Relief for DMK govt in Tamil Nadu: SC quashes Madras HC ban on using CM Stalin's name, photos in welfare schemes

The Supreme Court said there was no legal bar preventing the use of names or photos of living persons in welfare scheme promotion, unless it violated specific statutory provisions.
Calling the litigation 'frivolous', the Supreme Court set aside the July 31 order of the Madras High Court and ruled that elected governments are allowed to publicise welfare schemes, even if they include the name of the sitting Chief Minister.
The Madras High Court, responding to a Public Interest Litigation (PIL) filed by Shanmugam, had earlier directed the Tamil Nadu government not to name any welfare scheme after living individuals, including current or former chief ministers.
The Madras High Court also barred the use of portraits, party symbols, or the DMK flag in promotional material.
The High Court clarified that while the Tamil Nadu government could continue to roll out and implement welfare schemes, the naming and promotional content should remain neutral and devoid of political branding.
The PIL had taken aim at the DMK's flagship outreach programme Ungaludan Stalin (With You, Stalin), arguing that it amounted to political self-promotion using public funds. The petitioner claimed the scheme violated norms of neutrality and misused administrative power for political mileage.
The programme, which involves direct engagement between Chief Minister M K Stalin and citizens, has been one of the party's high-profile initiatives aimed at strengthening its grassroots connect.

SC cancels Darshan's bail; actor, main accused held
Kannada actor Darshan Thoogudeepa was arrested in Bengaluru on Thursday, just hours after the Supreme Court cancelled the bail granted to him by the Karnataka high court in the Renukaswamy murder case. Police took him into custody near his Hosakerehalli residence soon after he returned to the city from an outstation trip. While cancelling the bail to the actor, a bench of justices JB Pardiwala and R Mahadevan said, 'Granting leniency to such persons despite grave charges of conspiracy and murder sends the wrong message to society and undermines public confidence in the justice system.' In a democracy governed by the rule of law, the bench said, 'no individual is exempt from legal accountability by virtue of status or social capital'. In the present case, it said, 'By treating A2's (Darshan) stature as a mitigating factor, the high court committed a manifest perversity in the exercise of its discretion, thereby warranting cancellation of bail.' Police officers said a copy of the Supreme Court order was submitted to the trial court to secure arrest warrants for all the accused before their remand to judicial custody. The order follows a special leave petition filed by the state government challenging the high court's decision in December 2024 to grant bail to the accused. Darshan, who had been away when news of the court's decision reached him, was contacted by police and asked to appear before investigators. He complied, arriving in a luxury SUV before switching to another vehicle to avoid the media assembled outside his apartment. He entered the premises through the back door. The murder case, began with Darshan's arrest in June 2024. Police allege he orchestrated the killing of Renukaswamy, a resident of Chitradurga, after the victim allegedly stalked and abused Gowda on social media. The actor was detained on June 11, 2024, in Mysuru while filming The Devil and was held in custody for 131 days. He was released on interim bail in October and granted regular bail in December. With the latest court order, Darshan is expected to be shifted to the Ballari Central Prison. He was previously housed there after being moved from the Parappana Agrahara Central Prison when images emerged of him smoking and mingling with high-profile inmates. Following that episode, Ballari prison authorities heightened security measures, including raising the perimeter wall to 25 feet and preparing a secure cell. The measures were taken after fans breached prison boundaries during his earlier detention, police officers said. The Supreme Court's decision comes a day before the scheduled release of the first song from The Devil. The film's team had announced on August 10 that the track 'Idre Nemdiyaag Irbek' (You should live in peace) would be released on Independence Day morning, an event now likely to be overshadowed by the arrest. For Renukaswamy's family, Thursday's ruling was a moment of relief. His father, Shivanagouda, welcomed the decision. 'Darshan's bail has been cancelled. There is an order to arrest him. Guv: Spike in discrimination, drugs, crime; DMK hits back
Chennai: A fresh bout of verbal sparring broke out between Raj Bhavan and DMK govt in TN, as Governor R N Ravi alleged state was grappling with "very serious challenges" including a spike in sexual offences and rising drug abuse, which drew a sharp rebuttal from the ruling party. "The standards of teaching and learning are sharply declining in these schools," he said. Citing the ASER (annual status of education report), he said more than 50% of high school students cannot do simple maths or read primary standards textbooks. "Public education in TN is in steady decline," he said. Students are merely passing with certificates, and without job opportunities, he said. Alleging that social and educational discrimination was on the rise, Ravi said dalits are physically assaulted and at times even killed for their attempt to share the common public space. "It is a matter of collective shame that even after 78 years of Independence, rampant humiliating social discrimination practices are prevalent in our state," he said. Ravi said according to national crime records bureau, about 20,000 suicides are reported from TN every year, more than double the national average. The suicides reflect the prevailing acute social, psychological, or economic distress in the society, he said. Ravi alleged that drug abuse, especially among youth, was sharply increasing, particularly synthetic drugs. He also alleged that there was a sharp increase in the incidents of sexual offences, especially Pocso cases. Rejecting Ravi's charges, municipal administration minister K N Nehru said data released by Union govt shows TN was ahead in social and economic parameters. He said TN govt has responded to these charges with data in the past. "The governor is lying, frustrated over the boycott of his Independence day tea party by DMK allies," he said. Nehru also dismissed the statement that Centre has been supporting the development of TN by providing 'substantial funding', which included 3lakh crore as grants-in-aid. "The last Union budget had no mention of TN," he said. School education minister Anbil Mahesh Poyyamozhi said if Ravi was concerned about education of children in TN, he should urge Union govt to release pending funds for school education department.
