a draft law to regulate artistic professions. The proposal, submitted by members Nancy Deena Elly Khedouri, Dalal Al Zayed, Khalid Al Maskati, Redha Faraj and Dr Mohamed Al Khozaie, would require anyone working in the arts to obtain a licence from the minister. The draft sets out a plan to issue professional cards to Bahraini artists, giving them access to certain benefits. It also includes the creation of a fund to support artistic work and provide backing for artists in the country. The draft further calls for stronger legal cover for those working in the arts, aiming to treat the field as a recognised line of work. It includes provisions for financial and social backing for Bahraini artists and refers to the arts as part of Bahrain's cultural identity.
