OVP to seek P733-M budget for 2026 — Sara Duterte

GMA Network16-06-2025
Vice President Sara Duterte said Monday that the Office of the Vice President (OVP) would submit a P733 million budget proposal for fiscal year 2026, which is the same amount approved for her office this year.
Duterte said that she is no longer expecting a higher budget allocation for the OVP since she is not allied with the Marcos administration. That is why, she said, she decided to propose the same amount next year, with only a few adjustments considering the inflation.
'Hindi siya kalayuan doon sa approximately P700 million na ibinigay noong nakaraang taon para sa Office of the Vice President. Hindi siya malayo sa 2025 budget,' she said at a press conference.
(That is not far from the approximately P700 million given last year to the Office of the Vice President. That is not far from the 2025 budget.)
'Inaasahan ko naman na hindi ibibigay 'yung budget ng [OVP] dahil nga hindi naman kami kaalyado ng administrasyon at nakita na natin 'yun nung nakaraang taon, na syempre kung hindi ka sumusunod, hindi ka kaalyado, ay hindi ka ay hindi ka mabibigyan ng pondo para sa mga programa ng opisina mo,' she added.
(I expect that a higher OVP budget will not be given because we are not an ally of the administration and we saw that last year, that if you do not follow them, you are not an ally, then you will not be given funds for the programs of your office.)
Duterte also said that she does not want to see members of her office being "embarrassed" by lawmakers both from the House of Representatives and the Senate during the budget deliberations.
She also said that she is still unsure whether or not she will attend the deliberations for the proposed 2026 budget of the OVP.
Last year, the House decided to reduce the budget of the OVP from the originally proposed P2 billion to P733 million amid Duterte's refusal to answer lawmakers' questions on OVP budget use, including confidential funds.
The Senate retained the House-introduced budget cut despite calls from Duterte's allies to restore some of OVP's proposed funding for social services.
The Vice President lamented the budget cut, saying that around 200 OVP personnel could lose their jobs and some projects of her office would have to be halted.
'Wala kaming madagdag na project for 2026.
(We will have no additional projects for 2026. Everything will continue... except for PANSarap and medical and burial assistance.)
Despite a significant P1.4 billion budget cut under the 2025 General Appropriations Act, Duterte said her office, so far this year, continued to provide service to the people.
She said that the OVP's medical assistance program provided aid to 127,984 beneficiaries, while the burial assistance program had 25,495 beneficiaries.
Meanwhile, over a million passengers were given free bus rides under the OVP's Libreng Sakay Program. Thousands of students and indigent Filipinos were also given help through other projects of the OVP.
'Naging mas mapaghamon ang pagpapatakbo namin ng mga programa na ang pakay ay pagbibigay ng solusyon sa ilang mga pangunahing suliranin ng mga Pilipino. Ngunit ang mga batikos at sistematikong atake laban sa OVP ay hindi naging sapat para tayo ay humina, huminto, at mabigo,' Duterte said.
(It became more challenging for us to run programs that aim to provide solutions to some of the major problems of Filipinos. But the criticisms and systematic attacks against the OVP were not enough to weaken, stop, and fail us.) — RSJ, GMA Integrated News

Romualdez sa inihain nilang mosyon sa SC: 'This is not an act of defiance. It is an act of duty'

'This is not an act of defiance. It is an act of duty,' ani Romualdez. 'We do not challenge the authority of the Court. We seek only to preserve the rightful role of the House – the voice of the people – in the process of accountability.' 'On February 5, 2025, the House transmitted the fourth impeachment complaint filed and signed by 215 Members to the Senate. Only after this transmittal did we archive the earlier three complaints. That sequence matters. It proves there was only one valid initiation, not four,' ayon kay Romualdez. 'When the Court lays down rules for how it, or others like it, may be impeached, it puts itself in the dangerous position of writing conditions that may shield itself from future accountability,' ayon kay Romualdez. 'That is not how checks and balances work.' -- FRJ GMA Integrated News

