India's retail inflation eases to eight-year low of 1.55% in July

India's retail inflation cooled to an eight-year low of 1.55 per cent in July from 2.1 per cent in June, aided by a deepening deflation in several food items even as prices of edible oils surged at a pace not seen since the onset of the Russia-Ukraine conflict in early 2022. Retail prices rose 1.18 per cent in rural India, and 2.05 per cent in urban areas.
The last time the Consumer Price Index (CPI) had been this benign was in June 2017, when it recorded a 1.46 per cent uptick. Economists expect consumer demand to pick up in light of the mild inflation trend, and reckon that monetary policy actions will hinge on the trajectory and outlook for prices and economic growth.
The latest inflation print is in sync with the downward revision in inflation projections made by the Reserve Bank of India (RBI) last week, with the average price rise pace for 2025-26 (FY26) pegged now at 3.1 per cent from 3.7 per cent. While consumer prices rose an average 2.69 per cent in the first quarter of this fiscal year (Q1FY26), the RBI expects Q2 price rise to average 2.1 per cent, before rising to 3.1 per cent in Q3 and 4.4 per cent in Q4.
Headline inflation for Q1FY27 is projected at 4.9 per cent by the RBI's Monetary Policy Committee (MPC) which unanimously decided to keep the policy repo rate unchanged at 5.5 per cent while maintaining a neutral monetary stance at its review meeting that concluded on August 6.
Data released by the National Statistics Office (NSO) on Tuesday showed that food inflation, which had turned negative in June, declined by another further 1.8 per cent in July. This was largely driven by a 20.7 per cent year-on-year (y-o-y) drop in vegetable prices, the sharpest pace of decline since September 2021.
Pulses prices also fell 13.76 per cent (y-o-y), the steepest dip in over seven years. Spices and meat, which together have a 7.5 per cent weightage in the CPI, also saw prices drop 3.07 per cent and 0.61 per cent, respectively. Moreover, the pace of price rise decelerated for some items in the food basket, including cereals (3.03 per cent), eggs (2.26 per cent), milk (2.74 per cent) and sugar (3.5 per cent).
However, prices for edible oils rose a sharp 19.24 per cent, marking the ninth straight month of double digit inflation and the highest uptick since March 2022. Fruit prices also perked up 14.42 per cent, making July the seventh consecutive month of over 10 per cent price rise for the category. Fuel inflation also accelerated slightly to 2.67 per cent.
Core inflation which excludes volatile segments such as food and energy, declined to 4.1 per cent during the month, led mainly by a moderation of inflationary pressures in transport (2s.12 per cent), recreation (2.38 per cent), clothing (2.58 per cent), housing (3.17 per cent) and education (4 per cent).
Paras Jasrai, associate director, India Ratings says that the benign inflationary trend is quite favourable especially for a sustainable improvement in consumption demand. However, the future course of monetary policy would be dependent on how the inflationary trajectory pans out in the next few months. 'We believe there is some scope for further monetary easing (maximum 50 basis points). However, this may unfold if the impact of tariff war on the Indian economy becomes too adverse,' he added.
Among 22 major states and union territories (UTs) having a population of more than 5 million for which data is available, 11 states/UTs recorded an inflation rate which was higher than the national average.
Kerala recorded the highest retail inflation of 8.89 per cent in July, while Assam (-0.61 per cent), Bihar (-0.10 per cent), Orissa (-0.30 per cent) and Telangana (-0.44 per cent) recorded deflation.
Rajani Sinha, chief economist, CareEdge Ratings says that food inflation is likely to remain contained, supported by healthy agricultural activity and a favorable base. The good progress of monsoon, adequate reservoir levels, and strong kharif sowing bode well for agricultural output and food price stability, she noted.
'While global commodity prices are broadly expected to remain stable, intermittent spikes cannot be ruled out amid ongoing geopolitical tensions. Concerns over potential US secondary sanctions on Russian crude could disrupt supply chains for major importers such as India and China. Although OPEC has spare capacity, global oil dynamics could shift and will need close monitoring,' she added.
'We expect inflationary momentum to rise in the second half of the fiscal year as the favorable base effect wanes. Accordingly, we do not anticipate further rate cuts unless economic growth weakens significantly,' said Sinha.
In its August review, the RBI's MPC had kept the FY26 GDP growth projection unchanged at 6.5 per cent, with Q1FY27 growth pegged at 6.6 per cent.

