To mark its 50th anniversary, the Economic Community of West African States (ECOWAS) mobilizes youth around a Conference on the Development of an Economically inclusive and Peaceful West Africa

Discussing the causes and factors of youth unemployment and the impact of their instrumentalization, showcasing successful youth initiatives and enterprises, and exploring funding and innovation opportunities such as the Economic Community of West African States (ECOWAS) Human Capital Development (HCD) Catalytic Investment Fund initiative, will be the topics addressed at the major Youth Conference being organized by ECOWAS from April 29 to 30, 2025, in Accra, Ghana.
Organized with the Ghanaian Ministry of Youth and Development as part of the celebration of ECOWAS' 50th anniversary, this major Conference will also address themes such as (i) the role of technology in creating employment opportunities and solving employment problems, (2) advocating reforms to align education with labor market needs and highlighting effective continuing education programs, (3) encouraging youth participation in civic activities and promoting active citizenship.
More than 250 participants, including H.E. Damtien TCHINTCHIBIDJA, Vice-President of the ECOWAS Commission, representatives of the Ghanaian government, educators, business leaders and various stakeholders will gather in Accra over 2 days to discuss the challenges and opportunities surrounding youth participation, particularly with regard to unemployment and underemployment in West Africa.
The event will also bring together young people from ECOWAS member states, specialized ECOWAS agencies such as the ECOWAS Youth and Sports Development Program, as well as participants from the Directorates and Programs of the Office of the Vice-President of the ECOWAS Commission, ECOWAS Early Warning System observers in the field. Participants will also include the private sector, strategic partners and donor organizations.

On August 21, commencing at 10:40 a.m. for approximately 15 minutes, Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, held a meeting with Dr. David Moinina SENGEH, Chief Minister of the Republic of Sierra Leone, who is visiting Japan to participate in the Ninth Tokyo International Conference on African Development (TICAD9). The overview of the meeting is as follows: At the outset, Minister IWAYA expressed his respect for Sierra Leone, a non-permanent member of the UN Security Council, and stated his desire to further strengthen cooperation with Sierra Leone, which assumed the chairmanship of the Economic Community of West African States (ECOWAS) this June, for regional peace and stability. In response, Chief Minister Sengeh expressed his high appreciation for Japan's efforts in TICAD to date and his desire to further strengthen bilateral relations and cooperation in the international arena. Following that, Minister IWAYA stated Japan's intention to contribute to strengthening Sierra Leone's food security and to enhance economic relations with Sierra Leone, which boasts natural good ports and abundant mineral resources. In response, Chief Minister Sengeh expressed his gratitude for Japan's continued support and stated his desire to continue close cooperation between the two countries in promoting further investment by Japanese companies in fields such as minerals and agriculture, in expanding people-to-people exchanges, and in contributing to peace and stability in the region and the international community. The both sides also concurred in further strengthening cooperation in responding to various regional and international challenges, such as policies towards North Korea including the nuclear and missile issues as well as the abductions issue, and the United Nations Security Council reform. Lomé, the capital of the Republic of Togo, is hosting a two-day hybrid meeting beginning August 20, 2025, organised by ECOWAS. The meeting is dedicated to monitoring and evaluating the implementation of Regulation C/REG.21/12/17 on roaming across Public Mobile Communications Networks. This event also marks the 18th gathering of Roaming focal points from across the region. This hybrid meeting, brings together focal points from the National Regulatory Authorities of ECOWAS Member States, representatives from the Secretariat of the West African Telecommunications Regulators' Assembly (WATRA), representatives from the ECOWAS Commission's Directorate of Digital Economy and Post, representatives from UEMOA and the ECOWAS National Office in Togo. Speaking at the opening ceremony on behalf of Mr Sediko DOUKA, ECOWAS Commissioner for Infrastructure, Energy and Digitalisation, Ms Folake Olagunju, Acting Director Digital Economy and Post, welcomed the full participation of Member States focal points at this important meeting. She highlighted the progress made since the regulation's adoption, particularly through bilateral tariff agreements between Member States. 'This meeting is more than a checkpoint; it is a catalyst. It offers a valuable platform for Member States to exchange experiences, share lessons learned, and offer practical insights, especially for those still navigating the implementation process… The ECOWAS Commission remains fully committed to supporting Member States in this endeavour… ' said Ms Folake Olagunju. In his address to participants, Mr Musa Jalloh, Deputy Director of Regulation at the National Telecommunications Authority of the Republic of Sierra Leone, emphasised the importance of digital integration and a unified regional market. He praised the growing number of bilateral agreements and memoranda of understanding between Member States, reflecting the commitment of authorities to significantly reducing telecommunications costs and improving interoperability for the benefit of citizens across the ECOWAS region. The meeting was officially launched by Mr Michel Yaovi Galley, Director General of the Electronic Communications and Postal Regulatory Authority (ARCEP) of Togo, represented by Mr Cabo Amar Vinyo, Director of Markets and Data Regulation. Mr Vinyo called for the full implementation of the regulation across all Member States to enhance consumer satisfaction, improve connectivity, democratise internet access, and promote regional integration. Over the course of the meeting, focal points will present updates on roaming service implementation, assess compliance with community price caps based on national monitoring and review progress on tasks assigned during the 19th Meeting of ECOWAS Ministers on Telecommunications/ICT/Digital Economy. Discussions will also address delays in bilateral agreements and explore operator concerns related to fraud. Experts will evaluate regulatory proposals, review the ECOWAS Commission's progress in updating the Regulatory Framework and examine WATRA's engagement with the Body of European Regulators for Electronic Communications (BEREC) to provide technical assistance for community roaming. As a reminder, Regulation C/REG.21/12/17 was adopted in December 2017 by the ECOWAS Council of Ministers. It aims to establish a harmonised legal and tariff framework for roaming within ECOWAS Member States, reduce high costs for voice, SMS and data roaming and determine the rights and obligations of community roaming service providers and regulators. Audit of the Management of Economic Community of West African States (ECOWAS) Gender Development (EGDC) Operations in Senegal: The ECOWAS Auditor General's Office on Mission in Dakar

In accordance with its mandate to monitor the impact, quality and effectiveness of programmes, as well as to ensure compliance with governance and transparency standards, the Office of the Auditor General of the ECOWAS Commission conducted an audit mission at the ECOWAS Gender Development (EgDC). This mission, which took place from the 4th to 15th of August 2025 in Dakar, Republic of Senegal, focused on the management of EGDC operations, particularly in the areas of procurement, human resources, travel, missions and advances. The objective was to analyse the operational procedures in place and to gather the EGDC's expectations and needs in terms of good management. At the opening meeting on 4th of August, the auditors presented the context, objectives and methodology of the audit. The Director of the ECDC and the Director of Administration and Finance of the GIABA/EGDC Pooling highlighted the importance of the exercise, emphasising the progress made by the Centre in the areas examined. The closing meeting, held on the 18th August 2025, provided an opportunity to share the preliminary conclusions. The Auditor General praised the EGDC's open cooperation and encouraged it to continue its efforts to improve its operating framework. This work was carried out in a hybrid mode (face-to-face and videoconferencing via Zoom and Teams), with the active participation of staff from the EGDC, GIABA and the Auditor General's Office.
