No tunnel road exit ramps near Vidhana Soudha: Karnataka Deputy CM D K Shivakumar

Karnataka Deputy Chief Minister D K Shivakumar Saturday instructed Greater Bengaluru Authority (GBA) officials that no tunnel road exit ramps should be planned around a 1 km radius of Vidhana Soudha. This comes two days after the Karnataka cabinet approved the construction of a 16.7 kilometre underground tunnel road in Bengaluru, connecting Esteem Mall at Hebbal Junction to Central Silk Board Junction in HSR Layout. With a projected cost of Rs 17,780 crore, the North-South Corridor tunnel aims to alleviate the city's notorious traffic bottlenecks.
Shivakumar announced that the government would issue a global tender, with the procurement model to be either hybrid or Build-Own-Operate-Transfer (BOOT). However, he stated that the global tenders for civil works will be floated only after review by M A Saleem, Karnataka Director General and Inspector General of Police (DG and IGP), and senior traffic department officials.
Speaking at a press conference after a meeting at Vidhana Soudha regarding the tunnel road construction in Bengaluru, he said, 'There will be no exits allowed within a 1 km radius of Vidhana Soudha. Traffic jams here would affect the entire city. Hence, I have instructed police officials to review this. The meeting was attended by myself, the Chief Secretary of the government, and the Chief Administrator of GBA.'
He added, 'Additionally, a decision has been made to construct a 114 km elevated corridor in Bengaluru, and the opinions of traffic police officials have been sought regarding this project.'
According to the draft Detailed Project Report (DPR), two exit ramps are planned near Vidhana Soudha to facilitate the exit of vehicles entering the tunnel from Silk Board and Hebbal sides. The report also reflects the government's concern about critical junctions bound to face traffic congestion at the entry and exit points of the tunnel. The report identifies 23 such junctions, including a few around Vidhana Soudha.
The tunnel road project has faced extensive criticism from the Opposition BJP and several civic groups. BJP MP P C Mohan criticised the decision, accusing the state government of shirking its financial responsibility for Metro Phase 2. 'Bengaluru needs India's Metro, not Turkey's tunnel,' he said. 'It has shifted Rs 9,729 crore in additional Metro Phase 2 costs to the Central Government, avoiding its responsibility. The MoU clearly states that cost escalations for Metro Phase 2 are the State Government's responsibility,' he added.
Clean Bengaluru program for waste disposal
Regarding waste disposal in Bengaluru, Shivakumar stated, 'We have decided to call for 33 packages, with two packages for larger constituencies and one for each smaller constituency. This Rs 4,000 crore project was recently approved in the cabinet meeting. The tender will be called for a seven-year period.'
'Through the Clean Bengaluru program, we have decided to clear construction debris and other waste across all parts of Bengaluru at once. Citizens are encouraged to participate by informing GBA officials through an app or a designated phone number about locations with waste, and the waste will be cleared. Marshals and officials have been deployed for this purpose… An Integrated Solid Waste Management tender will be called within 15 days,' he added.
Tender for Kaveri Aarati Platform construction soon
The deputy chief minister said, 'The Kaveri Aarati will become a symbol of our state's culture and heritage. The program will be designed to include traditions from Kodagu, Malenadu, the coastal region, and Bengaluru, along with the region's monasteries. I am planning for this event to take place over three days on weekends. Alongside the rituals, cultural programs will be organised. Rs 92 crore has been allocated for this in the Kaveri Nigam.'
Shivakumar also stated that the energy, public works, tourism, religious endowment, and Kannada and culture departments will also join hands for this program. 'This program will be a South Indian event. Karnataka, Tamil Nadu, Kerala, and Puducherry, through which the Kaveri River flows, will be given opportunities to participate. All these matters were discussed in today's meeting. Most of the blueprints are ready, and details will be shared with the public once finalised,' he said.
'The platform for this event will be constructed in flowing water. A tender for its construction will be called soon,' he added.

