Ambassador Francesco Talo
, Italy's Special Envoy for IMEC.
"When IMEC was announced in September 2023 and I was there. I was in a different position. I was there with the Prime Minister Meloni. So personally, for me, it's particularly interesting," Talo told ET in an exclusive interview on the sidelines of the IMEC meet convened by India in New Delhi last week. Talo was the Diplomatic Adviser to the Italian PM when the initiative was announced in 2023.

'So you see how much it's natural to have relations for reciprocal interests among countries who have, of course, also very great heritage and in this moment is even more important because of two reasons, and here I want to always highlight that IMEC should not be seen as a Project against anyone. But a parallel one.'
'We have to envisage what we can do practically sooner with the Middle East countries, but we can start build the framework," Talo suggested.
"It is important that India took the initiative. So we are grateful to India for this initiative, because now we are stepping from, let's say, just the debate phase, to a more concrete action, so to words into action. But of course, this is a very complex thing. We do not have all the skills which we need that we should have, I mean engineers, economists, lot of people..." Talo pointed out
"In Italy, we already have had a meeting with the main companies to speak with them, to understand if they are interested, raise interest, and there is an interest. We are creating a community of companies which could be involved. We did the same with administrations, because this is another complication. You cannot do it only with the Prime Minister, offices or the Foreign Ministry. You need many ministries, Transport Ministry, energy and trade and industry, shipping."
this means really a big coordination within domestic level at European level, and this is something I also want to stress we are working as team Europe. So the three countries greeted Germany, no Italy, Germany and France.
Another important fact which has emerged now. It is clear in Brussels, European Union that IMEC could be under the umbrella of Global Gateway.
Trieste is the northern most harbour of all the Mediterranean. So the big advantage of Trieste is that is closer to Germany, which is the hub of industry in Europe, according to Talo
Italy is the country with the largest number of big ports in the Mediterranean. So Italy is considered Eastern Mediterranean, Central Mediterranean and West Mediterranean.

Elon Musk's X outage: Twitter down for thousands in US
Elon Musk-owned X (formerly Twitter) is currently experiencing a widespread outage for users across the US. According to the website performance tracker Downdetector .com, reports of the downtime began around 11:01 a.m. Tired of too many ads? go ad free now ET (8:30 pm IST), and the number of affected users has since grown into the thousands. The issues appear to be impacting different aspects of the platform. Data from Downdetector indicates that 53% of users are having trouble accessing X on the mobile app, while 45% are facing problems with the web. A smaller number, 1%, have reported server connection issues. There were more than 16,400 incidents of people reporting issues with the social media platform. In India, the reports reached around 1,000. The company has not yet released an official statement on the cause of the outage. In the meantime, users have taken to other social media platforms to report their difficulties, with many asking if others are experiencing similar issues. X experienced outage twice in July The social media platform experienced outrgae twice last month. On July 23, about 74% faced trouble accessing X on web, while 23% reported issues with the app. On July 2, outage-tracking website showed more than 15,400 users reporting issues with the platform. Rude Hotels by Vir Sanghvi: Room at the top
It is one of the most famous stories in luxury hoteliering. Adrian Zecha, a former publisher who had revolutionised deluxe hotels in Asia by founding the Regent chain, decided to build a home for himself in Phuket, Thailand, after selling his Regent stake. The Amanpuri's residences-plus-hotel model has been copied all over the world A few friends joined him and they found a location outside the city to build their villas. But, as construction commenced, they realised that the area lacked the basic infrastructure required to support luxury homes. So, Zecha decided he would build a small hotel next to their homes that would provide the generators, boilers, laundry, security, etc needed to provide support services to their homes. He called the hotel Amanpuri, and by the time it opened in late 1987, a business model had emerged. Zecha and his friends sold more land around the hotel to other millionaires who built their own luxury homes. Amanpuri managed the properties and, if the millionaires so chose, they could offer their homes up for rent when they were not using them for their own vacations. Adrian Zecha built Phuket's Amanpuri in 1987 to offer support services to his friends' luxury homes. The Amanpuri experience had two consequences. The residences-plus-hotel model began to be copied all over the world. It was good for guests because they got to spend holidays by renting the homes of millionaires. It was good for the millionaires because they earned money from their vacation homes when they were not using them. And it was good for hotel developers because they made an immediate return on their investment by