Bihar Cabinet clears internship, artist pension schemes; sanctions ₹882 crore for Punaura Dham
The decision was taken at a meeting of the State Cabinet chaired by Chief Minister Nitish Kumar. The State is bound to go for Assembly elections sometime later this year.
Under the scheme, youth aged between 18 and 28 who have completed training under skill development programmes, or hold qualifications such as Class 12, ITI, diploma, graduate, or postgraduate degrees, will be eligible for financial assistance during the course of their internships.
Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth said at a post-Cabinet briefing that youth with Class 12 qualifications would receive ₹4,000 per month, while those with ITI or diploma qualifications would be entitled to ₹5,000 per month. Graduates and postgraduates will receive ₹6,000 per month.
Additionally, those pursuing internships outside their home districts will receive an extra ₹2,000 per month, while those interning outside Bihar will receive ₹5,000 per month as livelihood assistance. This additional support will be limited to a maximum of three months.
The financial support will be credited directly into the beneficiaries' bank accounts. A task force committee, headed by the Development Commissioner and including members from industry bodies such as CII and FICCI, has been formed to oversee implementation.
Mr. Siddharth added that 5,000 beneficiaries would be supported in the financial year 2025–26, while the scheme aims to benefit one lakh youth over the next five years starting from 2026–27.
Pension scheme for artists
In another major decision, the Cabinet approved the Mukhya Mantri Kalakar Pension Yojana under which artists engaged in classical, visual, or performing arts for at least 10 years will be given a monthly pension of ₹3,000.
Mr. Siddharth said the scheme seeks to preserve Bihar's rich cultural heritage by providing support to eligible artists aged 50 years or older, with an annual income not exceeding ₹1.2 lakh. An initial outlay of ₹1 crore has been sanctioned for the current fiscal year.
₹882 crore for Punaura Dham
The Cabinet also cleared ₹882.87 crore for the integrated development of the Maa Janaki temple at Punaura Dham in Sitamarhi district, believed to be the birthplace of Goddess Sita.
The temple complex is to be developed on the lines of the Ram temple in Ayodhya. Of the total sanctioned amount, ₹137 crore will be utilised for developing the old temple and premises, ₹728 crore for tourism-related infrastructure, and ₹16 crore for a decade-long maintenance plan.
The Bihar State Tourism Development Corporation will implement the project.
Employment rules amended
The Cabinet also approved a proposal by the Labour Resources Department to amend the Bihar Factory Rules, 1950, allowing women — excluding pregnant and lactating women — to work in factories classified as hazardous.
Mr. Siddharth said the move would help expand employment opportunities for women in the industrial sector.
A total of 24 agendas were passed in the cabinet on Tuesday.

Nitish hikes the honorarium of supporting staff in government schools
Ahead of the Assembly elections, Bihar Chief Minister Nitish Kumar on Friday (August 1, 2025) doubled the honorarium for cooks, night watchmen, and physical education and health instructors working in government schools. Earlier on Wednesday (July 30, 2025) Mr. Kumar had announced that ASHA workers in the State will now get ₹3,000 per month as an incentive, a substantial increase from the existing amount of ₹1,000. He had also doubled the incentive of Mamta health workers from ₹300 per delivery. Now, in his latest announcement Mr. Kumar in post on 'X' said, 'It has been decided to double the honorarium of cooks working under the mid-day meal program in the Education Department, increasing it from ₹1,650 to ₹3,300 rupees. Similarly, the honorarium of night watchmen working in secondary/higher education schools has been doubled from ₹5,000 rupees to ₹10,000.' On June 21, 2025, Mr. Kumar had hiked the pension to ₹1,100 per month from ₹400 for the old age, differently abled individuals and widows of Bihar under Social Security Scheme. Mr. Kumar further said, 'The honorarium of physical education and health instructors has also been doubled to ₹16,000 along with their annual salary increment from ₹200 to ₹400. This will boost the morale of the working staff, and they will perform their duties with greater enthusiasm and dedication.' Bihar CM expressed that significant improvements have been made in the education system through the appointment of a large number of teachers, the construction of new school buildings, and the development of basic infrastructure. He asserted that cooks, night watchmen, and physical education and health instructors have played an important role in strengthening the education system. He pointed out that since the formation of the government in November 2005, the state government has been continuously working