A stone's throw from Parliament, Delhi's Constitution Club was unusually crowded on Tuesday, as MPs and ex-MPs queued up to cast their vote for what has become the hottest contest this season in the steaming Capital. Generally considered a routine affair, the polls to the administration of the club are the cynosure of all eyes this time, away from the brouhaha over the Election Commission — the reason being the two leaders, both belonging to the BJP, at the heart of it. Former Union ministers Rajiv Pratap Singh Rudy and Sanjeev Balyan are fighting it out for the post of Secretary (Administration), considered the club's most powerful post. Rudy has been holding the post for over two decades now, which makes him both entrenched and vulnerable. Officially, the BJP has kept out of the election, but there is buzz among MPs across parties that challenger Balyan has the tacit blessings of the party's top leaders. Those supporting Rudy cite the vast improvements at the club, saying the sea change from how it was run earlier has happened under the Bihar leader. However, there are many MPs and ex-MPs who feel that the long time Rudy has occupied the post is precisely the reason that change is due. The electorate that lined up to vote Tuesday, numbering about 1,200, included Union Home Minister Amit Shah, BJP president and Union minister J P Nadda, Union minister Piyush Goyal, Congress leader Sonia Gandhi and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge. Speaking to reporters, Balyan said that whatever the result, the dignity of the club must remain intact and that, as a platform for MPs and ex-MPs from across party lines to engage with one another, it was a good thing the club was in the news again. One common complaint of those backing Balyan is that MPs no longer get the same importance as they once did. BJP Lok Sabha MP from Jharkhand Nishikant Dubey told reporters Tuesday: 'Dr Balyan will win because this club has gone into the hands of IAS, IPS, IFS and pilots. It has to be retrieved for the MPs and should be back in the hands of MPs and ex-MPs. That is why we will make Dr Balyan win.' Rudy is no longer an MP. Some other MPs and ex-MPs also talk of officials 'frequenting the place' and non-MPs being found using the gym and other facilities. 'Will IAS officers or defence officers allow MPs in their clubs? If not, why is it that officials are seen to be controlling the Constitution Club?' a former Congress MP said. 'Wives of MPs have also complained. There are also complaints that the prices are too high.' A former BJP MP claimed that many MPs and former parliamentarians may rally against Balyan, given the charges against him in the 2013 Muzaffarnagar riots. 'Rudy may also get significant support from MPs who are fellow Thakurs like him,' said a former BJP MP. Therefore, many believe that Congress MPs would play a major role in determining the outcome. A former Congress MP, however, said the votes of the party members could go both ways, with Rudy seen as favourite of the Lutyens Delhi crowd. A former BJP MP agreed with Balyan that the best part of the election was that a largely 'passive' club had come alive – and that many parliamentarians have woken up to its importance. Elections are typically held for Secretary (Administration), Secretary (Sports), Secretary (Culture) and Treasurer and 11 posts of Executive Members in the club. Congress MP Rajiv Shukla earlier won the post of Secretary (Sports) uncontested after BJP Rajya Sabha MP Pradip Kumar Varma withdrew his candidature. Similarly, DMK MP Tiruchi Siva won the Secretary (Culture) post after former BJP MP Pradeep Gandhi withdrew his candidature. The post of the treasurer, too, saw no contest after former Bharat Rashtra Samithi MP AP Jithender Reddy withdrew his candidature, with DMK MP P Wilson winning. Lok Sabha Speaker Om Birla is the outgoing treasurer. Standing for elections for the 11 executive member posts are 14 MPs, including former BJP Rajya Sabha MP Naresh Agarwal, former BJP Lok Sabha MP Pradeep Gandhi, former Congress Lok Sabha MP Jasbir Singh Gill, BJP Lok Sabha MP Naveen Jindal, former Congress MP Aslam Sher Khan, TDP Lok Sabha MP Krishna Prasad Tenetti, BJP Rajya Sabha MP Pradip Kumar Varma, Samajwadi Party Lok Sabha MP Akshay Yadav, TMC Lok Sabha MP Prasun Banerjee, former Shiv Sena Lok Sabha MP Shrirang Appa Barne, former BJD Lok Sabha MP Kalikesh Singh Deo, the RSP's N K Premachandran as and former MP Anoop Singh. Formed in the 1940s for parliamentarians, the club has conference rooms, coffee clubs and an outdoor cafe. Along with lounges for MPs, there is also a billiards room, a gym, a unisex salon, and a swimming pool.