selling luxury residences on the hotel site. But there was also a second consequence. Zecha priced the hotel rooms in Amanpuri at such high rates that most hoteliers thought he was crazy. The hoteliers were wrong. Amanpuri became a rage and guests flocked to Phuket. Zecha had found a new niche: Super-rich travellers who were willing to pay a fortune for small, luxury hotels. Zecha got back into hoteliering full-time and created the Aman chain of exclusive, expensive hotels. He started out with many Asian locations (he is Indonesian) but expanded to such unlikely destinations as Jackson Hole, Wyoming. I did a TV show on Aman hotels at the height of Zecha's success and stayed at many of the hotels. I was struck by several things. One: The hotels were all very different and were united only by Zecha's whims, quirks and fancies. Two: Though some of the hotels had great exteriors designed by such brilliant architects as Ed Tuttle, the interiors and rooms could be sparse, boring and impractical for guests. Once you checked in, you didn't always find super-luxury experiences. And three: The food was usually disappointing. Aman has developed the Japanese restaurant Nama, and the Italian Arva in-house. Though Aman became a hugely influential chain in concept terms, it struggled financially and many of the quirkier hotels lost money. At one stage, aggressive investors removed Zecha. He returned only to eventually sell the company to India's DLF (which retained his management) before finally losing control completely when DLF sold it to a group of investors led by Vladislav Doronin, a Swedish citizen of Russian extraction who had made a fortune in property and trading, and had dated such glamorous figures as Naomi Campbell. Though the transition to the new regime was rocky within the old Aman team, Doronin has proved to be good for Aman. He has moved from Zecha's quirkiness to providing a solid luxury experience, stabilised the company's finances, expanded to new locations, attracted corporate investors and turned Aman, which is the preserve of a small number of wealthy guests ('Amanjunkies') into the international hotel group of choice for the global super-rich. The food is finally worth the prices the hotels charge (Arva and Nama, new, high-quality Italian and Japanese restaurant brands have been developed in-house). The managers are trained professionals, which they weren't always in the Zecha era. The newer hotels offer a consistent luxury experience. Vladislav Doronin (who once dated Naomi Campbell) now owns the chain and is shaking things up. Most important, Aman has finally succeeded in moving beyond the resorts category. The old regime screwed up with its first city hotel (now The Lodhi in Delhi; DLF held on to it when it sold Aman) and its Tokyo property was stuck in limbo until it opened, post-takeover, to win fame as one of the world's best hotels. The Aman in New York is the city's most expensive and exclusive hotel. And the Aman Nai Lert, which opened in Bangkok earlier this year, is the region's hottest hotel, winning the loyalty of top-tier guests despite charging nearly double of what The Oriental, previously Bangkok's top hotel, charges. I stayed there shortly after it opened, and everyone I met in Bangkok (mostly from the hospitality business) asked: 'Wow! Tell us what it's really like!' When a hotel evokes that level of awe, it tells you something about the esteem with which Aman is regarded. What accounts for Aman's exalted position in the hotel world? It's a hard question to answer. In the Zecha era, Aman was tapping into a premium market that other hoteliers had not addressed. But now that there is no shortage of luxury hotels with huge villas and massive private pools, wealthy guests have many other options. Probably the best way to describe why Aman is still at the top nevertheless, is that its hotels manage to create an alternate reality that is peaceful, refined and exclusive. Of course the design is outstanding (the lobby in Bangkok designed by Jean Michel Gathy is breathtaking) and the rooms are super luxurious. But it's more than that: The hotels smell of restrained elegance and good taste. Aman is less in the business of selling hotel rooms and more in the business of creating a sophisticated environment, where every detail is perfect. The super-rich think that they are different from the rest of us. Aman reminds them that they are absolutely right to feel that way. In keeping with that philosophy, Aman now has several brand extensions. In 2018 a skincare line was successfully launched. In 2020 came Aman fragrances. In 2022 a clothes line became available. A few years ago, as prices of hotel rooms skyrocketed, Aman created a new hotel brand, Janu, at a lower price point, but with the same sensibility as the flagship. It's all a long way from the original conception of Amanpuri as a place for Zecha and his friends. The world has changed. Reform the economy to defeat tariff threat
