Phoebe, who also wrote award-winning BBC series Killing Eve, is believed to be engaged to filmmaker Martin McDonagh, 55, her partner since 2017.
Martin has worked on films The Banshees Of Inisherin and In Bruges.
Phoebe married Irish presenter and documentary filmmaker Conor Woodman in 2014.
But by 2017 the couple had separated and filed for divorce.
Since early 2018, the actress has been in a relationship with English-Irish playwright Martin McDonagh.
She made her acting debut in 2009 at the Soho Theatre.
The star first introduced the world to Fleabag back in 2014 when it was a one woman show at the Edinburgh Festival.
Phoebe got her first shot at fame in 2015, starring in the second series of ITV drama Broadchurch as junior barrister Abby Thompson.
But she really launched to fame in 2016 when the first series of Fleabag aired on BBC Two.

Actress Alex Kingston was the next star revealed to be taking part on The One Show tonight (August 11) live from Italy. Devastation as EastEnders fan-favourite reconsiders return
Stacey Slater (Lacey Turner) has been left devastated in EastEnders, after learning daughter Lily (Lillia Turner) has postponed her return to Walford. Lily made a temporary departure in May, after realising that she needed time away from her mum in the wake of her step-father Martin Fowler's (James Bye) death. Martin tragically passed away in February, falling victim to the horrific explosion that tore through The Queen Vic pub. There seemed to be a glimmer of hope as he made his exit towards the barrel store with Stacey, but a beam fell from the ceiling and crushed him. As he lay dying, he confessed his love for Stace – telling her that his reunion with Ruby Allen (Louisa Lytton) was a mistake. In the aftermath, she struggled immensely with her grief, neglecting to care for Lily and her younger siblings Arthur and Hope. Lily even turned to drink and drugs to ease her own pain. A vicious argument between mother and daughter ensued, and Lily declared that she was packing her bags and going to stay with birth father Ryan Malloy (Neil McDermott). In tonight's episode, Stacey was thrilled to hear that her eldest was coming home. Amid the buzz and excitement, she noticed that a number of market traders were staring in her direction and gossiping. But what about? To her horror, it became apparent that someone had leaked all of her SecretCam content – the BBC soap's dupe version of OnlyFans – online, for all to see. And given we saw troubled Joel Marshall (Max Murray) accessing her profile last week, it's probably who we'd put our money on being responsible! Alex Kingston is the third celebrity contestant announced for Strictly Come Dancing 2025
Doctor Who and ER star Alex Kingston has been announced as the second celebrity taking part in the new series of Strictly Come Dancing. The multi-award-winning entertainment show, produced by BBC Studios, will return to BBC One and BBC iPlayer for its new series this September. Alex Kingston has been a star of stage and screen for more than four decades, gaining international fame as Dr Elizabeth Corday in the global hit TV drama ER for eight years, winning a SAG award in the process. She is known to millions of Doctor Who fans as the iconic River Song, aka The Doctor's Wife, a role she has played opposite three Doctors on screen and continues in audio adventure and novel form.
