Atishi urges CM to pass law to protect old vehicles

Hans India12-07-2025
Leader of Opposition in the Delhi Assembly Atishi on Friday wrote to Chief Minister Rekha Gupta urging her to bring a law to protect 10-year-old diesel and 15-year-old petrol vehicles from being scrapped, warning that the proposed blanket ban would adversely impact at least 60 lakh vehicle owners in the city.
In her letter, Atishi said, "Even though the plan that started on July 1 was rolled back after a public backlash, now another deadline of November 1 looms over residents. If implemented, this decision will affect around 20 lakh four-wheelers and 40 lakh two-wheelers in Delhi."
She criticised the government's approach, saying that for Delhi's middle-class families, owning a car is an aspirational milestone.
"Many people purchase second-hand vehicles or retain older cars for personal and family use. Removing 60 lakh vehicles in one go will severely impact their lives. Affording a new vehicle is not a viable option for most," the AAP leader said. The former CM also questioned the logic of using vehicle age as the sole criterion for scrapping.
'There might be cars that are just 3-4 years old but are polluting, and others that are 10-12 years old but well-maintained. A blanket ban is illogical and only benefits car manufacturers and scrappers,' she said.
While acknowledging the need to address pollution, Atishi said that enforcing a blanket ban is not the solution and called for a legislative route instead. She urged the BJP-led Delhi government to convene a special session of the Vidhan Sabha to debate and pass a bill protecting end-of-life vehicles.

Civic woes dominate Chandigarh MC house meeting, commissioner orders action against negligent officers

1 2 3 4 Chandigarh: Blocked and broken sewage pipelines, poor sanitation, inadequate water supply, and non-functioning streetlights marred the monthly general house meeting on Tuesday. Councillors from all political parties raised public grievances, saying that in some areas, the engineering officers concerned failed to act even after the issues were brought to their attention. This drew a sharp response from municipal commissioner Amit Kumar, who instructed officers to immediately act on emergency works, citing that finances had already been earmarked for such services. He also directed the chief engineer to identify the engineering officers concerned and take action against them for showing negligence in addressing emergency services like sewage blockages and water supply issues. BJP councillor Kanwar Rana highlighted that sewage in his ward had been blocked for several days, and employees were on strike due to unpaid salaries. "The residents are living in unbearable conditions, and sewage has entered their homes. Despite informing the concerned officers, no action has been taken. Who is responsible?" he asked. AAP councillor Damanpreet Singh raised the issue of damaged and blocked sewage lines in his ward, stating that the old lines had caved in and required immediate repairs. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like New Container Houses In Mataiwoi Container House | Search Ads Search Now Undo BJP councillor Kuljeet Singh said sewage had been blocked in his area for many days, and no action had been taken despite informing the engineering department's field officers. BJP's Saurabh Joshi echoed similar concerns, pointing out that water accumulates at the roundabout in his ward. Congress councillor Gurpreet Singh slammed mayor Harpreet Kaur Babla, saying that while she celebrates Swachh Survekshan, the ground reality is different. He said around 30% of the city's streetlights are non-functional or broken, leaving large parts of the city in darkness. He also pointed out that CESL (Convergence Energy Services Limited) has not been operational for the past year, forcing junior engineers (JEs) and sub-divisional officers (SDOs) to manage the situation alone while the mayor and administration remain silent spectators. Singh also raised the issue of sewerage and sanitation workers, who have been on strike for the past six days due to non-payment of wages. "These workers are struggling to put food on the table and pay their children's school fee. It is shameful that such strikes occur nearly every three months," he said. AAP councillor Suman Devi raised the issue of poor water supply in her Manimajra ward, where the 24x7 water supply project was initiated. She said the situation has worsened to the point that water doesn't come even during supply hours, and residents are now dependent on tankers. Commissioner's Directive While replying to the municipal councillor, municipal commissioner Amit Kumar said that engineering officers will be identified, and action will be taken against them for not dealing with emergency work, despite being asked to act promptly for emergency services. The commissioner asked the chief engineer to identify, fix responsibility, and take suitable action against such engineering officers for not dealing with emergency works. In the coming days, the hot-spot areas in the city will be identified to improve the situation there. Mayor Faces Protest Mayor Harpreet Kaur Babla received major criticism as AAP councillor Prem Lata came in well on the issue of sanitation. Carrying a placard, Prem Lata criticised the mayor for poor sanitation conditions in the city. Besides that, both the senior deputy mayor and deputy mayor raised the issue of the dry waste plant, saying that processing is not happening properly.

Delhi Govt Clears Night Shift Policy For Women; Safety Protocols Made Mandatory In Shops, Workplaces

The proposal, following prior discussions, will now be sent to the lieutenant governor for approval With an aim to boost women's participation in Delhi's workforce and to make the national capital a round-the-clock business hub, the city government on Tuesday gave its nod to the night shift policy for women in shops and commercial establishments. In an official statement, the Rekha Gupta-led government said that currently, Sections 14, 15, and 16 of the Delhi Shops and Establishments Act, 1954, prohibit women from working between 9 pm and 7 am during summers and between 8 pm and 8 am during winters. L-G nod needed The proposal, following prior discussions, will now be sent to the lieutenant governor for approval. To implement it, exemptions will be made under Sections 14, 15, and 16 of the Delhi Shops and Establishments Act, 1954. The forthcoming amendment will remove these restrictions, enabling women to work night shifts across the city. 'In a major step towards empowering women and enhancing their self-reliance, the Delhi Government under Chief Minister Rekha Gupta has taken a landmark decision to allow women to work in night shifts (24×7) in shops and commercial establishments," the statement reads. Women's safety a priority Highlighting the safety framework, the chief minister stated that stringent measures are being implemented to ensure women's security during night shifts, including compulsory transportation facilities and comprehensive CCTV surveillance. She noted that similar permissions are already in place in Haryana, Telangana, Madhya Pradesh, and Tamil Nadu. To safeguard women working on night shifts, a comprehensive set of conditions will be mandatory for all establishments. 'Written consent of female employees will be required prior to assigning night shifts. Workplaces must have CCTV surveillance, female security guards, and secure transport facilities. Each establishment must also constitute an Internal Complaints Committee under the Prevention of Sexual Harassment (POSH) Act. Furthermore, restrooms, toilets, lockers, and other basic amenities must be provided," the government stated. Additional conditions include mandatory electronic payment of wages (bank/ECS), provision of all statutory benefits, including ESI, bonus, provident fund, as well as weekly offs and overtime compensation. Gupta stated that this decision will not only contribute to making Delhi a 24×7 business hub but also significantly enhance women's participation in the workforce and improve the city's ease of doing business rankings. 'This policy would play a pivotal role in establishing Delhi as a 24×7 business hub and underscores the government's commitment to women's empowerment and economic independence," she said. view comments First Published: Disclaimer: Comments reflect users' views, not News18's.
