Sushil Kumar Modi
was posthumously conferred the prestigious
Padma Bhushan Award
on Monday for his outstanding contributions to public life. His wife, Jessie Sushil Modi, received the award from President Droupadi Murmu at Rashtrapati Bhavan.
Sushil Modi was among 10 distinguished personalities to be honoured with the Padma Bhushan.
"He was the longest-serving deputy CM of Bihar who also held the finance portfolio. He played an important role in the introduction of GST in India. He contributed immensely to the development of the state and was credited with effective fiscal management, ushering in a period of stability. He was actively involved with many social causes," a Rashtrapati Bhavan communiqué posted on its X handle stated.
Sushil Modi passed away at the All India Institute of Medical Sciences (AIIMS) in New Delhi on May 13 last year after battling cancer for over seven months. He was 72. A strong advocate of organ donation, he founded the '

' campaign in Bihar.

In a political career lasting over three decades, Modi was a key figure in state politics and a trusted deputy to CM Nitish Kumar. He held the rare distinction of serving in both Houses of Parliament as well as in the Bihar legislative assembly. He served as Bihar's deputy CM from 2005 to 2013 and again from 2017 to 2020.
Born on Jan 5, 1952, Modi's association with the Rashtriya Swayamsevak Sangh (RSS) began at the age of 10. He was a full-time ABVP worker from 1977 to 1986 and served as the all-India general secretary of ABVP between 1983 and 1986.
Active in student politics, Modi was elected cabinet member and general secretary of the Patna University Students' Union (PUSU) from 1973 to 1977. He played a key role during the JP Movement and was imprisoned for 19 months during the Emergency (1975-1977).
Entering active politics in 1990, Modi was elected MLA from Patna Central and held the seat until 2004. As finance minister, he sharply increased the state's revenue and made Bihar a revenue-surplus state. He was known for introducing innovative concepts like the gender budget, focusing on women's welfare.
As chairman of the Empowered Committee of State Finance Ministers (2011-2013), he was instrumental in building consensus for the introduction of the goods and services tax (GST) in India. Following the rollout of GST, he served as convener and member of various groups within the GST Council from 2017 to 2020.
Modi was elected to the Lok Sabha from Bhagalpur in 2004, served as an MLC from 2005 to 2020 and later as a Rajya Sabha MP from 2020 to 2024, where he chaired the Parliamentary Committee on Personnel, Public Grievances, Law and Justice.

Ludhiana: Punjab Congress president and MP from Ludhiana, Amrinder Singh Raja Warring slammed AAP for the Vigilance summons issued to Bharat Bhushan Ashu and described the governance of AAP as a "circus instead of a sarkaar. " Warring, who reached Ludhiana to address mediapersons on the issue, said that the Congress would neither forget nor forgive "any sins of omission and commission being committed by this government." Warring said that the summons issued to Ashu amid the election campaign showed that AAP had admitted its defeat and was now acting in sheer frustration.
