
UP constable recruits to get 13-month training with focus on cybercrime
Lucknow: With the recruitment process for 60,244 constables nearing completion, the UP police training directorate has prepared a training programme, spanning 13 months, for them.
The training will be conducted across 112 centres statewide and will place special emphasis on cybercrime, cryptocurrency, dark web surveillance and soft skills development.
Talking to TOI, DG, training, Tilotma Verma, who has designed the module, said that a one-month training session will begin after the trainees would complete joining formalities at the districts assigned to them.
It would be followed by nine months of basic training at 10 police training institutes and 102 recruit training centres, she said and added that the final phase involves three months of practical field training in their respective districts. To ensure uniform and high-quality instruction, the directorate has enlisted over 1,200 police officers and 3,500 master trainers and subject experts to conduct the training, the DG said, adding that specialist trainers in areas like computers, telecommunications and forensic science have been engaged and subject experts from the pedagogy team are undergoing additional training.
"To prepare recruits for a rapidly evolving legal environment, the training will place special focus on the three new criminal laws recently enacted—Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). Recruits will also receive in-depth instruction in scientific evidence collection techniques, including the videography and photography of crime scenes and the proper linking and uploading of this data to the FIR through the crime and criminal tracking network and systems (CCTNS)," she said.
The DG added that given the increasing incidence of cybercrime, the curriculum includes detailed modules on the IT Act, cybercrime reporting protocols, digital arrests and advanced digital threats such as cryptocurrency scams, deep and dark web activity, the Internet of Things (IoT) and electronic surveillance. "Recruits will be trained to handle digital evidence effectively and respond to cyber threats with confidence," she said.
Technology skills will form a core component of the programme. Trainees will be introduced to a range of tools, including MS Office and key mobile and web applications such as e-Sakshya (evidence collection), e-Prison (inmate management), UPCOP (for citizen-centric services like e-FIRs and permissions), TRINETRA (for criminal tracking), NAFIS (a fingerprint identification system) and the e-Challan system.
The programme also emphasises human rights and the development of soft skills. Recruits will undergo sessions focused on communication, gender sensitivity, ethical policing and public interaction. Specialised trainers and master instructors have been appointed to deliver this component of the training effectively across all centres.
The DG further said that the curriculum includes modules on the police's role in disaster management and urban traffic regulation. "Outdoor physical training will focus not only on physical endurance, but also on long-term fitness, proper nutrition, injury-free exercise routines, stress management and mental resilience," she said.
"Tactical and operational readiness will be addressed through field craft and tactical drills, including both urban and jungle operations, along with arms training. This is aimed at preparing constables for diverse operational environments across the state," she said.
"A massive repository of over 1,200 lesson plans, power point presentations, curated videos and supplementary literature have been developed to ensure that every trainee, irrespective of location, receives the same quality of instruction," the officer added.

Supreme Court: No shield for a man who didn't report unaccounted money in account for months
Supreme Court (Photo: ANI) NEW DELHI: Delay in informing the police about getting unaccounted money in one's bank account from any unknown source can spell trouble for the account holder as Supreme Court on Monday refused to protect a man from arrest after noting that he took four months' time to approach the police after getting Rs 20 lakh in his account, which were proceeds of crime. Seeking anticipatory bail after being summoned by Delhi police for cyber fraud for receiving the money, a resident of Shivnagar village in Bihar's Nawada sought protection from arrest, alleging his account was misused by his tenant. Account misused by tenant, claims petitioner in money transfer case The petitioner alleged his account was misused by his tenant, who got the details of his account on the pretext of online transfer of the loan amount taken by him and subsequently hacked the account. When advocate Rakesh Singh, appearing for petitioner, contended his client has already appeared in-person before Delhi Police and is cooperating in probe and provided all the information, a bench of Justices Sandeep Mehta and P B Varale asked him only one question about when his client received the money in his account and when he approached the police. As the bench was informed, the petitioner approached police after around four months, as the money got transferred into his account in September last year, and he approached police in January, the bench said the petitioner then could not be granted relief and dismissed his petition. In this case, there were multiple transfers of money to his account from different sources in a single day, which ran to over Rs 5 crore and 13 cases were registered for different transactions, which were done from different parts of the country, including one from Delhi for Rs 20 lakh cyber fraud. The Rs 20 lakh deposited in his account was transferred to three other accounts within hours and Delhi cyber police lodged the case under Section 318(4) of BNS, 2023. The FIR was registered on a complaint given by an authorised representative of a firm, namely Starcon Infra Projects India Pvt Ltd. It is the case of the prosecution that the complainant was defrauded by one person by luring the complainant into transferring a sum of Rs 20 lakh. During the investigation, it was found that the amount was transferred into the bank account of the petitioner in Bihar. The petitioner's advocate tried to convince the court that his client was running a subsidised canteen for the paramilitary with no criminal past and he was not even aware of the cyber crime while pleading for bail, but the bench refused his plea only on the ground of delay in informing the police about the transaction and said that probe was needed to be done against him.

Man dies after SUV ploughs into e-rick near Cyber Park in Gurgaon
Gurgaon: A 45-year-old man died after a Hyundai Creta rammed into an e-rickshaw near Shankar Chowk on Monday morning. Four others, including the e-rickshaw driver, suffered grievous injuries in the crash that occurred opposite Oberoi Hotel in the upscale Cyber Park area. The accident, which marks the 11th death near Shankar Chowk since 2023, left police struggling to identify the deceased as no identification was found on him. The man, police said, suffered fatal head injuries after being hurled in the air and landing a few metres ahead on the road. Balraj, the SHO of Udyog Vihar police station, said, "The impact of the collision caused all occupants to fall from the e-rickshaw after being hit from behind at high speed. The SUV was mangled on the left side, but the driver escaped unhurt. But those travelling in the e-rickshaw suffered injuries and are admitted to multiple hospitals. One of them, a middle-aged man, succumbed to injuries, but we are yet to identify him as he did not carry any ID proof. " The e-rickshaw passengers were headed for work when the accident occurred. Its driver, Sunil Kumar Mehto (33) from Samastipur in Bihar, suffered multiple fractures and is undergoing treatment at a hospital in Sector 12. Another passenger, Ranjit, was injured in the legs and arms. The car was being driven by Ayush (29), a BPO staffer from Jammu and Kashmir who stays in a rented accommodation in Sector 48. He was arrested. Santosh Kumar, a relative of Mehto, said the Creta driver dragged the e-rickshaw for a few metres as he attempted to flee, compounding the impact of the accident. "When he hit the rickshaw, he panicked. The damaged front portion of the car got stuck into the e-rickshaw's grille. So, when the accused attempted to escape by driving away, it caused everyone to fall onto the road. He was captured by passersby," the SHO said. After the police control room was informed, an emergency response vehicle reached the accident spot along with a team from Udyog Vihar police station. They took the accused into custody and seized his vehicle. Ayush was taken to the civil hospital for a medical evaluation to determine if he was intoxicated. The reports are awaited. An FIR was registered against him at Udyog Vihar police station under BNS sections accounting for rash driving, endangering human life or personal safety, and causing death due to negligence. This is the fourth death near Shankar Chowk this year, following earlier fatalities of two pedestrians and a motorcyclist in accidents. Last year, the area witnessed nine crashes resulting in four deaths, including two bikers, and drivers of a car and a truck. In 2023, three pedestrians were run over by rashly driven vehicles near the key junction.