to improve the education system. Mr. Kumar added that in the year 2005, the total education budget was ₹4,366 crore, which has now increased to ₹77,690 crore. Last week, he had also hiked the monthly pension of retired journalists by ₹9,000 to ₹15,000. Bharatiya Janata Party (BJP) leader and Deputy Chief Minister Samrat Choudhary praised the move of Bihar CM saying, 'He has taken a commendable initiative towards making the education system more robust and effective. This decision has been taken to recognize the significant role of these workers and to boost their morale. This initiative is a solid step towards qualitative improvement in Bihar's education system.' Janata Dal-(United) State president Umesh Singh Kushwaha also expressed his happiness over the decision calling it historic. 'The decision is not just an increase in honorarium, but a far-sighted and sensitive initiative to honour the self-respect and dignity of the supporting personnel who contribute to the education system with their loyalty, dedication and hard work. Education is not limited to teachers and curriculum, but it is a holistic system in which important dimensions like nutrition, security, health and mental balance are linked,' Mr. Kushwaha said in a press statement. North America's tallest Lord Ram idol to be unveiled in Toronto area
Toronto: The tallest idol of Lord Ram in North American will be unveiled on the premises of a temple at a ceremony in the Greater Toronto Area (GTA) on Sunday. The 51-foot tall statue of Lord Rama installed at the Hindu Heritage Center prior to the formal ceremony, on Sunday. (Hindu Heritage Center) The idol, which has already been erected on the premises of the Hindu Heritage Center in Mississauga, will be formally inaugurated after a parade and a religious ceremony. The Center's founder and head priest Acharya Surinder Sharma Shastri said the idol will stand at 51 feet in height, not including the pedestal, which is seven feet high, and a proposed chattri or umbrella, which they expect to add in the future. The idol, fabricated in Delhi, is made of fiberglass with a steel superstructure. It is expected to last a century and resist winds of up to 200 km/hr. Acharya Surinder said the concept came into being about three years ago and the temple drew inspiration from the inauguration of the temple at the Ram Janmabhoomi in Ayodhya in January 2024. 'This will be emblematic of our cultural heritage and bring Lord Ram's blessings to the community,' he said. While the idol had been fabricated in India, it was assembled by local craftsmen in Canada, he said. Kushagr Sharma, principal organizer of the event on Sunday, said the temple got the requisite permission from the city and had received cooperation from the local government and local law enforcement. The ceremony is expected to be attended by Federal and provincial Ministers, MPs and local office-holders, including the Mayor of Mississauga. He pointed out that flights landing at the Toronto Pearson International Airport in Mississauga fly at a low altitude over the temple during their descent and, soon, among the first sights to greet passengers will be that of the towering Ram idol. However, given the current anti-immigration mood which has evolved into a degree of xenophobia in Canada, there will be significant security at the event. When a 55-foot high Hanuman statue was installed at the Hindu Sabha Mandir in Brampton in April last year, the temple faced bigoted attacks on social media.

Nitish Kumar Doubles Pay For Cooks, Night Guards Ahead Of Polls
Patna: Ahead of the upcoming assembly elections, Bihar Chief Minister Nitish Kumar on Friday morning announced a pay hike of Rs 1,650 for the cooks working under the mid-day meal scheme. The honorarium for cooks has been increased to Rs 3,330, while the pay has been doubled to Rs 10,000 for night watchmen working in secondary or higher education schools. "It has been decided to double the honorarium of cooks working under the mid-day meal program in the Education Department, increasing it from 1,650 rupees to 3,300 rupees. Stressing the state government's commitment to strengthening healthcare since 2005, Nitish said the increased incentives will boost the morale of frontline workers and further enhance health services in villages. With the Bihar State assembly elections approaching, Chief Minister Nitish Kumar has made several significant announcements to the public, including free electricity up to 125 units, jobs for one crore youth in the next five years, and a hike in monthly pension for journalists to Rs 15000, among many. Meanwhile, Special Intensive Revision (SIR) exercise is ongoing in Bihar. Till now, it has been revealed that approximately 35 lakh electors are either untraced or have permanently migrated from their registered addresses. Bihar elections are expected to be held later this year, in October or November; however, the Election Commission of India (ECI) has not announced an official date.
