Drainage, irrigation projects require proper process, no shortcuts ― Minister

MIRI (July 15): The implementation of drainage and irrigation improvement works cannot be rushed as they must follow proper procedures, said Minister for Transport Sarawak Dato Sri Lee Kim Shin.
Lee pointed out that multiple stages are involved, including planning, applying for funding, and engaging consultants.
'All these projects take time ― from planning to securing funds, up to awarding the tenders to contractors. We cannot take shortcuts. Consultants must be appointed to conduct studies, surveys, and to draft plans.
'The Department of Irrigation and Drainage (DID) must then submit these plans to the State Planning Authority (SPA) for approval before proceeding with project design and tender,' he told reporters during a site visit to the proposed drainage works at Taman Lopeng here yesterday.
As such, Lee urged residents to understand the situation and not assume that the authorities are ignoring flood issues in their area.
He said DID Miri has drawn up plans for a major drainage upgrade project covering areas from Taman Tunku to Padang Kerbau.
'The RM50-million project has been in the pipeline for nearly three years and funding for its implementation has been approved,' he said.
The project, slated to commence by the end of this year, aims to mitigate flood in low-lying and flood-prone zones from Taman Tunku to Padang Kerbau.
Lee added that this is one of two major drainage projects approved for his constituency.
'The other involves areas in Senadin and Lutong with a project value of RM45 million,' he added.
On the maintenance of an earth drain stretching two kilometres in Pujut Padang Kerbau, Lee said the flood drain discharges into Sungai Dalam.
According to him, RM75,000 has been allocated for cleaning works, which commenced last week and are expected to be completed within two weeks.

KUALA LUMPUR, July 23 — Malaysia and South Korea have agreed to continue expanding strategic cooperation in the areas of trade, investment, green transition, digitalisation, and defence, said Prime Minister Datuk Seri Anwar Ibrahim. He said the matter was discussed during a courtesy visit by South Korean President's Special Envoy Kim Young Choon, who is currently on a working visit to Malaysia. 'Alhamdulillah, both countries continue to agree to expand cooperation in the fields of trade, investment, green transition, digital and defence,' he said in a post on Facebook today. Anwar said that South Korea is now Malaysia's eighth-largest trading partner, with total trade worth US$23.94 billion (RM113 billion) last year. He also welcomed South Korea's intention to finalise the free trade agreement and a memorandum of understanding in the defence industry by October. Anwar said both parties also exchanged views on preparations for the 2025 Asia-Pacific Economic Cooperation (Apec) Economic Leaders' Summit, which will be held in Gyeongju, South Korea, from Oct 31-Nov 1, the third time the country has hosted the summit after 1991 and 2005. 'Malaysia supports Korea's leadership in this summit to drive a progressive and inclusive regional agenda,' he said. Anwar also extended an invitation to South Korean President Lee Jae-myung to attend the 47th Asean Summit scheduled to be held in Kuala Lumpur this October. Perak offers RM5,000 aid for trade union formation to empower workers

IPOH: The Perak government aims to encourage about 10 per cent of public and private sector workers to form trade unions in the state within the next three years as part of efforts to empower workers' rights and safeguard their welfare. State Human Resources, Health, Indian Community Affairs and National Integration Committee chairman A. Sivanesan said Perak is the first state to provide a special allocation of RM5,000 to help workers set up their unions. 'In Perak, out of 1.25 million workers, only a small number have joined unions. The membership rate in this state is lower than the national average of eight per cent. 'Unions are established in workplaces to ensure industrial harmony. If there is a union, workers can negotiate for salary adjustments every two years, as well as for health benefits and leave-related matters,' he told a press conference here today. He said union formation should now be easier following the 2023 amendments to the Trade Unions Act 1959, but many employers remain fearful and are reluctant to allow their workers to form unions. To facilitate union formation, Sivanesan said the state Trade Union Affairs Department has been instructed to represent the state government and assist the workers. 'When a pro-tem committee is formed but has yet to be registered with the Trade Union Affairs Department, it requires funding to carry out its activities, as it is not permitted to collect money. That's why the Perak state government will provide the funds. 'The funds will be used to help workers establish unions. I hope this will benefit at least 1.1 million workers who are currently not union members or have no union at their workplaces,' he said. He said that union formation is crucial as Perak is expected to have around 30,000 new workers in the future due to upcoming industrial projects in Proton City, Lumut Maritime Industrial City (LUMIC), Bagan Datuk, Chemor, and Kinta Industrial Park. - Bernama
