New Delhi: Pending water bills have surged to a staggering Rs1.4 lakh crore, with commercial consumers and govt departments accounting for the lion's share of this outstanding amount.
While commercial users owed Delhi Jal Board Rs66,000 crore and govt departments Rs61,000 crore, domestic consumers had unpaid dues of Rs15,000 crore, according to govt data.
Relief from "inflated water bills" will be provided to domestic water users, said minister Parvesh Verma on Saturday, disclosing, "The software upgradation process has started and we are hopeful of launching it in two months." He said smart meters would be installed to prevent the problem of faulty billing from arising again.
In response to public grievances, especially from household consumers, Delhi govt is planning a full waiver of the late payment surcharges. Common complaints from residents include inflated bills caused by faulty or estimated meter readings, bills issued during Covid lockdowns when homes remained vacant and arrears that snowballing into thousands or even lakhs of rupees. Non-payment of disputed bills also triggered increasing late fees, increasing the due amount, a govt official said.

Officials said that the proposed waiver excludes commercial users and govt departments and limits it to domestic waivers. No decision has yet been taken on relief of the dues. An official said the was firmly on easing the load on domestic consumers even as the authorities try to recover the unpaid amounts. Verma said that DJB's software would also automatically deduct surcharges and issue fresh bills under the new scheme.
However, no relief is currently planned for complaints related to false meter readings. Many users stopped paying the post-Covid bills due to faulty bills. In Oct and Nov 2022, the DJB portal logged over 10,000 complaints about wrong billing. The previous AAP govt promised a one-time settlement scheme last year, but could not execute it.
To curb future billing disputes, DJB plans to replace the traditional meters with smart ones.
Officials said that the smart meters would resolve all billing inaccuracies. The current practice of meter readers submitting outdated or incorrect images resulted in inaccurate billing, which eventually led to a compilation of underpaid bills.
An official said that around 1,000 meter readers managed nearly 26.5 lakh water consumers across 41 DJB zones and this has been seen as ineffective over time. Officials said that Verma had asked the water utility to overhaul the billing and payment system as soon as possible.
An application to make the payment process easier is also on the anvil.
Sources said the DJB top echelon had been intimated that the current billing system led to many users not paying their bills due to several lacunae. Officials claimed the new metering system would eliminate the role of agents and touts who allegedly accepted bribes to clear bills.

Russian crude imports to India stood at 2.08 million barrels per day (bpd) in June, reaching the highest level since July 2024, based on vessel tracking data from Kpler, a global commodity market analytics firm said. While the Middle East previously dominated supply, Russia has established itself as the primary supplier for approximately three years. Following Western sanctions on Russian crude after the Ukraine invasion in February 2022, Russia offered substantial discounts to secure new buyers. Indian refineries capitalised on this opportunity, transforming Russia from a minor supplier into India's primary crude oil source, surpassing traditional West Asian suppliers. Russian oil now constitutes approximately 40% of India's oil imports. India's June imports from Iraq, its second-largest supplier, were 8,93,000 bpd, showing a 17.2% monthly reduction. Saudi Arabia provided 5,81,000 bpd, remaining steady from May, whilst UAE supplies increased 6.5% to 4,90,000 bpd. Iraq represented 18.5% of India's oil imports, with Saudi Arabia at 12.1% and the UAE at 10.2%. The US maintained its position as the fifth-largest supplier, delivering 3,03,000 bpd, holding a 6.3% market share, according to Kpler data. CREA reported that China acquired 47% of Russian crude exports in June, followed by India (38%), the EU (6%), and Turkiye (6%). "In June, India remained the second-largest purchaser of Russian fossil fuels, importing fossil fuels worth 4.5 billion euro. Crude oil accounted for 80% (3.6 billion euro) of these imports," it said. According to S&P Global Commodity Insights, India's crude inflows from the US jumped by over 50% year-on-year, reaching 2,71,000 barrels per day (bpd) in H1 2025, up from 1,80,000 bpd in the same period of 2024. While India has previously relied on US crude, volumes had declined in recent years as it turned to discounted Russian oil. However, purchases from the US are showing signs of revival amid improved diplomatic ties with the new US administration. Crude imports from Brazil recorded the steepest growth, rising nearly 80% year-on-year to 73,000 bpd in the January–June period, compared to 41,000 bpd a year ago. Despite the shift, Russia remained India's top supplier, with average shipments at 1.67 million bpd in the first six months of 2025, marginally up from 1.66 million bpd in the year-ago period. GGSIPU to offer international MSc and 3-year LLB from academic session 2025 NEW DELHI: Guru Gobind Singh Indraprastha University (GGSIPU), Delhi, has announced two major academic initiatives for the academic session 2025-26. The University will introduce a 3-year LLB programme and an international dual degree programme in partnership with AGH University of Krakow, Poland. These programmes are aimed at expanding access to legal education and providing global exposure in sustainable manufacturing. Detailed admission procedures, eligibility requirements, and programme structures have been released for both courses. Three-year LLB programme to begin at Dwarka and affiliated institutes GGSIPU will launch a 3-year LLB programme starting in the 2025-26 academic session. The course will be offered at the University School of Law & Legal Studies, located at the Dwarka campus, along with two affiliated colleges — Vivekanand Institute of Professional Studies and Chandraprabhu Jain College. Each of the three institutes will initially offer 60 seats, making a total intake of 180 students for the programme. The programme code is 238.
