Union Cabinet nod to ring road will accelerate Bhubaneswar New City project: CM

Bhubaneswar: The Union Cabinet's approval on Tuesday for the Rs 8,307 crore Capital Region Ring Road has paved the way for early commissioning of the proposed Bhubaneswar New City project, chief minister Mohan Charan Majhi said on Wednesday. Speaking to media persons here, Majhi said that the Ring Road will create a larger Capital Region spanning Cuttack, Bhubaneswar, Dhenkanal, Choudwar and Banki, establishing it as a growth centre. While another internal ring road has been planned for the capital city. "This infrastructure will support Bhubaneswar's growth as an IT, textile and semiconductor hub," he said. "Besides the 111 km greenfield road, recent developments such as the Union Cabinet's Aug 12 approval for two semiconductor units with an investment of Rs 4,009 crore and the Posco-JSW announcement for a steel plant in Odisha, which will see an investment of around Rs 50,000 crore in Keonjhar, have placed Odisha in the fast lane of development," Majhi said, adding, "Odisha's council of ministers and MLAs held a meeting to thank the Prime Minister (Narendra Modi) for giving so much focus on the state. " Govt sources indicated that with the approval for the ring road, securing external funding for the new city project, which will connect to the six-lane road, would now be easier. Govt authorities in Bhubaneswar held a meeting on Wednesday with the representatives of a private consulting firm, as part of the govt's new city project. The meeting — held between the private firm's chief executive (South Asia), Avinas Misra, and Abhisek Malhotra, regional director of the company, and housing and urban development secretary Usha Padhee — focused on urban infrastructure and managed services, a govt statement said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Step into the future of manufacturing - SAP Transformation CIO | AWS Undo The state govt has identified approximately 338.436 hectares for the proposed new city on the outskirts of Bhubaneswar. Govt sources stated that the concept would be presented to the ministry of housing and urban affairs (MoHUA) under the Urban Challenge Fund. The project envisions a model city that is inclusive, vibrant and resilient, designed to optimise land value and achieve international branding. In the Union Budget 2025-26, the Centre has allocated Rs 10,000 crore to the Urban Challenge Fund to implement proposals for 'Cities as Growth Hubs', 'Creative Redevelopment of Cities' and 'Water and Sanitation'. The fund will finance up to 25% of the cost of bankable projects. Odisha hopes to secure funding for the new city project from the same. In Jan, Bhubaneswar Development Authority (BDA) and a global real estate consultancy signed a memorandum of understanding (MoU) for the new city project. As per the MoU, the consultancy will prepare a master plan and recommend the most suitable product mix to BDA for the project's development. The new city project is one of Odisha's most ambitious urban development initiatives, designed to reshape the capital's future with global collaboration, strategic planning and inclusive infrastructure. "It is a landmark step for Odisha to shape a world-class urban centre, reflecting inclusivity, sustainability and resilience for future generations," Padhee said. The new city is planned on the outskirts of Bhubaneswar, including areas such as Malipada, Daspur and Gothapatna. It is envisioned as an inclusive, sustainable and resilient city with solar infrastructure and the capacity to house two lakh residents. With an estimated Rs 8,200 crore projected investment, the govt hopes to secure funding from multiple sources such as the MoHUA, private investors and external lenders like the Asian Development Bank. Over 95% of the land parcels are already under govt control, streamlining acquisition and planning. Stay updated with the latest local news from your city on Times of India (TOI). Police must be true to Constitution: Meeran Borwankar

1 2 Pune: Former Pune police commissioner Meeran Borwankar on Wednesday said political interference is hampering the efficiency of the police, leading officers away from the truth. She said officers must remain committed to the Constitution, keeping religion away from their duty. She said, "The sole loyalty should be to the Constitution in the police force and all other departments. One may read The Bible, Bhagvad Gita, Guru Granth Sahib or Quran — and I respect all those who do — but such practices should be done at home and not in office. It will be extremely dangerous the day khaki turns saffron, green or white." Speaking at a book launch held to mark slain rationalist Narendra Dabholkar's twelfth death anniversary, the retired IPS officer gave examples of the 2008 Malegaon blast, 2006 Mumbai train blast and the murder investigation of Dabholkar. She said political interference in such sensitive cases was troubling. Borwankar said even the judge had raised concerns over the probe in the Dabholkar case and said the CBI had failed to identify the real conspirators and "it was either a failure, deliberate (negligence) or the result of influence from some powerful individuals." "We could not give justice to 190 victims of the Mumbai train blast, the victims of the Malegaon blast and Dabholkar," she said, highlighting the delay of cases in the court. "It takes years for a final verdict and cases which involve activist Gauri Lankesh, social activist comrade Govind Pansare and scholar MM Kalburgi have remained pending for years now," she added. Borwankar said she had received a threat mail for attending the event. "Before coming to this programme, I wrote an article to which I received reactions from people through about 20 mails and some 10 WhatsApp messages. In one mail, I was threatened for attending this book launch." The former IPS officer recalled an incident where she experienced political pressure during her tenure as the Pune CP. "During electronic surveillance, we caught Shiv Sena member Neelam Gorhe and UBT MLA (then with undivided Sena) Milind Narvekar conspiring to create violence in Pune. Despite reluctance from local police officers, I told my joint CP to ensure that a case was registered. I appointed my personal staff to investigate the matter," she said, adding her team thoroughly probed the case and filed a chargesheet in court. "However, later the govt withdrew the case. One can imagine how powerful the politicians are and people question the police," she added. Stay updated with the latest local news from your city on Times of India (TOI).