Honeylet says she's suspended from visiting Duterte in ICC detention

According to Marisol Abdurahman's report on "24 Oras," Avanceña said she was told about her suspension during her last visit to Duterte. Former President Rodrigo Duterte's common-law partner, Honeylet Avanceña, said her visitation rights to the detained former leader at the International Criminal Court detention facility had been suspended. According to Marisol Abdurahman's report on "24 Oras," Avanceña said she was told about her suspension during her last visit to Duterte. "'Nung time na yun, five minutes bago matapos, sinabihan na lang ako na isusupend daw ako. Ang sabi pa nga ni PRD doon sa lalaki na 'you cannot do that' kasi nga he's expecting me. This is my time right now. This is my schedule to visit him. Tapos the following day, wala na akong visit,' Avanceña said. (During that time, just five minutes before my visit ended, I was told that I was going to be suspended. Duterte even told the man, 'You cannot do that,' because he was expecting me. It was my scheduled time to visit him. Then the next day, I was no longer allowed to visit.) Avanceña noted that her suspension was related to a call with Duterte on July 19, when she was supposed to have commented on the case. She said she didn't know anything about the issue. She blamed Duterte's ICC-listed defense counsel Nicholas Kaufman. "I have nothing against you, pero please do not deprive us of asking other people or asking legal opinions from other lawyers also. We acknowledge you as his lawyer," Avanceña said. "You know, I know you are protecting your real practice. I don't know if you're trying to prove something [but] we are concerned about the life of this man,' she added. When asked about the legal basis of Avanceña's suspension of visitation rights, Kaufman refused to comment on the matter. 'For judicial reasons and out of respect for family privacy, I am not going to comment on the veracity of Honeylet Avanceña's allegations concerning her presence not being desired at the ICC detention centre,' Kaufman said. 'Honeylet Avanceña, so it would appear, is emotionally distressed for reasons on which, as I mentioned previously, I cannot elaborate. As a consequence, she is making all sorts of wild allegations which are being stoked by others,' he added. Kaufman further said, 'The simple fact of the matter is that the Vice President, as a lawyer herself, is fully qualified to judge the quality of my engagement with and work for the former president.' GMA Integrated News has reached out to Vice President Sara Duterte for comment. Kaufman also said visiting rights were not determined by the counsel but by the detention center authorities, with the intervention of the judges when necessary. 'The former President's health is being adequately managed and overseen by all those currently in daily contact with him,' Kaufman said. –Mariel Celine Serquiña/NB, GMA Integrated News

Jinggoy seeks accountability from DPWH over fallen Isabela bridge

'This incident is more than a structural failure. It is a failure of governance. It exposes weaknesses in our systems, weaknesses that will persist if we refuse to confront them with transparency and resolve,' Estrada said. Senate President Pro Tempore Jinggoy Estrada on Monday questioned the lack of accountability on the part of the Department of Public Works and Highways (DPWH) nearly six months after the collapse of the P1.2 billion Cabagan-Sta. Maria Bridge in Isabela. In his privileged speech, Estrada emphasized that aside from the truck driver, design consultant, and bridge contractor, there should also be public officials who exercised oversight functions that must be held accountable for the collapse. 'Why is there no mention of disciplinary actions against these supervising officials whose approval and oversight, or lack thereof, enabled this tragedy? Wala rin tayong nabalitaang inimbestigahan sila upang panagutin,' the Senate president pro tempore said. (Mr. President, we have not heard that any DPWH official was suspended concerning this project. We've also not heard that any official was investigated to be held accountable.) 'This incident is more than a structural failure. It is a failure of governance. It exposes weaknesses in our systems, weaknesses that will persist if we refuse to confront them with transparency and resolve,' he added. Estrada urged the DPWH to take full responsibility and accountability on the matter, not just by pursuing private contractors, but also by holding its officials who were involved in the planning, approval, and implementation of the project liable. 'Explain the approval process, identify the lapses in monitoring and enforcement, and most importantly, assure the public that this will never happen again—not through promises, but through concrete reforms in design, review, safety compliance, and project oversight,' he said. On February 27, a portion of the bridge that connects the town of Cabagan to Santa Maria in Isabela province collapsed, leaving six people injured. The DPWH said the bridge can only accommodate up to 44 tons, which is far from the weight of the truck, which was 100 tons. President Ferdinand 'Bongbong' Marcos Jr. visited the collapsed bridge a week after the incident and noted that it had a 'design problem.' But the engineer behind the bridge refuted this, asserting that the structure adhered to the Bridge Code of the Philippines. During the Senate Blue Ribbon subcommittee's investigation in March, Senator Alan Peter Cayetano expressed belief that the collapse of the Sta. Maria-Cabagan Bridge was not an 'accident,' as he presented several reports from the DPWH and a private construction firm that claim to show there are defects in the bridge even during its construction. –NB, GMA Integrated News
