Dewan Rakyat debates foreign policy post-ASEAN 2025 and hajj costs
According to the Parliament portal's Order Paper, Datuk Mohd Shahar Abdullah (BN-Paya Besar) raised a question to the Foreign Minister regarding Malaysia's foreign policy strategy in navigating the evolving Indo-Pacific geopolitical landscape.
Digitalisation also took centre stage, with Datuk Seri Dr Ronald Kiandee (PN-Beluran) seeking updates on the MYDigital initiative, including MyDigital ID registration and government system integration. V. Sivakumar (PH-Batu Gajah) further pressed the Digital Minister on Malaysia's readiness for AI adoption, covering technology transfer and talent development.
Hajj costs were another focal point, as Datuk Dr Ahmad Marzuk Shaary (PN-Pengkalan Chepa) questioned the Prime Minister on the justification for the 2025 fee hike, Tabung Haji's investment status, and unused hajj quotas from 2020 to 2025.
Following the Q&A session, Parliament moved to the second reading of key bills, including the Consumer Credit Act 2025 and the Solid Waste Management and Public Cleansing (Amendment) Bill 2025. Lawmakers will also debate Suhakam's 2023 Annual Report and Financial Statements.
The session, set to run for 24 days, will culminate in the tabling of the 13th Malaysia Plan on July 31. - Bernama

KUALA LUMPUR — Malaysia supports The Hague Group's efforts to find a long-term resolution to the conflict in Gaza, but takes a cautious stance on the preconditions and content of the New York Declaration being debated at the international level, said Foreign Minister Datuk Seri Mohamad Hasan (picture). He said Malaysia supports initiatives aimed at achieving lasting peace for the Palestinian people and the establishment of an independent state. However, he stressed that the country will not support any initiative that contradicts its foreign policy principles. 'We support The Hague Group in calling for an end to this (Israel's atrocity) … but Malaysia is cautious in this effort because there are preconditions that we are uncomfortable with, making it difficult for us to endorse the outcome document issued by those countries. 'We agree with the main goal – the urgent establishment of an independent Palestinian state – but we are uneasy with the preconditions set, as many of them are not in line with Malaysia's foreign policy,' he said during Minister's Question Time in the Dewan Rakyat today. He was responding to a question from Ahmad Tarmizi Sulaiman (PN-Sik) on the steps Malaysia is taking to urge the international community, particularly the United Nations (UN), to stop the ongoing attacks by the Zionist regime on Gaza. The Hague Group is a coalition of countries committed to championing justice and the rights of the Palestinian people at international platforms, including the International Court of Justice and the International Criminal Court. Mohamad said Malaysia is a co-sponsor of the group and had participated in a meeting in the second week of last month in Bogotá, Colombia, which served as a platform to discuss the Palestinian issue and seek an urgent resolution. He said Malaysia remains committed to voicing its position alongside like-minded countries in urging for a permanent ceasefire and the opening of humanitarian corridors into Gaza, which is facing a famine due to prolonged Zionist blockades. He said the Zionist regime is now using food supply restrictions as a weapon of war, a move he described as extremely cruel. '… their food supply has been cut off at the borders of Jordan and Egypt, not a single lorry is allowed through. For four and a half months, the Palestinian people have been starving and many have died. Israel is using food as a weapon of war — this has been condemned by the international community, Malaysia and like-minded countries,' he said. Mohamad also stressed that Malaysia will continue to press for and express unwavering support for Palestinian freedom and the establishment of an independent state, despite discomfort from certain quarters. He said Malaysia's efforts are supported by like-minded countries to ensure that the establishment of an independent Palestinian state becomes a reality and that Palestinians are given the right to govern their own country. 'Malaysia will not stop. We will continue to speak out, even if many are uncomfortable with Malaysia's position now. Malaysia's semiconductor exports still exempted from retaliatory tariffs, says Tengku Zafrul
KUALA LUMPUR: Malaysia's semiconductor exports to the United States remain exempt from retaliatory tariffs for now, says Tengku Datuk Seri Zafrul Abdul Aziz. The Investment, Trade and Industry Minister said the exemption remains in place at present, but it is subject to review and may be affected by future shifts in US trade policy. 'Currently, Malaysia's semiconductor exports to the US are not subjected to the retaliatory tariffs. However, this exemption is conditional and may change depending on the US government's evolving policies,' Tengku Zafrul told the Dewan Rakyat on Thursday (Aug 7). He was responding to Lim Guan Eng (PH–Bagan), who asked about reports that US president Donald Trump had announced plans to impose 100% tariffs on semiconductors imported from countries that do not produce — or do not plan to produce — chips within the US and only companies that have invested in or are building chip-manufacturing facilities in the US would reportedly be exempt. 'This is a significant move that will undoubtedly affect major semiconductor-exporting countries like Malaysia,' Tengku Zafrul said. He said that in April, the US Department of Commerce launched an investigation under Section 232 of its Trade Expansion Act to determine whether imports of semiconductors, chip-making equipment and related products pose a threat to US national security. 'Although the report was initially expected by the end of December, we've learnt that the timeline has been expedited. 'Preliminary findings from this investigation may soon form the basis for future policy decisions — including the possibility of higher tariffs,' he said Tengku Zafrul stressed that the US government has yet to officially announce the mechanism for implementing the tariffs. 'Based on current information, the exemptions may not be based on countries, but on companies that invest directly in the US, regardless of where they are headquartered,' he said. As such, the impact on Malaysia would depend largely on the structure and investment strategies of multinational firms operating locally. Tengku Zafrul said Malaysia's electrical and electronics (E&E) exports to the US totalled RM119bil in 2024 — roughly 20% of the country's total E&E exports. Of that, semiconductors alone made up RM60.6bil, or about 20% of Malaysia's total semiconductor exports. He noted that 68% of Malaysia's semiconductor exports to the US came from American companies based in Malaysia. 'These companies employ around 72,000 skilled Malaysian workers and are supported by approximately 7,200 local suppliers, most of which are SMEs,' he said. He said the government is also ramping up outreach and engagement with key local exporters and players in the semiconductor supply chain, while encouraging companies to expand to alternative markets. 'Ultimately, we are committed to monitoring this development closely and negotiating proactively. 'We want a clear understanding of what the US defines as 'semiconductors' in this context, so our industry can prepare appropriately,' he said.
