Southwest Monsoon to bring rains over PH
Zambales, Bataan, and Occidental Mindoro will experience monsoon rains. Moderate to heavy with at times intense rains may possibly result in floods or landslides.
Metro Manila, Ilocos Region, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, and Oriental Mindoro will have occasional rains. Floods or landslides are possible due to moderate to heavy rains.
In its heavy rainfall outlook, PAGASA said 50 to 100 mm of rainfall may be expected in Metro Manila, Pangasinan, Zambales, Bataan, Cavite, Batangas, and Occidental Mindoro today.
Visayas, the rest of Luzon, Zamboanga Peninsula, and Northern Mindanao may expect cloudy skies with scattered rains and thunderstorms. Flash floods or landslides may possibly result due to moderate to at times heavy rains.
The rest of Mindanao on the other hand will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms. During severe thunderstorms, flash floods or landslides may possibly result.
Coastal waters will be moderate to rough in Luzon, and slight to moderate in Visayas and Mindanao.
Sunrise was at 5:37 a.m. while sunset will be at 6:28 p.m.
PAGASA also said it started monitoring on Sunday night a low pressure area (LPA).
At 3 a.m., the LPA was estimated to be located at 1,140 km east of Southeastern Luzon.
"Maliit pa ang tsansa nitong maging bagyo in the next 24 hours...Wala tayong inaasahang direktang epekto sa ngayon," PAGASA weather specialist Daniel James Villamil said in the bureau's public weather forecast.
(It has a small chance of developing into a tropical depression in the next 24 hours... No direct effect [on the country] is expected as of now.)
Meanwhile, Severe Tropical Storm Wipha (formerly named Crising when it was inside the Philippine Area of Responsibility) was at 3 a.m. located 1,160 km west of Extreme Northern Luzon.
Wipha has maximum sustained winds of 95 km/h near the center and gustiness of up to 130 km/h.

PLDT, Smart provide free calls, texts, data for storm-hit customers

The telco said it will continue to monitor conditions and coordinate with local authorities to extend assistance where needed. Anastacio Martirez, COO of Smart, added, 'We've activated free calls, texts, and data in affected areas so our customers can reach out for help, or to their loved ones. Keeping our network up and our services available is our top priority.' Pangilinan, who is also president and CEO of Meralco, also directed the power distributor to position and deploy high bed and amphibious trucks, motorized boats, and trained rescue teams in flooded areas. Cavite declares state of calamity due to Crising, Habagat impact
The Cavite local government unit on Tuesday declared a state of calamity following amid the impacts of Severe Tropical Storm Crising and Southwest Monsoon (Habagat). 'Ang deklarasyong ito ay layuning mapabilis ang pagkilos ng mga ahensya ng gobyerno sa pagbibigay ng agarang tulong, pagsasaayos ng mga nasalanta, at paggamit ng mga pondo para sa kalamidad upang masigurong ligtas at protektado ang bawat Caviteño,' Cavite Governor Francisco Gabriel Remulla said in a social media post. (The declaration aims to expedite the response of government agencies in providing immediate assistance, organizing disaster relief, and utilizing disaster funds to ensure the safety and protection of every Caviteño.) According to John Consulta's '24 Oras' report, small vehicles were unable to pass through some roads in Kawit, Cavite, since almost all of its 23 barangays were flooded. In Barangay Panamitan, a river overflowed due to the downpour and high tide. The flood also entered some houses, which caused residents to put their belongings on higher ground. Despite the flood, a band pushed through with their parade to celebrate Kawit's fiesta. In Noveleta, Cavite, vehicles were parked on a higher part of the road to avoid submerging in the flood. About 600 individuals in low-lying areas were also evacuated. NLEX working closely with gov't agencies, LGUs on long-term flood solutions
NLEX Corp., the operator of the North Luzon Expressway, on Tuesday said it is working closely with relevant government agencies and local government units (LGUs) to provide long-term solutions to the flooding as adverse weather conditions brought by Typhoon Crising and Southwest Monsoon (Habagat) rains rendered the major thoroughfare impassable for several hours. In a statement, NLEX Corp. said safety remains its top priority as it encouraged motorists to monitor official weather bulletins and avoid non-essential travel during this time. The toll roads operator said that on July 21, 2025 continuous rains brought by Crising and the Southwest Monsoon caused the surrounding rivers and creeks in Valenzuela and Meycauyan to overflow. 'It resulted in flooding at certain portions of NLEX, despite the continuous operations of pumping stations,' the company said. 'These led to the temporary closures of Balintawak Cloverleaf and the Valenzuela Northbound and Southbound portions, including several expressway entry and exit points,' it said. NLEX Corp. said it immediately deployed teams to monitor the situation, assess water levels, and provide on-site assistance. Patrol and emergency teams were mobilized to open U-turn slots and redirect vehicles to safer routes, it added. 'At around 8 p.m., both directions at the Balintawak Cloverleaf were passable to all types of vehicles,' the company said. NLEX Corp. said it provided drinking water and snacks to assist stranded motorists. 'Regular traffic bulletins were also posted through our official social media channels to guide motorists and help ensure their safety,' it said. 'By July 22, 1:30 a.m., flood waters had subsided in Valenzuela and Meycauyan, and all toll plazas and entry/exit ramps of NLEX, SCTEX, and NLEX Connector have been opened,' it added.
