Want Bengal govt to respond to Centre's queries on Aparajita Bill: Guv
He also said the Bill was larger in its context and content, and thus required an examination from the President.
The West Bengal assembly had unanimously passed the Aparajita Women and Child Bill nearly a month after the alleged rape and murder of a postgraduate trainee doctor at Kolkata's RG Kar Medical College and Hospital on August 9, 2024.
"The Aparajita Bill was larger in its context and content. Therefore, I thought that it was something that required the examination of the President of India. Now, the Government of India has raised certain queries, which I have asked the state government to answer. I want the state government to be fully involved in this," he said.
Bose sent the Aparajita Bill back to the state government for consideration of the serious objections raised by the Centre over the proposed changes to the Bharatiya Nyaya Sanhita that the legislation seeks, a Raj Bhavan source had said on Friday.
According to the source, the Centre, in its observation, found that the Aparajita Women and Child Bill, passed in the assembly in September 2024, seeks changes in punishment for rape under multiple sections of the BNS that are 'excessively harsh and disproportionate', the source had said.
The Bill proposes enhancement of punishment for rape from the existing minimum of 10 years under the BNS to life imprisonment for the remainder of one's life or death.
"There are three options before a governor. First is to give ascent to the Bill. Many Bills I had given ascent because these were very good in every respect, Constitutional within the law of the land.
"The second option is that the Bill can be sent back to the Assembly for reconsideration with certain suggestions, or without suggestions. Once passed by the Assembly, the Bill comes back to the Governor, and he has to give assent to the Bill. The third option is to refer it to the President of India," Bose told reporters at the Raj Bhavan here.
The Ministry of Home Affairs had "flagged multiple provisions in the Bill as problematic", the source had said.
"After taking note of the MHA observation, the Governor has referred those for appropriate consideration to the state government," the source added.

CM demands over ₹1 cr. recovery from Kejriwal over ‘fake' phansi-ghar
Chief Minister Rekha Gupta on Wednesday called for a thorough inquiry and demanded that the ₹1.04 crore spent by the previous Aam Aadmi Party (AAP) government on a British-era 'fake' 'phansi-ghar' (execution room) at the Delhi Assembly be recovered from former Chief Minister Arvind Kejriwal. Terming the move a 'deception of people' and an 'insult to martyrs', Ms. Gupta said the installation was based on no official documentation and essentially a repurposed 'tiffin room' falsely portrayed as a historic phansi-ghar to mislead the public. During a discussion in the Assembly, she said an FIR should be registered against Mr. Kejriwal and the structure be removed before August 25. Noting that the phansi-ghar was inaugurated on August 9, 2022, Assembly Speaker Vijender Gupta said the 1911-12 building map accessed from the National Archives clearly marked the space as a tiffin room. 'I challenge AAP to find one historian who can verify it was an execution room,' he said. 'Distortion of heritage' 'Such tiffin rooms are in other offices too. You will know about them if you conduct an inquiry. Without any documents, it was declared as an execution room. We are ashamed of this. He [Kejriwal] had a disease of lying,' the CM said, terming it a 'distortion of heritage'. AAP legislator Sanjeev Jha said many execution rooms from the British era are not officially recorded and accused the ruling party of 'standing with the British'.

Two arrested for bid to assault ex-min Swami Prasad Maurya
Lucknow: Rae Bareli police on Wednesday arrested two youths for attempting to assault former Uttar Pradesh minister Swami Prasad Maurya during his visit to the city. The incident occurred around 11:30 am when Maurya, en route to Fatehpur from Lucknow, halted at Gol Chauraha to meet his supporters. As he stepped out of his vehicle, two men, identified as Rohit Dwivedi, son of Amresh Kumar, a resident of Kaurapur Gaura under Ramganj police station limits, and Shivam Yadav, son of Krishan Kumar of Aati village under Deeh police station, allegedly tried to confront him. According to a written complaint filed by supporter Dilip Kumar Maurya, the accused created a ruckus and misbehaved with Swami Prasad Maurya. When other workers intervened, the accused allegedly threatened to kill the former minister. Both men attempted to flee but were promptly taken into custody by the police. A video of the incident later went viral on social media. During preliminary interrogation, Rohit Dwivedi confessed that he attacked Maurya because the leader had "abused the Brahmin community and made derogatory remarks against Sanatan Dharma and Lord Ram." Additional SP, Rae Bareli, Sanjeev Sinha said an FIR was registered under BNS sections 115(2) (voluntarily causing hurt), 352 (intentional insult), and 351(3) (criminal intimidation) against the two arrested accused. Meanwhile, Azad Samaj Party chief and MP Chandrashekhar Azad strongly condemned the attempted assault on Swami Prasad Maurya, calling the incident shameful and condemnable.
