MPs, MLAs given powers to recommend teacher transfers
'Government after careful consideration have been pleased to give discretion to Hon'ble MPs/MLAs to recommend up to 15 most deserving cases of transfer of teachers (that shall include both Elementary & Secondary) pertaining to their constituency area, to the Collector concerned of the district, for disposal of the same by the District Level Transfer Committee (DLTC) during this transfer session,' reads the notification.
However, the State government has laid down certain conditions for the Members of the Legislative Assembly and Members of Parliament. As per the S&ME department notification, the recommendation should not violate the principle of rationalisation. It also clarified that priority should be given to the teachers with an urgent need.
The government has barred the transfer of teachers from rural areas to urban areas. The government also noted that the elected representatives can only propose the transfer of teachers within the same district. 'This discretion is applicable for intra-district transfer only. The proposals of the Hon'ble MPs/MLAs are to be submitted to the District Collector concerned and will be disposed of by the DLTC. Where the Parliamentary Constituency (PC) covers more than one district, the proposals will be submitted to the Nodal Collector (Returning Officer of that PC) under intimation to the other Collectors within the jurisdiction of that PC for disposal by respective DLTC(s),' added the notification.
Meanwhile, the Rajya Sabha members have been suggested to send their list of recommendations to the Director of Secondary Education under intimation to the Director of Elementary Education, which will forward the list to the respective Collectors under intimation to the DEE for disposal of the same by the DLTC(s). The Odisha government also directed that all the proposals should be submitted and disposed of during this transfer session (15th May to 15th June) only. The government notified that this provision is a one-time measure, which is applicable only for the current educational year.
A similar notification was issued by the previous BJD-led government in 2021, allowing the elected representatives to recommend the transfer of up to 10 primary and secondary school teachers within their respective constituencies during the 2021-2022 academic session.

New three-judge bench of Supreme Court to hear Delhi-NCR stray dogs matter today
TWO DAYS after a two-judge bench ordered authorities in Delhi and other parts of the National Capital Region (NCR) to relocate all stray dogs from the streets to dedicated shelters, the matter was referred to a three-judge bench on Monday. A bench of Justices Vikram Nath, Sandeep Mehta and N V Anjaria will now hear the suo motu proceedings initiated over the issue of stray dogs Thursday. The bench said that 'there should not be any compromise in undertaking any exercise' and warned that 'if any individual or organisation comes in the way of picking up stray dogs or rounding them up, we will proceed to take action against any such resistance'. The court said no sentiments should undermine the drive. 'Infants and young children, at any cost, should not fall prey to rabies. The action should inspire confidence that they can move freely without fear of being bitten by stray dogs. No sentiments should be involved,' it said. This led to protests from animal rights groups, which said the order was in violation of Animal Birth Control (Dogs) Rules, 2001, that states that after vaccination, the dogs should be released into the same locality from where they were picked up. On Wednesday, a lawyer brought to the notice of Chief Justice of India B R Gavai that the August 11 order had not been uploaded on the court's official website. CJI Gavai said he is looking into the matter. The order was uploaded in the evening. Earlier in the day, a plea related to vaccination and sterilisation of community dogs in the national capital too came up for mention before the CJI-led bench. The plea by the Conference for Human Rights (India) in 2024, a non-governmental organisation, challenged the Delhi High Court's August 2023 order on its PIL seeking directions for sterilisation and vaccination of community dogs as per the Animal Birth Control (Dogs) Rules. The High Court had disposed of the PIL without issuing any specific direction following which the NGO approached the Supreme Court. On July 8 last year, a two-judge bench issued notice to the Centre and the Delhi government regarding the plea. On Wednesday, the counsel for the NGO told the CJI-led bench that the respondents were yet to file counter-affidavits despite the fact that on May 13 this year, the Supreme Court had given them a last chance to do so. CJI Gavai then pointed out that another bench had already passed an order concerning strays, apparently referring to the August 11 order. The counsel pointed out that last May, yet another Supreme Court bench, led by Justice J K Maheshwari, had sent back petitions on the stray dog issue to High Courts saying 'there cannot be any indiscriminate killings of canines and the authorities have to take action in terms of the mandate and spirit of the prevalent legislation in place'. The counsel said the Justice Maheshwari-led bench had added that 'there is no gainsaying in the fact that exhibiting compassion to all living beings, is the enshrined Constitutional value and mandate, and casts obligation on the authorities to maintain'. Following this, the CJI assured: 'I will look into it.' It is learnt that the CJI decided to refer the matter to the three-judge bench in view of the fact that there are now two orders on the same issue – one by the Justice Maheshwari bench and the other by the Justice Pardiwala bench.

AIADMK govt. never hiked power tariff despite joining UDAY scheme: EPS
Leader of Opposition and AIADMK general secretary Edappadi K. Palaniswami on Wednesday said despite Tamil Nadu joining the Ujwal DISCOM Assurance Yojana (UDAY) scheme during his regime, AIADMK did not increase electricity tariff in the State till he was in power between 2017 - 2021. Mr. Palaniswami's reaction comes in the wake of charges made by Tamil Nadu's Industries Minister T.R.B. Rajaa that the existing electricity tariff hike was due to the then AIADMK government joining the Central scheme way back in 2017. As a result, the State has to witness steady increase in power tariff under the scheme. 'We joined the scheme (UDAY) after the Centre fulfilled our two conditions, such as dropping the condition to increase the electricity tariff once in three months, and farmers should not be forced to fix electricity meters to assess total power consumption by pump sets used by them,' he said. The AIADMK leader, who was here as part of his State-wide tour, said that despite joining the UDAY scheme, the AIADMK-led government never increased the electricity tariff till the party was in power in early 2021. On the other hand, the DMK government has consistently increased power tariffs for the past four years, confusing voters into thinking that the power tariff increase was due to the AIADMK, he said. Highlighting lawlessness in the State with rising crime against women, children and senior citizens, Mr. Palaniswami blamed the DMK government for not allowing Tamil Nadu police to function in a free and fair manner. As a result, criminals have lost fear of police personnel and have dared to murder them, he alleged. 40 Kshatriya MLAs' 'family get-together' in Lucknow sparks political debate
Lucknow witnessed a political stir on the first day of the Assembly session on Wednesday after around 40 MLAs from the Kshatriya community gathered at a prominent hotel in the city. Sources indicated that the idea of such a meet had been in discussion for some time, as community leaders were looking to demonstrate unity and the organisers have insisted the event was purely social, the timing and scale of the meeting have led to speculation about a show of strength. Several MLAs, former MLAs, and ex-MLCs from opposition parties were also invited, but most prominent opposition leaders stayed the meet, the mood in the Assembly's Central Hall was light-hearted, with many leaders making jokes and passing comments about the gathering.