In a sharp reaction to Pakistan's Bilawal Bhutto Zardari's reported comments on the Indus Waters Treaty, BJP leader and veteran actor Mithun Chakraborty issued a fiery warning. The actor-turned-politician's remarks came after Bhutto reportedly stated, 'If Indian Prime Minister Narendra Modi announces an attack on the Indus River, he will be attacking our history, culture and civilization… The people of Pakistan have the strength to confront Modi in case of war.' Bhutto also reportedly warned that in the event of another war, Pakistan would 'restore all its six rivers'. Zardari was formerly Pakistan's 37th Minister of Foreign Affairs from 2022 to 2023. This is not the first time Chakraborty has been at the centre of controversy for his inflammatory statements. In 2024, he faced a police complaint for a speech where he allegedly said, 'We will chop them (up) and bury them in the ground.' He has also been a vocal critic of the West Bengal government, calling for the imposition of President's Rule in the state following alleged incidents of political violence.

Microfinance Industry Network (MFIN) has sought credit guarantee support from the government to ensure that banks get comfort in lending to the sector. There is a need for a "leap of faith", which will ensure funding to MFIs and start a virtuous cycle that will help economic activity as well, the self-regulatory organisation's (SRO) chief executive Alok Misra told reporters here. Misra said NBFC-MFIs are dependent on bank lending for almost two-thirds of their resources, and added that banks are showing some reluctance to lend to the sector, leading to "severe liquidity constraints"."Once (bank) funding starts, disbursements (by MFIs) will improve," Misra said, pointing out that the gross loan portfolio for all microlenders has declined by nearly 17 per cent in the three months to June to Rs 3.53 lakh crore, and the number of borrowers has fallen 6 per cent to 7.5 crore. MFIN has written to the government in mid-July seeking a Rs 15-20,000 crore credit guarantee scheme for the sector, where the government guarantees up to 75 per cent of an MFI's borrowings from banks and the banks get the comfort to lend, he said. Pointing out that a similar scheme was implemented successfully during the Covid period in 2021, he said the Rs 7,500 crore fund for the purpose by the government was not utilised as all the MFIs paid their said that MFIs will be meeting top Finance Ministry officials next week to discuss the proposals and follow up by meeting bank also said that the refinance by state-owned Sidbi and Nabard has not been very high in the sector lately and appealed for help on that the MFI sector has had a challenging time for the last year, Misra said there are improvements in the sector lately, with the gross non-performing assets ratio of loans overdue for over 90 days reducing to 3.2 per cent in June from 3.5 per cent in March this collection efficiencies are also improving, he said, pointing out that MFIs' collections have gone up to over 98 per cent now from 95 per cent in January this year. He said there are no issues in Tamil Nadu, despite the state moving an ordinance, which was feared to impact the sector, and added that in the case of Karnataka that undertook a similar move, there is an improvement, with the proportion of loans overdue for up to 180 days, declining to 6.08 per cent from 9 per cent six months ago. Denying the RBI's charge of the sector indulging in usurious interest rates from borrowers, Misra said the weighted average lending rate was 23.66 per cent in June and has been "range-bound" for the last few that sometimes statements are made, which are not in line with the facts, Misra claimed that even the outlier MFI will not charge an interest rate of over 27.5 per return on equity is a low 10 per cent because of the interest rates charged, due to which investors can become wary of entering the sector, he said, welcoming the faith shown by some investors by putting fresh equity in the problems faced by the sector are neither cyclical nor structural, he said, stressing that the sector plays a very important role in the overall economic activity and contributes upwards of 2.5 per cent to the gross value added. He dismissed concerns about the upcoming state elections in Bihar, one of the biggest states for the industry, that may affect the industry in any way.
