33 Ayushman Arogya Mandirs unveiled

In a major step toward strengthening the capital's healthcare system, the Delhi government inaugurated 33 Ayushman Arogya Mandirs and 17 Jan Aushadhi Kendras on Tuesday, offering citizens improved access to affordable and quality healthcare. The large-scale launch was held across multiple locations in Delhi and NCR, with various state and central government leaders participating in the ceremonial rollouts.
The inauguration ceremony began at 9:00 AM and continued for about an hour, as leaders from the Delhi government and the Centre attended events at different sites. Chief Minister Rekha Gupta inaugurated the Ayushman Arogya Mandir built behind the Delhi Bar Association office at the Tis Hazari Court complex. Simultaneously, PWD Minister Pravesh Verma inaugurated two centers—one at the dispensary on Babar Road and another at Sarojini Nagar, both located in his New Delhi constituency.
The event sparked political backlash from the opposition. AAP leader Saurabh Bhardwaj accused the BJP of rebranding existing infrastructure rather than creating new facilities. Posting on social media platform X (formerly Twitter), he wrote, 'Mohalla Clinics and dispensaries built by the Kejriwal government are simply being painted and renamed as new Ayushman Arogya Mandirs.'
Several other leaders also participated in the statewide rollout. Tourism and Law Minister Kapil Mishra launched the Arogya Mandir in Khajuri Khas, part of his Karawal Nagar constituency. Union Minister of State Harsh Malhotra unveiled the new center in Geeta Colony, East Delhi, while Health Minister Dr. Pankaj Kumar Singh inaugurated a facility at the old Barat Ghar in Gupta Enclave. Delhi's Home, Education and Urban Development Minister Ashish Sood opened the Janakpuri center at the SS Mota Community Center in A Block.
In addition, North East Delhi MP Manoj Tiwari inaugurated the Ayushman Arogya Mandir in Yamuna Vihar B Block, and MP Praveen Khandelwal opened another one in AP Block, Shalimar Bagh.
These new health centers are part of the BJP-led Delhi government's broader plan to set up 1,139 Ayushman Arogya Mandirs across the capital. These upgraded health units are envisioned as a more advanced alternative to the Mohalla Clinics introduced by the previous Aam Aadmi Party (AAP) government. Unlike Mohalla Clinics, the Ayushman Arogya Mandirs are equipped to offer diagnostic services, treatment for common ailments, and minor surgical procedures, providing a more comprehensive healthcare model.
Speaking at the inauguration in Tis Hazari, Chief Minister Rekha Gupta did not hold back her criticism of the previous administration. She described the earlier Mohalla Clinic model as 'corrupt and inefficient,' stating that many were constructed in porta cabins where doctors were paid on a per-patient basis, allegedly leading to inflated numbers and mismanagement. She referenced findings from the CAG report, which she claimed revealed major irregularities in the AAP's healthcare programs.
Gupta also pointed out that ₹2,400 crore in central government grants for Delhi's healthcare sector had been sanctioned five years ago but remained underutilized due to alleged inaction by the previous government. 'We now have just eight months to complete the work that should have been done in five years. If we fail to complete these projects by March, the funds will lapse,' she said.

New Delhi: Lieutenant governor VK Saxena on Tuesday gave his approval to the anti-corruption branch of Delhi govt to conduct an inquiry against former health ministers in AAP govt — Satyendar Jain and Saurabh Bharadwaj — in a case related to the construction and upgrade of hospitals. The inquiry was ordered on a complaint by BJP's Vijender Gupta in Aug 2024, alleging "inexplicable delays and astronomical cost overruns indicating a large scale of fund siphoning" in 24 hospital projects, including 11 greenfield and 13 brownfield, approved for a total cost of Rs 5,590 crore. The complainant alleged that seven ICU hospitals with a total bed capacity of 6,800 were sanctioned at a cost of Rs 1,125 crore for construction using pre-engineered structures within six months from Sept 2021, but only 50% of the work was completed in three years and Rs 800 crore was spent. It termed these as "tactics and patterns of misconduct and corrupt activities," which resulted in a huge loss to the govt exchequer. The ACB moved to the directorate of vigilance for prior approval under section 17A of the Prevention of Corruption Act to probe against Bharadwaj and Jain, which was forwarded to the health and family welfare department and Public Works Department for comments. While the health and family welfare department said it had no objection to the inquiry, PWD also recommended the investigation of ICU hospitals, polyclinics and other projects; identification of instances of corruption, irregularities, and violation of laws and rules; and fixing of responsibility for wrongdoing, if any. Forwarding the ACB's proposal along with the comments of the two departments to LG for the grant of sanction for investigation, the directorate of vigilance observed that the construction of hospitals was not completed in the stipulated time due to upgradation in specifications and facilities beyond the original provision after the award of work. It added that due diligence in estimate preparation and planning was not done accurately, resulting in an increase in cost beyond the original sanctioned amount, and escalation of arbitration costs resulted in an unnecessary burden on the govt exchequer. "The administrative department has failed to acknowledge some aspects and there can be some hidden facts and evidence in the matter that attracts an inquiry... to unearth the lapses… an in-depth inquiry is required," the directorate of vigilance observed on the file.

