3rd edition of encyclopaedia on medicine in Kannada released in Kalaburagi
Minister for Medical Education Dr. Sharan Prakash Patil, who released the 875-page volume, described the work as an extraordinary and challenging achievement.
'It is no easy task to produce a comprehensive medical encyclopaedia in a regional language. Dr. Shankar, who commands mastery over both medicine and Kannada, has done it with distinction. This will be an invaluable resource for students from Kannada-medium background to grasp medical concepts in their mother tongue,' Mr. Patil said.
Highlighting that nearly 900 students from Kalyana Karnataka secure medical seats annually, thanks to the region's Special Status under Article 371(J) of the Constitution, Mr. Patil said the volume would serve as a key academic aid. He lauded Kannada University, Hampi, for taking on a project that, in his view, ought to have been undertaken by the Rajiv Gandhi University of Health Sciences (RGUHS) that functioned under his department.
The Minister announced that he would issue a circular directing all medical, para-medical, nursing, and pharmacy colleges under his department to purchase and keep copies of the encyclopaedia in their libraries.
Recalling the difficulties faced in compiling the encyclopaedia, Dr. Shankar explained that teaching medicine in Kannada is often deemed impossible due to rapid advances in medical science and technology.
'While teaching the entire subject in Kannada may not be feasible, medical students should at least learn functional Kannada to communicate effectively with patients and understand their problems,' he said.
Kannada University Vice-Chancellor D.V. Paramashivamurthy, who presided over the event, emphasised that the institution's mission is not only to disseminate knowledge in Kannada, but also to create it.
'Our aim is to absorb knowledge from all regions, cultures, and languages, and present it in simple Kannada. This encyclopaedia is part of that mission. I thank Dr. Shankar for undertaking such a monumental and unprecedented task. No other regional language has such a comprehensive encyclopaedia on medicine,' he said.
Madhav Peraje, Director of Prasaranga, Kannada University, said the encyclopaedia was first published in 1995, followed by the second edition in 2015. Forty-eight scholars contributed to the current volume, he added.
The event was attended by Dr. P.S. Shankar Pratishtana working-president Dr. H. Veerabhadrappa and Dr. P.S. Shankar Pratishtana secretary Narendra Badasheshi, V.G. Women's College principal Rajendra Konda, along with academicians and scholars.

Country should move forward adhering to the principles of the Constitution: Sharan Prakash Patil
Minister for Medical Education Sharan Prakash Patil stressed building a strong and healthy nation based on the history that the country had before independence. 'The country should move forward with peace and brotherhood and also adhering to the principles of the Constitution and respecting its values,' he said. He was addressing the crowd after hoisting the national flag at Mahatma Gandhi Stadium in Raichur to mark the 79th Independence Day on Friday. 'India got independence after a supreme sacrifice by lakhs of freedom fighters. After independence, the country had its constitution drafted by Dr. Babasaheb Ambedkar, who envisaged equal rights for all citizens irrespective of their caste and religion. Therefore, every citizen must adhere to them to take the country forward unitedly in all sectors,' Dr. Patil said. Praising the contributions of the 12th-century saints and spiritual icons, primarily Basavanna, to bring equality and uphold social justice, he said that Kalyan Karnataka has got its special prominence in the state for these reasons. Despite spiritual richness, the region remained backward, and considering this, the UPA government at the centre brought an amendment to the Constitution, inserting 371 J to ensure special status. Thus, the region is getting an annual grant of ₹5,000 crore, and thousands are getting seats in medical and engineering courses, and, apart from that, those who are eligible are getting jobs, the Minister said. Dr. Patil, who is also the District in-charge Minister, also said that the State government is committed to developing the Raichur district with new projects. The district will soon get a convention hall and a cancer hospital at a cost of ₹50 crore each. The new airport will also come up shortly. But as far as the All India Institute of Medical Science (AIIMS) is concerned, the State government had already submitted a proposal to the centre, he added. MP G. Kumar Naik, MLAs Shivaraj Patil and Basanagouda Daddal, MLC Vasant Kumar, Mayor Narasamma Narasimhalu, Deputy Commissioner Nitish K., CEO Eshwar Kumar Kandoo, Superintendent of Police G. Puttamadaiah, City Corporation Commissioner Jubin Mohapatra, Additional Deputy Commissioner Shivanand, Assistant Commissioner Gajanan Bale, Tahsildar Suresh Varma and others were present.

US appeals court upholds Arkansas law banning youth transgender care
Boston: A federal appeals court on Tuesday upheld an Arkansas law barring doctors from providing gender-affirming care including puberty blockers, hormones and surgery to transgender minors. The 8-2 decision by the St. Louis-based 8th U.S. Circuit Court of Appeals overturns a lower court ruling. It also follows the U.S. Supreme Court's June ruling holding that Tennessee's similar ban did not discriminate based on sex or transgender status. Citing that ruling, the 8th Circuit's majority agreed with Arkansas' Republican attorney general that the law did not violate transgender minors' equal protection rights under the U.S. Constitution. The 8th Circuit also went further than the Supreme Court, which has a 6-3 conservative majority, by deciding an unresolved legal issue of whether such bans violate parents' rights to provide appropriate medical care for their children. Lawyers for the plaintiffs -- a group of minors, parents and healthcare professionals -- argued the Arkansas law violated parents' due process rights under the U.S. Constitution's Fourteenth Amendment. But U.S. Circuit Judge Duane Benton, writing for the majority, cited a lack of historical support for the argument that parents have a right to obtain medical treatment for their children that a state legislature deems inappropriate. "This court finds no such right in this Nation's history and tradition," Benton wrote in an opinion joined by seven fellow appointees of Republican presidents. U.S. Circuit Judge Jane Kelly, an appointee of Democratic former President Barack Obama, dissented along with another judge, citing a "startling lack of evidence connecting Arkansas' ban on gender-affirming care with its purported goal of protecting children." "This is a tragically unjust result for transgender Arkansans, their doctors and their families," said Holly Dickson, executive director of the American Civil Liberties Union of Arkansas, which represented the plaintiffs. The decision overturns a ruling by a lower-court judge in 2023 who had declared the law unconstitutional after previously blocking it from taking effect in 2021. That year, Arkansas became the first U.S. state to ban gender-affirming care for minors. The Republican-led legislature passed the ban over the veto of then-Governor Asa Hutchinson, also a Republican.
