
J-K Congress face: ‘Tourists have said Pahalgam had no security or checks… so attackers did not face any challenge'
The All India Congress Committee (AICC)'s general secretary Ghulam Ahmad Mir is also the Congress Legislature Party (CLP) leader in Jammu and Kashmir, who represents the Dooru constituency in the Valley. A three-time MLA, he has previously also served as the Jammu and Kashmir Pradesh Congress Committee (JKPCC) president. In an interview with The Indian Express, Mir speaks about a range of issues related to the April 22 terrorist attack on tourists at the Baisaran meadow in South Kashmir's Pahalgam in which 26 people were killed. Excerpts:
Q: More than 48 hours have passed since the Pahalgam attack. As a senior leader from Kashmir, what is your assessment of the incident?
Firstly, the attack happened at an unexpected place and in an unexpected way. This was the peak of the tourism season, and the locals were happy about it.
Because there are no government jobs, this was a moment of tourism and the masses were involved in it, so then there are no chances of such incidents. Unless such elements have support from locals, such incidents don't happen. The public doesn't support such activities or elements – and this is a common feeling.
And no one can imagine an incident like this in Pahalgam. There are many tourist destinations, and some are in very vulnerable areas. But Pahalgam is most popular and most secure. Because it is on the permanent route of the Amarnath Yatra. For three months during the Yatra, there is a three-tier security cover. People always thought there were strong security checks there.
Q. Did Pahalgam lack security this time?
Tourists have said there were no security checks there (Pahalgam) this time. There was no security at Baisaran. If Jammu and Kashmir police was there or someone in uniform, the attackers would have faced some challenge. Previously, there used to be army patrol there besides the CRPF deployment – and the J&K police also used to move around there.
Q. Do you think the BJP -led central government is accountable for it?
That is what I am saying – that it is the people's question, not mine. Most people are raising these questions and we are doing the same as a party. This is the common feeling there. That why this happened? This spot (Baisaran) is seven kilometre uphill from the last point where cars go. Thousands go there every day. It is a common feeling that some security personnel should have kept a watch.
Q. Why are you alleging intelligence and security failure?
This is what the common people have on their minds. It is somewhere a failure of intelligence agencies and security for such an important area.
Q. You are an ally in the National Conference-led J&K government and a former tourism minister. How would the crisis of tourists' trust be resolved in the wake of Pahalgam attack?
There are many Kashmir lovers. Such attacks were made in an organised way earlier too. But Kashmir lovers can't find elsewhere what they find in Kashmir. Tourism in Kashmir is not because of someone's publicity. Tourists love Kashmir and Kashmiri people love them… I can confidently say that such acts (like Pahalgam attack) are not supported by anyone in Kashmir, be it of any age group.
Q. As part of its diplomatic retaliation against Pakistan, the government has suspended the Indus Water Treaty. What is your take?
Something was expected from the government. But will these steps establish peace and harmony. Everyone wants to get rid of militancy and wants peace and happiness. Is this move in that direction and will it help? It was timely, but what will happen at a later stage?
Q. Thursday's CWC resolution attacks the BJP for 'exploiting this grave tragedy through official and proxy social media platforms to sow further discord, mistrust, polarization and division at a time when unity and solidarity is most needed'. What do you make of it?
You must understand that the one with a gun has a target and an agenda. If as a national political party, you are taking their agenda forward, then you are helping their cause.

Centre issues notification for caste census, says 2-phase exercise to begin in 2027
The Central government on Monday issued a gazette notification for the caste census, which will begin in 2027. It will be India's 16th census. The notification said that the census proceedings will begin on October 1, 2026, in snow-bound areas like Ladakh. For the rest of the country, the mega exercise will begin on March 1, 2027. "The reference date for the said census shall be 00.00 hours of the 1st day of March, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand," the notification read, adding for snow-bound states and union territories, the exercise will begin at 00:00 hours of the 1st day of October, 2026. The latest census will be carried out after a gap of 16 years. The last census was conducted in 2011. The government statement said that the census, which is conducted to collect population-related data, will be carried out by 34 lakh enumerators and supervisors and around 1.3 lakh census functionaries armed with digital devices. The exercise will be conducted in two phases -- Houselisting Operation (HLO) and Population Enumeration (PE). Under HLO, data on the housing conditions, assets and amenities of each household will be collected. Under PE, data about the demographic, socio-economic, cultural and other details of every person in each household will be collected. The Central government has said that the exercise will have the option of self-enumeration. The exercise will be conducted digitally, and very stringent data security measures will be put in place to ensure data security at the time of collection, transmission and storage. The office of the registrar general of India (ORGI) has already developed a web-based portal called Self Self-Enumeration (SE) Portal, which allows respondents to view and update the information of their household members. The SE portal, according to officials, will be closed for changes a few days before the census exercise start date. The objective of the portal is to digitise the process of capturing the census data, as the respondents can update the details of their family members online without the help of an enumerator. Also read: Census 2027 to include self-enumeration option says Union home ministry The SE portal will be accessible with authentication based on pre-filled information available with the ORGI and a one-time password (OTP) sent to the registered mobile number(s). The respondent will be allowed to change the family details, and add new family members, and those family members who are not part of the household shall be marked as moved out or died, said an officer explaining the process. The BJP, which ruled the Centre, had earlier accused the Congress-led Opposition of attempting to divide the nation on caste lines with its demand for the caste census. However, earlier this year, in a surprise move, the government announced the caste-based census.

'No Kings' anti-Trump protests: Los Angeles Mayor Karen Bass on Sunday said that a nightly curfew in the city will continue for 'a couple more days'. The announcement came on the ninth day of protests that have seen US President Donald Trump launch a military-backed crackdown. Karen Bass issued an overnight curfew on June 10 from 8 pm to 6 am (local time) to stop vandalism and looting in the Los Angeles downtown area, the heart of the protests. People began protesting on June 6 to oppose immigration raids launched by the Trump administration to detain undocumented migrants in the Latino-dominant city in Democrat-led California, reported AFP. The rallies had been mostly peaceful and confined to a small area of Downtown Los Angeles, but were marred by occasional and eye-catching violence, which President Trump used as a pretext to send in 4,000 National Guard and 700 Marines. The extraordinary deployment came over the protests of local officials who have insisted that the situation was under control, according to AFP. Bass said on Sunday that she is hoping that the number of people behind the violent incidents "will taper off", reported AFP. "So I know the curfew will be on for at least a couple more days," she said in an interview with local news channel, KTLA, adding that she cannot predict how many more days exactly. Bass also spoke about the anger and fear that the raids by ICE have generated in Los Angeles, highlighting the hostile situation in the city. "People are afraid to leave their homes," she said, adding that raids have at times felt 'indiscriminate.' "This is the United States. You are not supposed to have to show your papers if you go out in public," Bass said. "It's hard for me to believe it's targeted," she added. Los Angeles was mostly calm on Sunday after a massive protest a day earlier, part of the "No Kings" series of anti-Trump protests across the country. The rally saw thousands of people coming out on the streets to condemn the raids and the military crackdown, reported AFP. A small group of people also marched around City Hall during the sunny afternoon under the watchful eye of law enforcement, including several women wearing bikinis and carrying signs with slogans such as "Hot Girl Summer Melt ICE", AFP reported.
