Delhi CM slams AAP leaders for spreading rumours on slum demolitions
The Chief Minister made the announcement at the slum camp (Faatak wali jhuggi) near the railway crossing in Shalimar Bagh on Sunday, where the Railways have issued a notice for demolition as part of a project to expand the Azadpur railway station.
CM Gupta assured residents of the slum that her government has allocated Rs 700 crore in the Budget for the development of slum settlements.
She stated that whenever slums need to be removed for any reason, arrangements are being made to provide houses to the eligible residents.
The Chief Minister also appealed to the slum dwellers not to be misled by the "broom-wielding" (AAP) leaders, as during their government, they merely treated slum residents as vote banks and encouraged the supply of alcohol to these areas.
Now that the current government is working on developmental schemes for the slum communities, these leaders are trying to incite unrest and mislead the residents, she said.
CM Gupta pointed out that a survey of the Faatak wali jhuggi area was conducted in 2020, but the then Aam Aadmi Party (AAP) government neither took any decisions nor held talks with the Railways. "But we have now begun working on a plan for you, so that you do not face any hardship," she said.
She made it clear that if slums have to be removed for the sake of development projects or any other legitimate reasons, the government will ensure proper rehabilitation for the eligible residents so that they too can become part of Delhi's growth story.
CM Gupta assured that she would speak to the Ministry of Railways and make arrangements for housing for the residents of this area. "You will get complete justice. The Delhi government is fully committed to this," she said, adding that there is no need to panic.
The Chief Minister also criticised the Congress and AAP governments, stating that in the past 40 years, no development has taken place in Delhi's slums.
'These parties have only seen slum dwellers as vote banks and have constantly tried to exploit them, while also damaging the city's geographical character,' she said.
CM Gupta said that AAP leaders are making baseless allegations that the Delhi government is focused on removing slum dwellers.

Delhi govt to review 20 years of arbitration cases exceeding Rs 1 crore
The Delhi BJP government has instructed the Public Works Department (PWD), Water and Irrigation and Flood Control (I&FC) departments to submit records of all arbitration cases involving claims exceeding Rs 1 crore from the past 20 years. This comprehensive audit aims to assess the extent of financial losses arising from legal disputes and bring transparency to how public funds were spent or lost in the last two decades, said officials. This comes a day after Chief Minister Rekha Gupta directed the Anti-Corruption Branch (ACB) to probe irreugularities in the construction of the Barapullah Phase III corridor and the arbitration case that arose due to delays. Accusing the then AAP government of corruption, Gupta had highlighted that the project, scheduled for completion in October 2017, was repeatedly delayed and eventually ran into arbitration. 'The ruling favoured the contractor with an award of Rs 120 crore. When the payment was withheld, the company approached the High Court, which, in May 2023, ordered the PWD to pay Rs 175 crore, including interest and GST. The sum was subsequently paid during the tenure of then-PWD Minister Atishi,' read a statement from the CM's Office (CMO) issued on Monday. The three departments, which manage roads and drains, have been asked to provide year-wise and award-wise data — including the total number of arbitration cases exceeding Rs 1 crore; cases decided against the government, along with brief descriptions; the amount paid or losses incurred in such cases; and the number of appeals filed before making payments. 'This audit comes amid mounting concerns over repeated legal setbacks in infrastructure and civil works, many of which have resulted in heavy payouts to private contractors,' said officials. Earlier, PWD Minister Parvesh Sahib Singh had announced the removal of arbitration clauses from the department's new contract conditions. This means that any future disputes between the department and contractor will be settled exclusively in court. 'Public funds must be treated as sacred. For years, departments have settled claims through arbitration without exhausting legal options — this won't continue. We are auditing two decades of arbitration history to identify who was responsible and why legal battles were surrendered. Importantly, I have now removed the arbitration clause from PWD contracts. If there's a dispute, let it go to court. No easy money through arbitration anymore,' Singh said. Officials said that this strategic shift is expected to act as a strong deterrent to frivolous claims and force all stakeholders — government and contractors alike — to approach project disputes with more seriousness and legal preparedness. 'With this 20-year review, the Delhi government aims to establish structural reforms in contract enforcement and legal strategy — preventing future financial haemorrhage and reinforcing public trust in governance,' said officials.

Women In Delhi Can Now Work Night Shifts In Shops, Commercial Establishments
New Delhi: Women in Delhi can now legally work night shifts in shops and commercial establishments, with the government easing long-standing restrictions under the Delhi Shops and Establishments Act. Chief Minister Rekha Gupta announced the decision on Tuesday, saying that the policy will boost women workforce participation and expand the city's potential as a 24x7 economy. The government plans to amend Sections 14, 15, and 16 of the 1954 Act, which currently prohibit women from working night hours, defined as between 9 pm and 7 am in summer and 8 pm to 8 am in winter. Once the change is in effect, these restrictions will no longer apply, allowing businesses to employ women in round-the-clock operations, provided they follow strict safety and workplace requirements. "This is a step toward increasing women's participation in the workforce while ensuring their safety and dignity at the workplace," Chief Minister Gupta said. "We are not just changing a rule, we're also creating a framework where women feel secure and supported during night hours," she added. Safety Protocols Mandatory The new policy comes with non-negotiable conditions for employers. Written consent from women employees will be required before assigning night shifts. The establishments must provide secure transportation for night duty, round-the-clock CCTV coverage, an adequate number of female security personnel, and an Internal Complaints Committee under the POSH (Prevention of Sexual Harassment) Act, restrooms, lockers, and break rooms and wages must be paid via bank or ECS, and all legal benefits like ESI, Provident Fund, bonuses, weekly offs, and overtime pay will be mandatory. Policy Awaiting Lt Governor's Approval The proposal will be sent to the Lieutenant Governor for final approval. Similar policies are already in place in states like Haryana, Telangana, Madhya Pradesh, and Tamil Nadu. Delhi's move follows months of internal discussions and demands from industry bodies looking to expand night-time operations. "This will help establish Delhi as a 24x7 business hub and also contribute to improving the capital's Ease of Doing Business rankings," the Chief Minister said.
