Italy to provide Ukraine with $13 million to restore energy infrastructure
Rome signed an agreement with Kyiv on Feb. 28 to provide Ukraine with 13 million euros ($13.5 million) directed towards the country's Energy Support Fund, Ukraine's Energy Ministry announced.
The funding will be used to support "the restoration of Ukraine's energy sector," a news release from the Energy Ministry read.
Russia continues to target Ukrainian energy infrastructure, testing Ukraine's resolve as the country is enduring another winter.
"This assistance will allow us to procure essential equipment and strengthen the resilience of Ukraine's energy system at a time when the enemy is relentlessly attacking energy facilities," Ukraine's Deputy Energy Minister Roman Andarak said in a statement.
Earlier this month, Italy an agreement with the United Nations Environment Program (UNEP) to launch a 2 million euro ($2.07 million) project to strengthen Ukraine's energy system, the Italian Embassy in Ukraine told the Kyiv Independent.
Prime Minister Giorgia Meloni, who took office in late 2022, has consistently supported Kyiv and pledged unwavering assistance until the war ends.
Material losses from on Ukrainian energy infrastructure have amounted to "billions of dollars," according to Energy Minister Herman Halushchenko.
Halushchenko said on Feb. 24 that Russia has launched more than 30 mass strikes on Ukraine's energy infrastructure over the three years of its full-scale invasion.
Over the past three years, Russian troops have occupied territories hosting energy facilities producing 18 gigawatts (GW) of generation. The occupied facilities include hydroelectric power plants, thermal power plants, and Europe's largest nuclear power plant, stationed in Zaporizhzhia Oblast.

What UK's Strategic Defense Review means for Ukraine
British Prime Minister Keir Starmer announced on June 2 that the United Kingdom is moving to "warfighting readiness," in large part in response to the full-scale invasion of Ukraine and the threat Russia poses to Europe. He made the comment as his government unveiled its latest Strategic Defense Review, which U.K. General Richard Barrons, one of the review's authors, described as the "most profound" change in U.K. defense in 150 years. The review sets out ambitious new targets, including at least 12 new attack submarines, fleets of drones and autonomous vehicles, as well as 7,000 new long-range weapons. Yet it also comes with urgent warnings. The review reveals that the U.K.'s Armed Forces are currently unprepared to fight adversaries such as Russia or China, nor could they conduct high-intensity warfare in a war like that in Ukraine. Insufficient munition stockpiles, low troop numbers, and ageing equipment are just a few of the weaknesses underpinning its assessment. "The speed of development in Ukraine is so far ahead of what countries like the U.K. is capable of." But as well as committing to bolstering its own defense capabilities, the U.K. must also manage the commitments already made to Kyiv, which it has vowed to support with a "100-year partnership." The U.K. has been one of Kyiv's closest supporters since the start of the full-scale invasion, and the review reiterates long-term support for Ukraine, committing 3 billion pounds ($4.06 billion) annually in military aid. "The bottom line is that all of this is about defending the U.K. after the conflict moves on from Ukraine primarily," Keir Giles, a senior consulting fellow at Chatham House, a U.K.-based think tank, told the Kyiv Independent. "Whether it's positive, negative, or catastrophic, either way, that's when the U.K. and its allies need to be ready for Russia's next move." The U.K. wants to create a more flexible procurement process, as demonstrated by that developed by Ukraine throughout the full-scale invasion, a dynamic it says would be vital should the U.K. deploy troops in support of a ceasefire. The review urges deeper defense industrial collaboration, including joint ventures and helping Ukraine access global markets, as well as rebuilding and sustaining its defense sector. This could include helping Ukraine service Soviet-era equipment still used abroad. The U.K. also aims to learn from Ukraine's experience in modern warfare, particularly in land combat, drones, and hybrid threats. However, the review highlights challenges — U.K. stockpiles of weapons such as Storm Shadow long-range missiles have been depleted through its support to Ukraine, and years of underinvestment have weakened domestic defense capacity. The U.K. has announced that it will build six new munition factories. This indicates a significant attempt to address one of the key criticisms of European defense, which is its lack of industrial base and reliance on U.S. support. While U.K. Defense Secretary John Healey has said that "we should expect to see new factories opening very soon," it is not clear how quickly this will translate into meaningful battlefield assistance for Ukraine's Armed Forces. "The speed of development in Ukraine is so far ahead of what countries like the U.K. are capable of, the best-case outcome for Ukraine would just be sending the money there to build stuff," Giles said. Trump seeks removal from a New Hampshire lawsuit challenging his order on transgender athletes
CONCORD, N.H. (AP) — President Donald Trump's administration wants to be dropped from a lawsuit in which two New Hampshire teens are challenging their state's ban on transgender athletes in girls' sports and the president's executive order on the same topic. Parker Tirrell, 16, and Iris Turmelle, 14, became first to challenge Trump's 'Keeping Men Out of Women's Sports' order when they added him to their ongoing lawsuit over New Hampshire's ban in February. A federal judge has ruled that they can try out and play on girls sports teams while the case proceeds. In a motion filed Friday, attorneys for the government say the teens are trying to 'drag the federal government into a lawsuit well under way not because of an imminent injury, but because of a generalized grievance with polices set by the President of the United States.' Deputy Associate Attorney General Richard Lawson argued that the government has done nothing yet to enforce the executive orders in New Hampshire and may never do so. 'Plaintiffs lack constitutional standing and their stated speculative risk of future injury is not close to imminent and may never become ripe,' wrote Lawson, who asked the judge to dismiss claims against Trump, the justice and education departments, and their leaders, Trump's executive order gives federal agencies wide latitude to ensure entities that receive federal funding abide by Title IX — which prohibits sexual discrimination in schools -- in alignment with the Trump administration's view a person's sex as the gender assigned at birth. Lawyers for the teens say the order, along with parts of a Jan. 20 executive order that forbids federal money from being used to 'promote gender ideology,' subjects the teens and all transgender girls to discrimination in violation of federal equal protection guarantees and their rights under Title IX. In its response, the government argues that the order does not discriminate based on sex because males and females are not similarly situated when it comes to sports. Transgender people represent a very small part of the nation's youth population – about 1.4% of teens ages 13 to 17, or around 300,000 people. But about half of the states have adopted similar measures to New Hampshire's sports ban, with supporters arguing that allowing transgender girls to play is unfair and dangerous. In interviews earlier this year, neither New Hampshire teen said they feel they hold any advantage over other players. Tirrell says she's less muscular than other girls on her soccer team, and Turmelle said she doesn't see herself as a major athlete. 'To the argument that it's not fair, I'd just like to point out that I did not get on the softball team,' Turmelle recalled of her tryout last year. 'If that wasn't fair, then I don't know what you want from me.'