The world is in flux, and India is being tested. But every challenge is also an opportunity. Tariffs and global headwinds should not weaken our resolve; they must galvanise us. India must act boldly to seize this moment. This is our once-in-a-generation opportunity to lead. We must not let it slip. A decade ago, a significant push to improve ease of doing business yielded notable results. Now is the time to take it a step further and make India the easiest place to do business in. (Bloomberg) From August 27, India faces a 50% tariff, among the highest of President Donald Trump's 'reciprocal' tariffs. The US accuses India of financing Russia by buying Russian oil. However, Türkiye, the largest importer of Russian oil products, faces 15% tariffs, the same as the European Union, which has paid 297 billion euros for Russian gas since January 2022. The White House also remains unaware of US imports of palladium or fertilisers from Russia. Prime Minister Narendra Modi has heavily invested in the Indo-US economic, trade, and political relationship. However, the US's antagonistic stance will impact future cooperation. Our strong institutional memory emphasises our strategic autonomy. Let us be clear, our energy security and strategic autonomy cannot be compromised. Let us also be clear that this is not about Russia. India is rightfully refusing to bend, as we have so many times in our history. Global pressure should not intimidate us. It should galvanise us into pushing through the once-in-a-generation reforms India urgently needs. The Goods and Services Tax (GST) was India's most significant tax reform. Seven years on, collections are rising, and GST has enabled formalisation of the economy. Now is the time to move forward with strong political will for GST reform. We need to move to a two-rate GST structure and overhaul the GST business processes. New companies and startups being registered must receive their GST numbers along with their PAN/TAN. Technology must be leveraged to minimise the need for physical visits for GST registration. Income tax reforms must also be brought in. A decade ago, a significant push to improve ease of doing business yielded notable results. Now is the time to take it a step further and make India the easiest place to do business in. Pending items, such as notifying the rules of the labour codes, should be completed as soon as possible. States must go beyond incremental reforms and truly embrace single-window clearances. Many of the most cumbersome processes have not been made part of the National Single Window System (NSWS). The cost of capital for private enterprise must be brought down. The statutory liquidity ratio (SLR) mandates that commercial banks hold 18% of their assets in government securities. This reduces the pool of loanable funds in the economy and raises the cost of capital for private enterprise. The SLR must be brought down to zero. This will unlock lakhs of crores of additional lending, bringing down the cost of capital. We must recognise that a liberal trade regime is crucial in building up our manufacturing ecosystem. In recent years, there has been a massive proliferation of quality control orders (QCOs). These QCOs raise the cost of crucial imports and make our manufactured goods uncompetitive in global markets. These QCOs must be scrapped. Further, our tariffs on intermediate goods are too high and must be brought down as well. We need to diversify our export markets by fast-tracking negotiations on trade deals. Tourism faces no tariffs. India, with its natural beauty, history, heritage, culture, and diversity, receives only a 1.5% share in international tourist arrivals. If the visits of non-resident Indians are excluded, this falls further. There has been no concerted branding or marketing campaign for Indian tourism in the past decade. When countries are stepping up their efforts to attract tourists, we are lagging. We need the biggest global branding and marketing campaign to unleash India's potential. Otherwise, the 1,800 planes that Indian airlines are buying will just be ferrying Indians flying abroad for holidays. We must attract global tourists. Our cities are the first impression visitors get when landing. For too long, city governance has been stuck in limbo, relying on state governments for financing, planning, and human resources. Despite the constitutional amendments that devolved powers to cities, it has not been implemented in practice. Our cities must be made autonomous and financially independent. In the Union Budget of 2021-22, a new public sector enterprise (PSE) policy was announced. The policy intended to minimise the presence of PSEs operating across the gamut of the Indian economy. This needs to be taken up in mission mode. In the last financial year, disinvestment receipts stood at ₹10,000 crore. From minority stake sales, we must move to strategic disinvestment. In the most recent budget speech, a second asset monetisation plan worth ₹10 lakh crore was announced. This needs to be operationalised at the earliest. India is far from being a 'dead economy'. We are, in fact, the world's fastest-growing large economy, driven by a decade of structural reforms, digital innovation, and investment in infrastructure. Over 250 million people have exited multidimensional poverty, and the extreme poverty rate has fallen below 3%, reflecting real improvements in quality of life. Women are increasingly participating in this transformation. 80% of Stand-Up India loans and 68% of Mudra loans have gone to women entrepreneurs. India's Digital Public Infrastructure (DPI) has revolutionised financial inclusion, while public capex on infrastructure has more than doubled, laying the foundation for long-term productivity. India has also met its 2030 green energy target five years early, and is investing heavily in AI, quantum computing, and deep tech. Challenges remain, but the direction is clear: This is an economy on the move, powered by ambition, resilience, and reform. Amitabh Kant is India's former G20 Sherpa, and former CEO of NITI Aayog.