Kanwar panels to get 1,200 units of power, direct funds
New Delhi: Govt will now directly transfer funds to kanwar committees through direct benefit transfer. The Delhi cabinet passed a proposal in this connection on Tuesday. Chief minister Rekha Gupta said that kanwar committees would now receive direct grant-in-aid ranging from Rs 50,000 to Rs 10 lakh as the tender system was abolished, paving the way for transparency and ending corruption. Every registered kanwar committee will receive up to 1,200 units of free electricity for their camps, she added. Govt has also decided to set up mandatory standards for camp infrastructure, including waterproof tents, CCTV, fire safety and sanitation. Additionally, 'Mukhyamantri Dharmik Utsav Smiti' will be formed to oversee religious affairs and related celebrations. Only registered committees with valid PAN, bank details and registration certificates will be eligible for the grant. The chief minister said that camps would be classified based on the tenting area and the number of days. The committees will be eligible for a minimum grant of Rs 50,000 and a maximum of Rs 10 lakh. Gupta explained that 50% of the grant will be given in advance, and the remaining amount will be released only after the submission of the utilisation certificate, verification with geo-tagged photos by SDM or tehsildar, and complete audit documents. Gupta further said that grant disbursement would follow a first-come, first-serve principle to prioritise timely applicants. Additionally, recommendations from the local MLA, MP or ministers will be mandatory for the approval of any kanwar camp site to ensure proper planning and need-based setup. Any fraudulent activity by a committee may lead to proceedings under applicable legal provisions, she warned. The chief minister also said that a group of ministers chaired by minister Kapil Mishra, along with four MLAs, would finalise the list. All districts will have a single-window clearance system under the supervision of district magistrates, allowing NOC and permits to be issued within 72 hours, making the process swift and convenient for organisers, she added. To ensure seamless coordination, an inter-departmental meeting will be held by the secretary, revenue cum divisional commissioner, involving key departments, including Delhi Police, DJB, Delhi Fire Services, MCD, health, DDA, transport and power. Addressing traffic and safety concerns, the chief minister said a comprehensive plan was prepared in consultation with all the agencies concerned and police authorities. "It will be ensured that pedestrian kanwariyas face no inconvenience during their movement. Civil Defence and Home Guard volunteers will be deployed at camps to strengthen on-ground arrangements." Gupta alleged that earlier, many committees waited until the last moment for basic services like tents and water supply. "In contrast, the current govt consulted directly with kanwar committees to understand their problems."

Speaking to the media here on Tuesday, YSRCP General Secretary Lakshmi Parvathi said the government must reflect on issues concerning women's safety and welfare schemes, and emphasised that strong corrective measures were necessary. 'Lokesh is being termed as a shadow Chief Minister, which is ridiculous as the greenhorn can barely speak out, and Chandrababu should remember that all the vindictive politics the coalition has been playing will bounce back in the coming days,' Lakshmi Parvathi said. 'There is no safety for women, and atrocities on even minor girls have been reported, but there is hardly any response from the government, and the Home Minister has no voice to speak as the accused are TDP cadre. Even Purandeswari, being the coalition partner, does not speak out, which shows that she has been endorsing every evil move of Chandrababu Naidu,' she added. She added that the welfare programmes implemented during the previous YSRCP-led government, particularly those focused on women's empowerment, were well-received and rolled out consistently. 'That was an example of good governance. Any deviation from that should be reassessed,' she added. Lakshmi Parvathi also questioned the public perception around certain leaders and urged all political stakeholders to rise above personal ambition to serve the state effectively.