Companies moving funds abroad are being inundated with questions on the business rationale of the offshore venture and its viability.A company can invest up to four times its net worth in an ODI. A closer examination of such offshore fund deployment by the banks comes at a time when there has been a dramatic fall in the net foreign direct investment (FDI), which fell over 96% in 2024-25. Net FDI is gross FDI net of ODI and repatriation by foreign investors. Besides fund repatriation, an increase in ODI contributed to the drop in net FDI. Under the circumstances, a number of authorised dealer (AD) banks, which handle the cross-border transfer of money, are reluctant to approve transactions which do not pass muster. Among the financial institutions at least three large private sector banks have been particularly demanding."When it comes to outward remittance transactions, we have lately seen a rise in instances where AD banks are requesting chartered accountant certifications to verify the factual accuracy of varied specific details in cases under their processing. This cautious approach may be attributable to the liberalisation of regulations, resulting in fewer cases being referred to the Reserve Bank of India (RBI) or to the greater responsibility being placed on the banks by the regulator before it accepts their recommendations in approval-related matters," said Harshal Bhuta, partner at the CA firm P. R. Bhuta & Co which specialises in taxation and foreign exchange related regulations. Another reason for leading banks to looks into ODI proposals could stem from the greater freedom since mid-2022 to write-off foreign investments which turned out to be standard details like memorandum of association of the Indian entity, ID of authorised representative, shareholding of the foreign investee company, documents related to its incorporation, and share subscription agreement, banks are asking for undertaking from the resident and non-resident entity on the line of business activity of the overseas entity along with a CA or CPA certificate confirming the correct business activity, profile of the applicant indicating justification for investment abroad, project feasibility report, mentioning why the ODI is being done, profitability, business viability, future projections, business rationale for making remittance. According to Moin Ladha, partner at the law firm Khaitan & Co, "Such information is requested to assess the commercial substance of the transaction and ensure that the proposed investment is bona fide in nature. Accordingly, entities contemplating an overseas investment should approach the process with a clear, well-prepared plan and have all necessary supporting documents ready." This proactive approach not only facilitates timely regulatory approvals but also helps in demonstrating the legitimacy and commercial rationale of the investment to the AD bank, said Ladha. Rajesh Shah, partner at Jayantilal Thakkar & Co, a CA and advisory firm, said even when an ODI is for bona fide purpose, the AD banks are making sure that the fund remittance is used for the right purpose. "We have seen AD banks asking for end-use of remittance made from India, and probably because RBI wants a strict monitoring," said circles said there are cases where the regulator has put a question on transfer towards meeting outstanding expenses in an ODI venture-- asking banks how they had ascertained that services were actually 2022 when the overseas investment regulations were changed, investing companies have to give a declaration confirming that the capital instrument they were subscribing to were in the nature of equity shares and would be fully and compulsorily convertible into equities. Starting October 4, 2025, the Reserve Bank of India (RBI) will roll out a new system to clear cheques within a few hours—a big improvement from the current processing time of up to two working days. Under the new system, cheques will be scanned, processed, and settled continuously during business hours, instead of being cleared in batches. This means that the current T+1 clearing cycle (where T is the day of cheque deposit) will be reduced to just a few hours. Currently, the Cheque Truncation System (CTS) clears cheques in one or two working days, depending on when they are deposited. The RBI aims to improve customer convenience and reduce settlement risk by moving to a faster, real-time clearing process. How the transition will work Phase 1: October 4, 2025 – January 2, 2026 *Banks must confirm (approve or reject) cheques presented to them by 7:00 PM the same day. *If a bank does not respond by 7:00 PM, the cheque will be automatically treated as approved and included for settlement. The deadline for processing all cheques will be 7:00 PM. Phase 2: From January 3, 2026 Cheques will need to be confirmed within 3 hours of being received by the bank. Example: If a cheque is received between 10:00 AM and 11:00 AM, the bank must confirm it by 2:00 PM (3 hours from 11:00 AM). If the bank does not respond in time, the cheque will again be considered approved by default and cleared.

RBI committee recommends measures for AI adoption in financial sector

To encourage the responsible and ethical adoption of Artificial Intelligence (AI) in the financial sector, a Reserve Bank of India (RBI)-constituted committee has recommended several measures, including the establishment of financial sector data infrastructure, data lifecycle governance, consumer protection and cyber security measures. These proposals were put forward by an RBI committee, set up in December last year, to develop a Framework for Responsible and Ethical Enablement of Artificial Intelligence (FREE-AI) in the financial sector. The committee has given 26 suggestions which are based on six pillars – infrastructure, policy, capacity, governance, protection and assurance. 'A high-quality financial sector data infrastructure should be established, as a digital public infrastructure, to help build trustworthy AI models for the financial sector,' the committee said. This may be integrated with the AI Kosh – India Datasets Platform, established under the IndiaAI Mission. The committee has recommended the establishment of an AI innovation sandbox, development of indigenous financial sector-specific AI models, adaptive and enabling policies and adoption of AI liability framework. It has suggested that regulated entities should develop AI-related capacity and governance competencies for the board and C suite. Regulators and supervisors should also invest in training and institutional capacity building initiatives to ensure that they possess an adequate understanding of AI technologies and to ensure that the regulatory and supervisory frameworks match the evolving landscape of AI. To ensure the safe and responsible adoption of AI within institutions, the committee has proposed that regulated entities should establish a board-approved AI policy which covers key areas such as governance structure, accountability, risk appetite, operational safeguards, and consumer protection. Regulated entities should augment their existing business continuity plan (BCP) frameworks to include both traditional system failures as well as AI model-specific performance degradation. The committee has recommended that REs should implement a comprehensive, risk-based, calibrated AI audit framework, aligned with a board-approved AI risk categorisation, to ensure responsible adoption across the AI lifecycle, covering data inputs, model and algorithm, and the decision outputs.
